WHEREAS, the Board of County Commissioners of Weld County, Colorado, convened as
the Board of Equalization for the purpose of adjusting, equalizing, raising or lowering the
assessment and valuation of real and personal property within Weld County, fixed and made by
the County Assessor for the year 1997, and
WHEREAS, said petition has been heard before the County Assessor and due Notice of
Determination thereon has been given to the taxpayer(s), and
WHEREAS, the taxpayer(s) presented a petition of appeal of the County Assessor's
valuation for the year 1997, claiming that the property described in such petition was assessed too
high, as more specifically stated in said petition, and
WHEREAS, in lieu of the hearing scheduled before the Board of Equalization, a Stipulation
was agreed upon by the Assessor and said petitioner(s), and
WHEREAS, the petitioner(s) and the Weld County Assessor agree that the assessment and
valuation of the Weld Cminty Assessor shall be, and hereby is, stipulated as follows:

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, acting as the Board of Equalization, that the Stipulation agreed to by the Weld County
Assessor and the above -named petitioner(s) be, and hereby is, accepted by the Board.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by

The County Board of Equalization will sit to hear appeals beginning July 1 and continuing through August 5 for real
property (land and buildings) and personal property (furnishings, machinery, and equipment) 39-8-104 and 39-8-
107(2), C.R.S.
APPEAL PROCEDURES -
If you choose to appeal the Assessor's decision you must appeal to the County Board of Equalization. To preserve
your right to appeal, your appeal must be POSTMARKED OR DELIVERED ON OR BEFORE JULY 15 FOR

APPEAL
Valuation for assessment this year is another 3030 percent
higher. This is 62% percent in three years. The news-
paper quoted the assessors office as saying a 7% increase
was to happen, newspaper articles attached.
IN 3 YEARS: 62% RAISE A. We had a review with Larry, on 5/28/97, and we wanted an
analysis of how wide an area they take to come to the
$113,121. Valuation that has been assessed, we did not receive that
information. It must be top secret. We received a reply
to the review on 6/28/97, and there was no change in our
Assessment and no computer analysis either.
B. We are not within City Limits.
1. We have a septic system.
2. We have a WELL for house water which is contaminated.
a) We have to buy all our drinking water, for 2 years
now.
b) We have treated and tested the water 3 times and
on going, still cannot get it bacteria free, doc-
umentation attached.
C. Victor Sainz, an hydrologist from the Colorado State
Water Resources has been checking on the problem since
4/97, this is a problem in all the Wells in the area, OLD
and NEW. We have checked with the home owners in a 2
mile radius. According to Mr. Sainz the State will do
mthing because we are not a municipalaty.

Because of the water problems the actual value of this property is less then it was
ten (10) years ago. Couldn't sell this property if wehad to right now,and wouldn't
without revealing the bateria in the well water because it will cause health problems,
especially for children.
This property has been assessed as if we had good water and in the catagory with those
homes with all the amenities of: Swimming pools, Golf courses, Club houses and
Tennis courts!
The Assessment should be a fair one, even if we didn't have a Contaminated Well, and
the amount that we think is fair to the County, State and us is $150,000.
We are retired and on a fixed income. The County and the State are telling us that
since we are no longer productive and cannot afford the high taxes, we should give up
what we put our life savings into. Is this the "American Dream"? We are beginning
to believe that this is the Colorado nightmare!

An assessment percentage will be applied to the actual value of your property before taxes are
calculated. The assessment percentage for residences is projected to be 9-74%. Generally, all
other property is assessed at 29% of actual value (39-1-104(1) and (1.5)(a), C.R.S.). A change in the
projected residential assessment percentage is not grounds for appealing property values or abatement (39-5-
121(1), C.R.S.) Assessed value' for oil & gas production is 87.5% primary and 75% secondary.
Appraisal data used to establish value were gathered from the 18 month period ending June 30 1996.
If data from that period were insufficient, data from the five year period ending June 30 1996 were used.
Your property was valued as of January 1 of the current year. The "current year actual value" represents the
actual or market value of your property. The tax notice you receive next January from the treasurer will be
based on that value.

