RE: APPROVE SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT
#1209 FOR A HOUSE MOVING BUSINESS AND OUTDOOR STORAGE IN THE
A (AGRICULTURAL) ZONE DISTRICT -JIM AND JUDY REYNOLDS
A public hearing was conducted on February 24, 1999, at 10:00 a.m., with the following present:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:

The following business was transacted:
I hereby certify that pursuant to a notice dated February 10, 1999, and duly published February 13,
1999, in the Fort Lupton Press, a public hearing was conducted to consider the request of Jim and
Judy Reynolds for a House Moving Business and Outdoor Storage in the A (Agricultural) Zone
District. Lee Morrison, Assistant County Attorney, made this a matter of record. Ben Patton,
Department of Planning Services representative, presented a brief summary of the proposal and
entered the favorable recommendation of the Planning Commission into the record as written. He
stated the house moving business will be operated from the home and the Landscape and Parking
Plans have been submitted. Responding to Commissioner Kirkmeyer, Don Carroll, Public Works,
stated the intersection of Weld County Road 38.5 and Highway 85 is listed as a long-term
modification in the Highway 85 Access Plan, as well as the intersection of Weld County Road 29
and Highway 85. He further stated the west side will be closed, and the east side will have right
turn in and right turn out lanes.
Responding to Commissioners Kirkmeyer and Geile, Mr. Patton stated storage is needed for the
I-Beams, etc., used in the house moving business and the wastes discussed in the Development
Standards are basic, customary Development Standards, and materials are not considered waste
if it is used to conduct the use.
Jim Reynolds, applicant, stated he has been pleased with the performance and helpfulness of staff
throughout this process. Responding to Commissioner Kirkmeyer, he agreed with the Conditions
of Approval and Development Standards.
No public testimony was offered concerning this matter.

Commissioner Baxter moved to approve the request of Jim and Judy Reynolds for a Site Specific
Development Plan and Special Review Permit#1209 for a House Moving Business and Outdoor
Storage in the A (Agricultural) Zone District, based on the recommendations of the Planning staff
and the Planning Commission, with the Conditions of Approval and Development Standards as
entered into the record. The motion was seconded by Commissioner Vaad, and it carried
unanimously.
This Certification was approved on the 1st day of March, 1999.
