RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT#1125 FOR A
DRY SAND AND GRAVEL MINING OPERATION IN THE A (AGRICULTURAL) ZONE
DISTRICT - HALL-IRWIN CONSTRUCTION COMPANY
A public hearing was conducted on November 6, 1996, at 10:00 a.m., with the following present:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner George E. Baxter, Pro-Tem
Commissioner Dale K. Hall
Commissioner Constance L. Harbert
Commissioner W. H. Webster
Also present:

Assistant County Attorney, Lee Morrison
Planning Department representative, Shani Eastin
The following business was transacted:
I hereby certify that pursuant to a notice dated October 16, 1996, and duly published October 24,
1996, in the North Weld Herald, a public hearing was conducted to consider the request of
Hall-Irwin Construction Company for a Site Specific Development Plan and Special Review Permit
for a dry sand and gravel mining operation in the A (Agricultural) Zone District. Lee Morrison,
Assistant County Attorney, made this a matter of record. Shani Eastin, Planning Department
representative, presented a brief summary of the proposal and entered the favorable
recommendation of the Planning Commission into the record as written. She commented on the
improvements agreement, the reclamation plan, and the surrounding land uses. Gary Tuttle
represented the applicant and stated this mining operation will replace the south-west operation,
and the same employees, equipment, methods, etc., will be maintained. He stated five acres will
be mined at one time and discussed the reclamation plan. Mr. Tuttle confirmed all Conditions of
Approval and Development Standards are acceptable. No public testimony was offered concerning
this matter. Commissioner Webster moved to approve the request of Hall-Irwin Construction
Company for a Site Specific Development Plan and Special Review Permit for a dry sand and
gravel mining operation in the A (Agricultural) Zone District, based on the recommendations of the
Planning staff and the Planning Commission, with the Conditions of Approval and Development
Standards as entered into the record. The motion was seconded by Commissioner Hall, and it
carried unanimously.