On May 20, 1996, your water from 14530 Weld County Road 38, Platteville,
Colorado, was submitted for analysis to the Weld County Health Department
Laboratory.
In accordance with the Standard Methods for Drinking Water Analysis, your water
was tested using a membrane filtration procedure. In this procedure, our
laboratory looks for the presence of the coliform bacteria. The presence of
coliform bacteria indicates the occurrence of fecal contamination in a water
supply. Analysis of your water yielded the following results:
TNTC OR CONFLUENT GROWTH - a result of TNTC or confluent growth
(with or without coliforms) indicates an extremely heavy bacterial
content in your water rendering it not fit for human consumption.
Heavy bacterial growth can inhibit an accurate analysis in terms of
actual fecal contamination. Disinfection of your well is
recommended with a follow-up test.

DISINFECTION OF WATER WELLS
Your water supply is unsuitable for human consumption. The water contains coliform bacteria
which is an indicator organism used to detect fecal pollution. Before this water can be used
for human consumption the following steps should be taken and the water retested to ensure
potability.
1. The water supply should be thoroughly inspected to determine any sources of contamination.
Your pump installer or a health department representative can assist you. Any deficiencies
should be corrected.
2. After every possible contamination source has been eliminated, the water supply should be
disinfected as follows:
a. Add 1 gallon of 5Z available chlorine household bleach. (Purex, Clorox, etc.) to 10
gallons of water and introduce into the well, between the well casing and pump drop
line.
b. Start the pump and open all faucets on the system. Pump until the chlorine odor is
detected at the faucets, then close the faucets and stop the pump. Allow the chlorine
solution to remain in the well, storage tank, and distribution system for 24 hours.
c. After opening the system again, pump the well until the odor and taste of chlorine has
disappeared. Repeat Bacteriological Analysis for potability. Excessive amounts of
contamination in the well or water supply system may require repeating the
disinfection process.
3. Repeat disinfection process as follows:
a. Add 2 to 3 gallons of 5% available chlorine household bleach to 10 gallons of water
and introduce into the well between the well casing and pump drop line. Pump water
through the system as per steps 2b and 2c above.
4. If the above methods do not eliminate the bacteria, the water supply may be disinfected as
follows: CALCIUM HYPOCHLORITE TABLETS ARE HIGHLY CORROSIVE AND DANGEROUS
a. Add one (1) one (1) inch HTH chlorine tablet per every 80 feet of water in your
casing. (Depth of well) - (Depth to top of water) = total Feet H20.
b. Drop tablet(s) into casing allowing 4-6 hours for tablets to dissolve before pumping
water through system as per steps 2b and 2c above.
After disinfection, the water supply can be tested by the Weld County Health Department. Call
353-0635 to arrange for a water test.
TEMPORARY DISINFECTION
The following temporary measures can be used to treat water for drinking and cooking purposes,
until the well can be returned to service:
1. Boil water. After the water first starts to boil, boil briskly for 10 minutes.
AND
2. Disinfect water with household bleach (57.).
All water to be treated should be relatively clear. After adding household bleach, cover,
shake well and allow to stand 20-30 minutes before use. Boiled and chlorinated water must be
stored in a clean covered container.

The Weld County Board of Equalization has set a date of Thursday, July 17, 1997, at or about the
hour of 10:30 a.m., to hold a hearing on your valuation for assessment. This hearing will be held
at the Weld County Centennial Center, 915 10th Street, Greeley, Colorado, in the First Floor
Hearing Room. A number of hearings have been scheduled at this time; peitioners will be asked
to sign in with the Clerk upon arrival, and cases will be heard on a first come / first heard basis.
You have a right to attend this hearing and present evidence to the Board in support of your
petition. The Weld County Assessor or his representative will be present. The Board will make its
decision on the basis of the record made at said hearing, as well as your petition, so it would be
in your interest to have a representative present. If you plan to be represented by an agent or an
attorney at your hearing, prior to the hearing you shall provide, in writing to the Clerk to the Board's
Office, an authorization for the agent or attorney to represent you. If you do not choose to attend
this hearing, a decision will still be made by the Board by the close of business on August 5, 1997,
and mailed to you on or before August 10, 1997.
Because of the volume of cases before the Board of Equalization, all cases shall be limited to 15
minutes, of which you will be allowed 10 minutes for your presentation. Also due to volume, cases
cannot be rescheduled. It is imperative that you provide evidence to support your position. This
may include evidence that similar homes in your area are valued less than yours or you are being
assessed on improvements you do not have. Please note: The fact that your valuation has
increased cannot be your sole basis of appeal. Without documented evidence as indicated above,
the Board will have no choice but to deny your appeal.
