Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. The Environmental protection Services Division of the Weld County Health
Department was unable to locate a septic permit for the septic system
located on this lot. Any existing septic system(s) which is not currently
permitted through the Weld County Health Department will require an I.S.D.5
Evaluation prior to the issuance of the required septic permit(s) . In the
event the system(s) is found to be inadequate, the system(s) must be
brought into compliance with current I.5.D.3 regulations.
42. In event any additional employees are added to this business the septic
system must be evaluated for adequacy by a Colorado Registered
Professional Engineer.
3. No permanent disposal of wastes shall be permitted at this site.
4. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
5. Fugitive dust shall be controlled on this site.
6. The maximum permissible noise level shall not exceed the, residential
limit of 55 db(A) as measured according to 25-12-102, Colorado Revised
Statutes.
7. All waste collected by this business shall be disposed at an approved
sanitary landfill.
8. There shall be no washing of trucks or trash containers at this site.

9. Any trucks used to collect refuse shall be maintained so that all refuse
is contained 6 to prevent leakage.
10. No waste shall be stored on-site in trucks at any time.
11. Odors st this site shall not exceed a 7 to 1 dilution threshold as measured
in accordance with regulation No.2 of the Colorado Air Quality Control
Regulations.
12. All liquid and soild wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.

Subject: USR-1106, David & Donna Reed
This is an existing facility located on East 16th Street,just east of Balsam Avenue. There was a
trash truck visible at the time of my visit. I would like the applicant to place on the mylar the off-
street parking designated for the two trash trucks. This site is very narrow and long, and it would
not be capable of storing or supporting many large trucks. The dedicated easement on the east side
of the property appears to provide access to additional properties and houses in the rear. This
easement should not be used as a parking area. The east side of the property is screened with a tall
fence separating the two properties. Visibility to East 16th Street appears to be adequate from the
easement.

Dear Gloria:
Thank you for the opportunity to comment regarding the case noted above. The
Planning Commission considered the application at its regular meeting on February 13
and voted to recommend approval of the application with the following conditions:
1) City standards for development will not be required at this time but will be
reconsidered at such time when annexation is imminent.
2) The truck parking area and the dumpster storage area shall be screened with
year-round materials from East 16th Street.
3) The permit shall be limited to a five-year term at which time the business shall
cease or the owners shall reapply for approval so that the use can again be
evaluated or make the use nontransferable to any future property owner.
Mrs. Reed indicated agreement with the condition to make the use nontransferable.
