The projected student impact upon the St. Vrain Valley School District of 1 new single-family lot on 40.1 acres is a total of 1 student. Any students living in this subdivision would attend Mead Elementary School, Mead Middle School, and Skyline High School under the present school boundaries. However, due to potential growth in these schools this development and other existing developments in this feeder could be placed in another attendance area in the future. While this development does not impact the middle or high school capacity, the elementary school is already over capacity. In addition, there are other approved developments in these attendance areas which will, together with this proposal, have a significant cumulative impact on these schools. As the volume of developments increases in the Mead Elementary area with no alleviation of the existing overcrowded conditions, the ability to provide the same quality education for these new students that is provided students in other areas becomes increasingly difficult. Therefore, the District would oppose this development because it adds to the enrollment of an already overcrowded school. Should this proposal be considered for approval, the District would request the cooperation and participation of the developer and County in implementing a separate agreement to help mitigate the impacts on the schools. This agreement would include the calculation of an appropriate cash in-lieu of land dedication fee to address the capacity concerns at these schools (per the attached chart). A letter from Longs Peak Water District is included in this application committing to domestic water supply. b. There is no irrigation water deeded or connected to this property. The water was removed sometime around 1972. Irrigation water is currently being supplied by pivot sprinkler irrigation and the irrigation water is owned by the adjacent land owner. 2. A copy of a permit for a new septic system which is in use on the proposed Lot B is included in this package. 2. The property within the pivot circle is currently being used as agriculture. Everything outside the pivot is dryland. The property is not prime farmland because it has no clean water deeded to the property nor is the production anywhere close to above average. Without the pivot irrigation it would be simply dryland. Presently about 38 acres non-prime farmland with about 25 acres being irrigated with a sprinkler system. There is an existing house on about 2 acres of the property which has approximently 1500 sq., ft. There is also a 3 car garage, and a small barn. There is no live stock on the property and no plans to put any there. 4. The reason for the proposed recorded exemption is to develop another lot in order to build a personal residence I and my wife plan to have children after we are married and the older smaller house is simply not adequate for our needs. Lot A 35.1 ac., will be the larger lot, with about 25 ac., of that to remain in an agriculture format. A building envelope will be incorporated outside the pivot circle. The envelope will be located on the dryland, non-irrigated, land. The agriculture land that is irrigated will remain in tact. 5. Location is 14506 WCR1, N1/2 of NW 1/4 section 19 T3N R68W total size of parcel is 40.1 ac., and is being used as a residence and agriculture purposes. 6. The Property is not flat it has a rolling hill, type structure with several low spots which cannot be farmed, and it is not possible to successfully flood irrigate the property because of the rolling hills. 7. The existing and proposed structures will, do, or did meet minimum setback and offset requirements for the zone district in which the property is located at time of construction. 8. I am not willing to place a conservation easement on the property at this time. 9. A building envelope will be designated on Lot A, in order to preserve the existing agriculture production. Pg.,2 10. The proposal is consistent with Weld County Comprehensive plan and any municipal plan because I am building a primary residence for myself and plan to retain the existing irrigated agriculture land in tact. Construction permits and inspections will be done by Weld County Government personnel and construction will be done according to Weld County standards as set forth by the county. Mineral rights will stay with the property as well. 11. The property is located within the comprehensive plan of the city of Mead which is 3 miles east and north of the property. Longmont is located 5 miles to the west via state highway 66. The land is surrounded with small lots and homes on under 2 acres to the south. To the west along the west side of WCR 1 there are houses on 5 and 10 acre lots. There are 2 lots just north of the property with homes on them, along with agriculture ground. To the east are three 20 acre lots with homes on each lot. With this in mind, it would seem that the proposal would be very compatible with existing land uses in the area with approximently 30-40 single family homes and several acres of agriculture land within a 2 mile radius of the proposed RE. 12. The land in the area is zoned both rural residential and agriculture. My intent is to keep the property zoned agriculture and maintain the current farming activity. The access point will be from WCR 1 to a private drive and access both Parcels A and B at the rear of the property. No additional right-of-way will be required. REQUIREMENTS: Lot A, the five-acre residential/agricultural parcel, will gain access from an existing private easement of approximately 600±feet. This private easement should be documented on the plat and the deed. Lot B, the 35-acre residential/agricultural access, will utilize the same existing easement to access the property. The property named is within the boundaries of the Mountain View Fire Protection District and receives service from the District. The Fire District does not object to the recorded exemption, but does have the following comments and requirements for the construction of a new residence: • All construction of the residence shall be in accordance with the provisions of the 1994 Edition of the Uniform Fire Code, as ratified by the Weld County Commissioners, and the 1994 Edition of the Uniform Building Code,as enforced by Weld County. • Plans for the residential fire sprinkler system must be submitted to the Fire District for review and approval prior to installation. At least two sets of plans must be submitted for review. Submittals must include specifications on all devices to be installed and the State plans registration form. • Before contraction may begin on the lot, fire department apparatus access must be provided for all structures in excess of 150 feet from a public access road. Fire apparatus roads shall be extended so fire apparatus may reach to within 150 feet of all portions of the building. Apparatus access roads shall be a minimum of 20 feet in width and be designed and maintained to support the imposed loads of fire apparatus (60,000 pounds). Roads must have a surface that provides all-weather driving capabilities. Roads in excess of 150 feet in length must be provided with approved provisions for the turning around of fire apparatus. The minimum turning radii for all turns shall be thirty-five(35)feet inside turning radius and forty-eight(48)feet outside turning radius. • Approved address numbers shall be placed on the residence in such a position to be plainly visible and legible from the street fronting the property. Address numbers or letters shall contrast with their background. The principal stroke of address numbers shall be at least three-quarter inch.
