HomeMy WebLinkAbout991191.tiffRESOLUTION RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO KGRE RADIO - JULY 17, 1999 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, KGRE Radio, 1020 9th Street, Suite 201, Greeley, Colorado 80631, has presented to the Board of County Commissioners an application for a Permit for Temporary Assembly on land within the unincorporated portion of the County of Weld, State of Colorado, to be held from 1:00 p.m. on July 17, 1999, until 8:30 p.m. on July 17, 1999, on property located at 2733 C Street, Greeley, Colorado 80631, more fully described as follows: All of that part of the SW% of the SE'/ of Section 36, Township 6 North, Range 66 West of the 6th P.M., Weld County, Colorado WHEREAS, said applicant has paid to the Weld County the sum of ONE -HUNDRED DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and WHEREAS, having examined said application, the Board deems it appropriate to grant a Weld County Permit for Temporary Assembly to KGRE Radio, and WHEREAS, said permit shall be issued subject to compliance with the terms and conditions as set forth in the application materials and upon the express condition and agreement that the temporary assemblage will be conducted in strict conformity to all laws of the State of Colorado, and that the applicant will submit the requested materials or information to the Weld County Department of Public Health and Environment, Sheriff's Office, and Clerk to the Board as follows: Information concerning the location, size and type of sound system proposed, and size of speakers. The noise level should comply with the decibel level requirements as set forth in Weld County Ordinance #85. 2. All vendors must assemble their vending booths in accordance with temporary event food service guidelines and be approved by the Weld County Department of Public Health and Environment. 3. The applicant must submit a full menu for each vendor, detailing the food items that they intend to serve. 4. All vendors must submit a temporary event application. This is required for both non-profit and profit operations. Profit organizations are required to have a state sales tax license and a Colorado Retail Food Service Licence. Non-profit operations are exempt from licensing, but must provide a 501-c-3 Form proving non-profit status. 5. The Universal Plumbing Code requires toilet facilities under the following ratios: Three (3) toilets for every 151-300 males and four (4) toilets for 991191 LC0022 PERMIT FOR TEMPORARY ASSEMBLY - KGRE RADIO PAGE 2 every 151-300 females. Given the number of people expected to attend, eight toilets will be required. Furthermore, adequate hand washing facilities must be provided. The applicant must also provide the name, address, and phone number of the rental company providing the toilets. 6. The applicant will submit a written plan detailing the method used to handle solid waste and trash generated. The plan must include the exact number of garbage cans and the address, phone number, and name of the contractor hired to provide waste handling services. The applicant will have an ambulance and emergency medical technician on -site during the event. 8. The applicant will provide water, readily accessible, in an amount large enough to meet the demand of 700 people. WHEREAS, any violation to said terms and conditions shall be cause for revocation of said permit and forfeiture of bond. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that said Weld County Permit for Temporary Assembly on July 17, 1999, be, and hereby is, granted to KGRE Radio to conduct a temporary assemblage at the hereinabove described location, subject to the above stated terms and conditions. Rich Toft Date: 070599 Subject: Temporary Assembly Permit/LULAC I visited the site located at 2733 C Street, on June 28, 1999, and can confirm that the public notice sign was posted properly. In looking over the site, and the request form, I do have some concerns. With the event anticipating 500 participants, I feel there is not enough room for parking in the field, along with the participants, and the band and concessions. My second concern is who exactly would be serving the alcohol?, and how many booths for beer sales?. Lastly, the south side of "C" street is the beginning of Greeley City Limits. Directly south of this 2733 C Street, is a large mobile home park. I know the City of Greeley has decibel limits, and I am concerned of the noise level of the two sound speakers that are going to be used. Mr. Salazar stated that they will measure 16' by 10', as addressed in his memo to you, dated on June 18, 1999. I will get the decibel limits for the City of Greeley, and have them available for the Commissioners meeting on July 7, 1999. Myself and Kim Fliethman are also planning to attend the Commissioners meeting on the 7th., and hopefully answer any questions you or the Commissioners may have. Thank