HomeMy WebLinkAbout992038.tiff RESOLUTION RE: APPROVE APPLICATION FOR FEDERAL ASSISTANCE FOR TEACHER TRAINING FUNDS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for Federal Assistance for the Migrant Head Start Teacher Training Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Family Educational Network, to the Department of Health and Human Services, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. This will allow for classroom coverage while staff engage in professional development activities, including travel to and from class. $5.81 per hour x 1625 hours = $9,441.00, and $601.00 for fringe benefits, for a total of $10,042. Tuition, covers the cost of tuition at $24.00 per credit hour x 156 hours = $3,774.00. This covers an average of four credit hours per quarter for thirteen staff members. Books, covers the cost of books for classes averaging $30.00 per book for a total of $1 ,170.00. Purchase of CDA Credits, covers the purchase of 12 credits for CDA for 13 staff members (including teacher assistants). 12 credits x 15 staff x $24.00.00 = 3774.00. TOTAL COST $18,700 YEARS TWO THROUGH FIVE Time allowed for teacher aid/lunch aids. This allows for classroom coverage while staff engage in professional development activities, including travel to and from class, including fringe benefits. $10,894. Tuition and Books. Pays for the cost of tuition and books for approximately 15 staff members. $7,230.00, also increasing the number of credits a staff member may take. Purchase of CDA Credits. Pays for the purchase of 12 credits for CDA for 2 staff (based on the assumption that 2 staff per year will be hired with minimum qualifications of a CDA) TOTAL COST $18,700 X 4YRS = $74,800.00 TOTAL FIVE YEAR COST $93,500.00 INKIND of $4,675.00 will be provided by donated equipment and supplies, as well supportive and mentoring services by Aims. PROGRAM NARRATIVE FUNDS TO IMPROVE TEACHER QUALIFICATIONS Family Educational Network of Weld County The Family Educational Network of Weld County adopted a Professional Development Plan (attached), which was approved by the Parent Policy Council and the Weld County Personnel Department, May 1998. The plan was implemented September 1 , 1998. The plan was developed by a sub-committee of our Career Development Committee, comprised of teachers, teacher assistants, teacher aids, service coordinators and administrative staff. The Professional Development Plan is a detailed plan targeted at increasing the educational/professional levels of all staff. The pieces pertinent to this funding request are for teacher qualifications, with a program goal of having 100% of the teaching staff degreed with a minimum of an A.S. in Early Childhood Education, by the year 2005, and 50% of staff degreed by 2003. In order to meet the mandate of having degreed staff in the classroom we have stepped up our effort to hire staff with the required degrees, and are giving preference to degreed applicants. Our plan also has provisions for teacher assistants to have their CDA, or equivalent, by the same dates, and method for supporting and tracking success. Currently, we have four (4) teachers of nineteen (19) with the preferred degree. Five (5) teachers currently have fifty (50) plus credits toward the required 101, for an A.S in Early Childhood Education, ten (10) teachers have an average of 32 credits, and nine (9) teacher assistants with a CDA or equivalent are working toward their A.S. Aims Community College is supporting our Professional Development in the following ways: ✓ Teaching staff (including teacher assistants) with a current CDA will be able to convert their CDA and experience into 12 credit hours. ✓ The Aims Certificate in Early Childhood Education (Preschool and Infant/Toddler) has been deemed to be equivalent to the CDA, per Michele Plutro at the Head Start Bureau (see attached), therefore; staff will be pursuing the Preschool Certificate giving them 15 credit hours toward their A.S. ✓ Staff will be able to complete their lab, internships, etc., in their classrooms, supervised by an Aims instructor. This will solve the problem of many hours of teachers being absent from their classes. ✓ Aims will coordinate classes at times and locations convenient for staff. FENWC will support and encourage staff in the following ways so that they may complete their professional development: ✓ Coordinate classes with Aims so that they can be conducted on Monday's when children are not in class. ✓ Allow time for staff to take classes during by increasing teacher aid/lunch aid hours so that the classrooms are covered. ✓ Pay for tuition and books, if staff do not qualify for financial aid ✓ Provide mentoring and technical assistance for staff in need. ✓ As Quality Improvement Funds become available, FENWC will add a Teacher I, step for staff who have received their A.S. The time table for classes: Year one: Approximately 13 teaching staff will take courses toward their A.S. These staff will take on an average of 14 credits per quarter for three quarters. College credits will be purchased for fifteen staff members who currently hold their CDA. Year two through five: Approximately 15 teaching staff will take courses toward their A.S. These staff will take on an average of 5 to 7 credits per quarter for three quarters. Twenty- one of the total credits will be for lab experience/internships. By the end of the fifth year ten staff will have completed their A.S. in Early Childhood Professions. PROCESS A) The three month evaluation will include: 1) For staff with less than an Associate Degree or not currently attending a higher educational institution. a) An assessment of their educational levels/needs and personal goals. b) For staff with less than 8th grade literacy levels, a plan to reach 12th grade levels, using the DHS learning system. 2) For staff who have met the 12th grade levels or are attending a community college. a) A long-termplan should be written to ensure that employees meet the 1st or 3rd year requirements,including;time-frames,required courses,support systems.monitoring methods. 3) For staff needing to learn English/Spanish,a plan to learn English/Spanish.including support services (payment, tutors, social programs, etc.) B) The six and twelve month evaluations will include: 1) An evaluation of the employee's progress,including areas of excellence and difficulties,as well a identifying problems/barriers in meeting the requirements. 2) For staff who have not met the 12th grade literacy level or met English proficiency. a) A plan for continuing support must be written. b) A method and time-frame must be determined for on-going monitoring and support. 3) For staff who have met the 12th grade levels or are attending a community college. a) A long-term plan should be written to ensure that employees meet the 3rd year requirements,including;time-frames,required courses,support systems,monitoring and evaluation methods. C) Subsequent evaluations up through the 3rd year evaluation will include progress evaluations 1) An evaluation of the employee's progress,including areas of excellence and difficulties,as well as identifying problems/barriers in meeting the requirements. 2) A plan for continuing support and establish a time-frame for completion,on-going monitoring and support. D) The 3rd year evaluation will reflect status (completion or failure to meet)of 3rd year requirements. 1) For staff who have met the 3rd year requirements,a plan will be written to meet the 5th year requirements or on-going staff development activities. 2) For staff who have not met the 3rd year requirements: a) An evaluation of the employee's progress, including areas of excellence and difficulties, as well as identifying problems/barriers in meeting the requirements. b) If staff do not meet the requirements on schedule or seek professional development opportunities as required, disciplinary action will occur up to and including termination. c) Progress will be monitored monthly. d) The next evaluation will reflect status of meeting the requirements. If the requirements are complete a plan will be written to meet the 5th year requirement. If the requirements are not met, the steps in D)2) will be repeated until the requirements are met. E) Subsequent evaluations up through the 5th year evaluation will include progress evaluations 1) An evaluation of the employee's progress,including areas of excellence and difficulties.as well as identifying problems/barriers in meeting the requirements. 2) A plan for continuing support and establish a time-frame for completion,on-going monitoring and support. I) Staff currently employed who do not currently meet the requirements will commence with their professional development plans September,(fall quarter) 1998,and follow the 1-3-5/7 year process. If staff do not meet the requirements on schedule or seek professional development opportunities as required, disciplinary action will occur up to and including termination. J) FENWC has funding for staff development related to professional development will be financially supported by FENWC only after other financial support options have been exhausted. K) FENWC will also support professional development by coordinating college level course work with Aims Community College and other institutions as deemed appropriate, including four year institutions, and graduate work, within budgetary constraints.
