RE: APPROVE MEMORANDUM OF UNDERSTANDING WITH COLORADO
DEPARTMENT OF LOCAL AFFAIRS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding
among the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, the Colorado Department of Local Affairs, and Colorado State
University Cooperative Extension, commencing upon full execution of said memorandum of
understanding, and ending January 31, 1998, with further terms and conditions being as stated
in said memorandum of understanding, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Understanding among the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, the
Colorado Department of Local Affairs, and Colorado State University Cooperative Extension,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said memorandum of understanding.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of November, A.D., 1997.

MEMORANDUM OF UNDERSTANDING
between
Colorado Department of Local Affairs
Colorado State University Cooperative Extension
and
Weld County, Colorado
WHEREAS, the Colorado Department of Local Affairs, hereinafter the Department, has
contracted with Colorado State University Cooperative Extension, hereinafter CSU, to provide
technical assistance in a 14 -county area of Northern and Eastern Colorado, and
WHEREAS, Weld County, Colorado, hereinafter the Community, has requested assistance
through this program, and
WHEREAS, the nature and the scope of the services to be provided to the Community have
been agreed to, and
WHEREAS, the Department and CSU desire to assist local governments and political
subdivisions of the State that are experiencing social and economic impacts resulting from the
development of energy/mineral resource industries in Colorado, and
WHEREAS, it is necessary and desirable to specify those services, the desired end products,
and the responsibilities of both the Department and the Community, in completing this project,
NOW THEREFORE, it is hereby agreed that:
1. Scope of Services. The project consists of one element: (1) the creation of a
development cost comparison analysis for Weld County, the Town of Frederick, the
Town of Firestone, the City of Dacono, and the M.U.D. planning area of S.W. Weld
County.
ELEMENT 1:
CSU will compare the costs involved in developing commercial,
residential, and industrial projects in the communities and areas
of S.W. Weld County listed above. Two different analysis for
each of the three categories (comm., res., ind.) will be
conducted. These comparisons will be presented to the
community in a document (25 copies) that identifies the
differences and similarities between the communities.

2. Department and Community Responsibilities. CSU will provide the personnel and
administrative oversight to accomplish the objectives specified in the Scope of Services.
It is anticipated that the program will provide University students to produce the work
products outlined above. Said students will do all necessary research and prepare
documents in accordance with the needs and desires of the Community. Supervision of
the student resources and overall project responsibility rests with Tim Katers, a CSU
employee. Don Sandoval will monitor the contract on behalf of the Department.
The Community will appoint a working committee charged with advising Department
and CSU personnel that will also review both preliminary and final work products.
The committee will meet as necessary to provide guidance and oversight. The
Community will provide meeting space for the committee, working space for personnel
when in Weld County, and available information and data about the community as
needed.
3. Period of Performance. This Agreement will be deemed valid by the authorized
signatures. The Scope of Services shall be performed by January 31, 1998.
4. Project Budget. Costs incurred in carrying out the project are budgeted as follows:

Weld County is responsible for $500.00 of the costs listed above but not in excess of
that figure unless agreed to by all parties to this Memorandum.
5. Changes and Termination. The CSU technical assistance program, Colorado's
Department of Local Affairs, or Weld County may, from time to time, require changes
in the Scope of Services of this Agreement. In the event changes are required, they
must be made with the agreement of all parties. Either party may terminate this
agreement by giving written notice of such termination and specifying the effective date
thereof, at least thirty (30) days before the proposed date of termination.