you, . WCSO DATE: 071499 RE: Special Event Permit/ LULAC/KGRE Radio Cyndy, I received a reply from Mr. Hatton on July 9, 1999, reference the concerns that were brought up at the County Commissioners on July 7, 1999. Mr. Hatton states he will have one of his officers directing the ingress and egress traffic from the site, while he will have two others parking the vehicles. This would be acceptable. As far as the liquor being served, Mr. Hatton states, the alcohol will be served by people over the age of 21., and only one booth for alcohol sales. I would also request, everyone under the age of 40 is required to provide identification. As far as the music is concerned, Mr. Hatton states the stage would be set up facing the Northwest to lower the noise impact in the area. He also states the event would be ended by 9:00 pm. Pickle, RS, MSEH� subject: Review of Temporary Asse bly Permit for KGRE Radio date: July 1, 1999 This memo is in response to a request for a public health review of the sanitation aspects of a proposed fund raiser by KGRE Radio. According to KGRE, 500-700 people are expected. The following list outlines our concerns. I should add that this proposal has been reviewed by Charlotte Davis, Consumer Health Program Supervisor and Gary Hague, Environmental Specialist. We are all concerned that the proposal appears to be put together in a haphazard manner with little real thought as to potential negative consequences. We would recommend a new application with a detailed written response to all of the questions in the application. With specific regard to the issues of concern to your Weld County Department of Public Health and Environment, we offer the following comments and suggested conditions of approval: 1. All vendors must assemble their vending booths in accordance with temporary event food service guidelines and be approved by WCDPH staff. 2. We require submittal of a full menu by each vendor, detailing the food items that they intend to serve. 3. All vendors must submit a temporary event application. Using UPC requirements, eight (8) toilets will be required. Furthermore, adequate hand washing facilities must be provided. WCDPH has notified the City of Greeley on this issue. Matt Wagy, Plumbing Inspector, agrees that eight (8) toilets are needed. The applicant must also provide the name, address, and phone number of the rental company providing the toilets. This will establish communication lines to insure sanitary disposal of the human waste generated. 6. The applicant will submit a written plan detailing the method used to handle the solid waste and trash generated. The plan must include the exact number of garbage cans and the address, phone number, and name of the contractor hired to provide waste handling services. 7. Given the number of people expected to attend, it is strongly recommended that the event have an ambulance and emergency medical technician on site in the event of a serious injury. 8. The applicant must provide detailed information on the availability of potable water to event participants. The water supply must be municipal, under pressure, readily accessible, :Free of charge, and large enough to meet the demand of 700 people. While there is no regulation prohibiting the sale of bottled water, provision must be made for those that have no monetary access to bottled water. Information submitted was vague and lacked specific details. The following items are in need of a written, detailed description: 1. Gary Hague, of WCDPHE, will work with the owner of Luceritos as to the set up of any and all food vending booths. 2. Completed 3. Completed 4. Completed 5. The portable rest room facilities are deemed acceptable and are approved. However, no mention was made as to the availability of handwashing stations. Adequate and accessible handwashing stations must be provided. 6. Specific details on the number of trash receptacles and a written plan on how all solid waste will be handled has yet to be submitted. As per telephone conversation on July 13, 1997, 5 trash containers will be provided and maintained by BFI. Memorandum item number 6 specifically asked for written information. 7. July 9th correspondence states that an ambulance will be on site from 4:00 pm until 8:00 pm. It is unclear if an ambulance will be available during initial opening and afternoon hours of the event. It is suggested that ambulance services be provided for the duration of the event. 8. As per telephone conversation on July 13, 1999, it was understood that a brand new garden hose would be used to transfer water to the site. It was also understood that four (4) or five (5) five gallon water containers would be provided to patrons. Questions remain as to whether this will meet the demands of 500-700 people. There will be two 30 Amp amplifiers and a mixing console. This set up is congruent with the standard used by most local bands for outside events.
