RE: APPROVE AMENDMENT TO EMPLOYMENT FIRST PROGRAM
INTRA-GOVERNMENTAL AGREEMENT WITH HUMAN SERVICES AND AUTHORIZE
CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Employment First
Program Intra-Governmental Agreement between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and the Weld County Division of Human Services, commencing June 30, 1995, and
ending September 30, 1995, with further terms and conditions being as stated in said amendment,
and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex -officio Board of Social Services, that the Amendment to the Employment First
Program Intra-Governmental Agreement between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and the Weld County Division of Human Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 21st day of August, A.D., 1995, nunc pro tunc June 30, 1995.

AMENDMENT TO
AGREEMENT NO: FY95-EF-2003
AMENDMENT TO EMPLOYMENT
FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT
BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND
WELD COUNTY DIVISION OF HUMAN SERVICE
This Amendment modification made and entered into this 1st Day of July,
1995, by and between the Weld County Department of Social Services, hereinafter
referred to as "Social Services," and the Weld County Division of Human Services,
on behalf of the Employment Services of Weld County, hereinafter referred to as
"Employment Services".
WITNESSETH:
WHEREAS, the parties desire to modify their current contract for Employment
and Training Services (FY94-EF-2003) in order to extend the contact and its's
funding; and
WHEREAS, the authority exists in the Law and Employment First Funds have
been budgeted, appropriated and otherwise made available; and
WHEREAS, required approval, clearance and coordination has been
accomplished from and with appropriate agencies.
NOW THEREFORE, in consideration of the premises, the parties hereto
covenant and agree as follows:
1. Provision 1. Term shall be revised as follows:
The term for funding by Social Services to Employment Services
shall be for July 1, 1995, and ending September 30, 1995 based
on written notification from the Colorado Department of Human
Services, Office of Self Sufficiency Programs. Due to Pending
legislation in Washington D.C. which may dramatically affect
the funding and services offered through the Employment First
Program after October 1, 1995. A county plan will not be
required until after October 1, 1995.
2. Provision 6. Funding and Method of Payment shall be revised
as follows:
A total of Fourteen Thousand Three Hundred and Fifty Dollars
and Zero Cents ($14,350.00) in 100% federal funds and Six -
Thousand Dollars and Zero Cents ($6,000.00) in 80% federal and
state funds and 20% in local funds.
A total of One Thousand Two Hundred and Fifty Dollars and Zero
Cents ($1,250.00) in 80% federal and state funds and 20% in
local funds for Participant Reimbursement expenses.
3. Provision 7. In -Kind Match shall be revised as follows:
Employment Services agrees to provide to Social Services
a total of Nine Thousand Dollars and Zero Cents
($9,000.00) in 100% local in -kind in the form of
operating and personnel costs.

Employment Services agrees to submit the specific forms
provided by Social Services for billing and in -Kind
documentation. All in -kind match, and its appropriate
documentation must be provided to and received by Social
Services no later that October 30, 1995
Except as modified herein, the terms and condition of the origianl agreement
FY94-EF-2003 together with all attachment of the original Agreement, remain in
full force and effect.
IN WITNESS WHEREOF, the parties hereto have duly executed the Modification
as the day, month and year first above written.

and Weld County Division of Human Services
DATE: August 17, 1995
Enclosed for Board approval is an Amendment to the Employment First Program
Zntra-Governmental Agreement referenced above.
The Department has been notified by the Colorado Department of Human Services
that the Employment First Program has been extended to September 30, 1995,
until pending legislation is considered and passed in Washington, D.C.
Because of this notification, the Department is making appropriate action by
amending its present agreement with the Weld County Department of Human
Services.
This Amendment does not affect funding levels or in -kind match amounts
(remains at the same level). The amendment action only changes the ending
date of the agreement from June 30, 1995, to September 30, 1995.
