Hall, Chair Commissioner Barbara J. Kirkmeyer, Pro-Tern Commissioner George E. Baxter Commissioner M. J. Geile Commissioner Glenn Vaad - EXCUSED Also present: Acting Clerk to the Board, Esther Gesick Assistant County Attorney, Lee Morrison Planning Department representative, Sheri Lockman Health Department representative, Sheble McConnellogue Public Works representative, Don Carroll The following business was transacted: I hereby certify that pursuant to a notice dated October 6, 1999, and duly published October 9, 1999, in the Fort Lupton Press, a public hearing was conducted to consider the request of Ray-GIo Holsteins for a Site Specific Development Plan and Special Review Permit#1245 for a Livestock Confinement Operation(dairy)in the A(Agricultural)Zone District. Lee Morrison,Assistant County Attorney, made this a matter of record. Sheri Lockman, Department of Planning Services, presented a brief summary of the proposal and entered the favorable recommendation of the Planning Commission into the record as written. Ms. Lockman gave a brief description of the location of the site which is approximately 50 acres in size. She stated the applicant is requesting the dairy operation be allowed to increase the number of animal units to 2,000. Ms. Lockman stated three of the six referrals sent responded favorably to the proposal with proposed conditions; the remaining three referrals did not respond, and ten letters of support have been submitted. In response to Commissioner Geile, Sheble McConnellogue, Weld County Department of Public Health and Environment, stated a letter from the engineer was received for the milk parlor and three homes on the site. She stated two of the three systems have been evaluated. Ms. Lockman submitted photographs of the sign posted on the property. Raymond Anderson, applicant, stated this dairy has been operated by his family since 1933, and the facility has beer kept current with technology, and his family is active in the community. Phil Brink, Enviro Stock, Inc., represented the applicant and stated the new address for Enviro Stock, Inc., is 1597 Cole Boulevard, Suite 310, Golden Colorado 80401. In response to Commissioner Geile, Mr. Brink explained most of the manure will be hauled off-site; however, a portion will be stored and land applied to approximately 100 acres of the site, and he indicated the location of the new retention pond. In response to Commissioner Kirkmeyer, Mr. Brink stated he and the applicant have reviewed and agree with the Conditions of Approval and Development Standards. 992561 PL1338 HEARING CERTIFICATION - RAY-GLO HOLSTEINS (USR #1245) PAGE 2 No public testimony was offered concerning this matter. Commissioner Kirkrneyer moved to approve the request of Ray-Glo Holsteins for a Site Specific Development Plan and Special Review Permit#1245 fora Livestock Confinement Operation(dairy) in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission,with the Conditions of Approval and Development Standards as entered into the record. The motion was seconded by Commissioner Geile, and it carried unanimously. This Certification was approved on the 25th day of October, 1999.
