1. How is this proposal consistent with the Weld t-ounty Comprehensive Plan?
The geld County Comprehensive Plan identifies the area as agricultural.
This 'proposal is consistent with the Plan in that the land use will
remain agricultural.
2. How does this proposal meet the intent of the zone district it is
located in?

The runway as proposed should have no adverse impact on the existing or
future agricultural operations for the area as defined in the Weld
County Comprehensive Plan. The proposal is consistent with the future
plans identified in the Plan in that the area is not to an area
identified for planned developement by the County or for plan growth by
a municipality. The closest planned growth for the area is a
Conservation District for the Town of Milliken adjacent and to the south
of -the property. Consultation with the Town's Planning Committee has
identified no impact to the Town's Conservation District nr its growth
plan.
4. What type of uses surround the site? Is this request compatible with
surrounding uses-?
The surrounding property is agricultural, with irrigated farm land and
the Town of Milli ken's Conservation tistrict on the south, irrigated
farm landanda commercially operated brine water disposal facility one-
half -mile to the east, dry -land farming with permitted domestic sewage
sludge disposal to the north, and irrigated farm land with a limited
amount of non 'productive landonthe west. The property for the
proposed runway, along with all adjacent property, is heavily developed
with oil/gas wells. There are eight residential homes within one-half
mile of the proposed runway.
The proposed runway is compatible -with the surrounding uses.

5. Is -this property located within a - Flood Hazard zone, Geologic Hazard
zone, or Airport Overlay zone - and does it meet these special
requirements?
The proposed site is not located within a Flood Hazard zone, Geologic
Hazard zone, or Airport Overlay zone.
6. What efforts have been made to conserve productiveagriculturalland?
A minimum amount of productive land, allowing for a significant margin
of safety (150%), is proposed. The total acreage will be approximately
five acres out of approximately 155 acres of production.
7. How will public health, safety and welfare be protected?
The property for the proposed runway is large enough to allow for - safe
take -off and landing patterns without posing a risk to public health,
safety and welfare of the surrounding nei-ghbors or the general public.
Distance from the north end of the runway will be 500 feet from Weld
County Road 54, and 800 feet from and parallel to State Highway 257.
The south end of the runway will be -approximately 2000 feet from Weld
County Road 52.
Reference is made to FederalAviationAdministration (FAA) letter dated
January 6, 11195, attached. The FAA specifically studied the proposal
with respect to "the safety of 'persons and property on the ground". In
its study and analysis, consideration was given to: existing and planned
air traffic patterns; safety of _persons and property on the ground; and
existing man-made structures and natural objects within the affected
area. In its determination statement for the proposed runway, it has
"no objection to the proposal", which is followed by recommended
distances to be maintained between the runway and the public highways.
8. What will the site be used for?
The site will be used as a -grass runway for small single -engine aircraft
operated by the landowner for recreation and pleasure.
9. How close is this site to othersidential structures?
The runway will be 400 feet from the closest resi,dential building.
10. How many 'people will be employed at this site and what hours will they
work?
This developement is for non -business, non ,commercial use with no
associ ated employment.
11. How many people will use this site?
The site is for "Private Use Dnly" by the land owner.

12. What type and how many animals, if any, will be on this site?
None.
13. What type and low much, if any, operating and processing equipment will
be utilized on site?
Operating or processing equipment is not required.
14. What type and how many structures will be -erected (built) on this site?
Additional structures are not required.
15. What kind (type, size, weight) of vehicles will access this site and how

The use of the 'proposed site will be for 'private, single engine aircraft
suit -able for grass runways. The site is estimated to be used an average
of 2-3 times a week. There is no requirement for additional vehicle
access off of the adjacent geld County Road 54 or St -ate Highway 257.
16. Will this site use a septic system or public sewer facilities?
A septic system or public sewer facilities will -not be required.
17. Are you proposing storage or stockpile -of wastes en this site? If so,
what is the size and type proposed?
There will be no generation, storage, or stockpile of wastes.
18. #low often will debris, junk, or waste be disposed of?
There will be no -debris, junk or waste to dispose.
19. How long will it take to construct this site and when will construction
begin?
There is no construction activity required to use the site as proposed.
The site is located on an existing field line which has winter wheat
planted on one side and wheat stubble on the other. The site is flat
and requires no improvement to be used as is. A dry -land _pasture grass
will be drilled this spring for erosion control and ascetics of the
property.
20. Explain the proposed landscaping plans and erosion control measures
associated with this site.
There is no landscaping planed other than placing the runway in -pasture
grass on the existing contour of the land. Due to the flatness of the
1 -and, with a gentle slope oft percent from north to south, there are no
erosion control features proposed other than a dry -land _pasture grass.

21. Explain any proposed reclamation procedures when termination of the
Special Review use begins.
Since there is no developement required for the property, or structures
to be constructed, there is no reclamation required to continue farming
operations.
22. Explain the need for the proposed use (activity) in Weld County.
The is for recreation and pl-easure. It is not business or commercial
related.
23. Who will provide fire protection for this site?
The property is within the Johnstown Fire District.
24. What or who will provide water to this site?
There i3 no requirement for water.
25. How will storm water drainage be handled on the site?
The existing contour of the land will remain unchanged and therefore,
will not change the existing drainage for the property.

Dear Mr. Callen:
An airspace analysis, Case No. 94-DEN-159-NRA, of the proposed landing strip near Milliken,
Colorado has been completed. Based on this study, the Federal Aviation Administration (FAA)
has no objection to the .ro . osal. We do recommend, however,
This determination does not mean FAA approval or disapproval of the physical development
involved in the proposal. It is a determination with respect to the safe and efficient use of
airspace by aircraft and with respect to the safety of persons and property on the ground.
In making this determination, the FAA has considered matters such as the effect the proposal
would have on the existing or planned traffic patterns of neighboring airports, the effects it
would have on the existing airspace structure and projected program of the FAA, the effects it
would have on the safety or persons and property on the ground, and the effects that existing or
proposed man-made objects (on file with the FAA) and known natural objects within the
affected area would have on the proposal.
The FAA cannot prevent the construction of structures near an airport. The airport environs
can only be protected through such means as local zoning ordinances or acquisition of property
rights.
No evaluation of the environmental aspects of the proposal was made in reaching this
determination. Therefore, this determination is not to be construed as approval of the proposal
from an environmental standpoint under Public Law 91-190 (National Environmental Policy Act
of 1969).
When the airport is complete, please complete -and retum-the enclosed FAA Form 5010-5,
Airport Master Record. If construction is not complete within 12 months of the date of this
letter, this airspace determination will expire unless you request a time extension.
If in the future you wish to open the facility to public use, a new airspace determination will be
required. In addition, if the facility changes names, changes ownership, if there is a change in
the owner's address or other substantial changes, please -notify the FAA, NFDC on Form 5010-
5. If the FAA solicits information on -the facility without response, the airport may be
considered inactive.
