The news- paper quoted the assessors office as saying a 7% increase was to happen, newspaper articles attached. IN 3 YEARS: 62% RAISE A. We had a review with Larry, on 5/28/97, and we wanted an analysis of how wide an area they take to come to the $113,121. Valuation that has been assessed, we did not receive that information. It must be top secret. We received a reply to the review on 6/28/97, and there was no change in our Assessment and no computer analysis either. B. We are not within City Limits. 1. We have a septic system. 2. We have a WELL for house water which is contaminated. a) We have to buy all our drinking water, for 2 years now. b) We have treated and tested the water 3 times and on going, still cannot get it bacteria free, doc- umentation attached. C. Victor Sainz, an hydrologist from the Colorado State Water Resources has been checking on the problem since 4/97, this is a problem in all the Wells in the area, OLD and NEW. We have checked with the home owners in a 2 mile radius. According to Mr. Sainz the State will do mthing because we are not a municipalaty. Cont. Page 2 Because of the water problems the actual value of this property is less then it was ten (10) years ago. Couldn't sell this property if wehad to right now,and wouldn't without revealing the bateria in the well water because it will cause health problems, especially for children. This property has been assessed as if we had good water and in the catagory with those homes with all the amenities of: Swimming pools, Golf courses, Club houses and Tennis courts! The Assessment should be a fair one, even if we didn't have a Contaminated Well, and the amount that we think is fair to the County, State and us is $150,000. We are retired and on a fixed income. The County and the State are telling us that since we are no longer productive and cannot afford the high taxes, we should give up what we put our life savings into. Is this the "American Dream"? In accordance with the Standard Methods for Drinking Water Analysis, your water was tested using a membrane filtration procedure. In this procedure, our laboratory looks for the presence of the coliform bacteria. The presence of coliform bacteria indicates the occurrence of fecal contamination in a water supply. Analysis of your water yielded the following results: TNTC OR CONFLUENT GROWTH - a result of TNTC or confluent growth (with or without coliforms) indicates an extremely heavy bacterial content in your water rendering it not fit for human consumption. Heavy bacterial growth can inhibit an accurate analysis in terms of actual fecal contamination. Disinfection of your well is recommended with a follow-up test. The water contains coliform bacteria which is an indicator organism used to detect fecal pollution. Before this water can be used for human consumption the following steps should be taken and the water retested to ensure potability. 1. The water supply should be thoroughly inspected to determine any sources of contamination. Your pump installer or a health department representative can assist you. Any deficiencies should be corrected. 2. After every possible contamination source has been eliminated, the water supply should be disinfected as follows: a. Add 1 gallon of 5Z available chlorine household bleach. (Purex, Clorox, etc.) to 10 gallons of water and introduce into the well, between the well casing and pump drop line. b. Start the pump and open all faucets on the system. Pump until the chlorine odor is detected at the faucets, then close the faucets and stop the pump. Allow the chlorine solution to remain in the well, storage tank, and distribution system for 24 hours. c. After opening the system again, pump the well until the odor and taste of chlorine has disappeared. Repeat Bacteriological Analysis for potability. Excessive amounts of contamination in the well or water supply system may require repeating the disinfection process. 3. Repeat disinfection process as follows: a. Add 2 to 3 gallons of 5% available chlorine household bleach to 10 gallons of water and introduce into the well between the well casing and pump drop line. Pump water through the system as per steps 2b and 2c above. 4. If the above methods do not eliminate the bacteria, the water supply may be disinfected as follows: CALCIUM HYPOCHLORITE TABLETS ARE HIGHLY CORROSIVE AND DANGEROUS a. Add one (1) one (1) inch HTH chlorine tablet per every 80 feet of water in your casing. (Depth of well) - (Depth to top of water) = total Feet H20. b. Drop tablet(s) into casing allowing 4-6 hours for tablets to dissolve before pumping water through system as per steps 2b and 2c above. After disinfection, the water supply can be tested by the Weld County Health Department. Call 353-0635 to arrange for a water test. TEMPORARY DISINFECTION The following temporary measures can be used to treat water for drinking and cooking purposes, until the well can be returned to service: 1. Boil water. After the water first starts to boil, boil briskly for 10 minutes. AND 2. Disinfect water with household bleach (57.). All water to be treated should be relatively clear. After adding household bleach, cover, shake well and allow to stand 20-30 minutes before use. Boiled and chlorinated water must be stored in a clean covered container.
