Box A Greeley, CO 80632 RE: Response to letter of September 6th Assessed Fee for Use of A Kid's Place Dear Judy: This letter is in response to your letter of September 6th regarding fees for use of A Kid's Place. I have shared you letter with both Rick Dill and Al Dominguez. Both concur with the following response to your questions: The user fees were agreed to using the following assumptions: • A Kid's Place is used by law enforcement and Social Services as part of their investigative role mandated by state law. Therefore user fees are appropriate in support of overall budget of A Kid's Place separate from grants and fundraising efforts. • The portion of the total budget directly related to supporting the interviews and investigative process is at least one third of the annual budget. • Agencies would be charged only for interviews for which they were the lead agency. • The formula for apportioning the user fee will be determined on an annual basis. The previous years total interviews divided by 1/3 of that years budget(or the % of the budget directly involved with the investigative process if less that 1/3) will determine the fee per interview. Each agency's percentage of the total number of interviews will determine their user fee for the following year(i.e. the 1997 user fee is based on 172 interviews conducted from 4/95 through 3/96 at a fee of$100 per interview, Social Services was lead agency for 12% or 21 interviews. Therefore the Department's user fee for 1997 is $2,100.) Volunteer Resource Center Ce 3S) 961726 .s5eazz- In response to your specific questions: 1. United Way is not requesting funding, rather users of A Kid's Place are agreeing to pay for the use of the program in their investigative role. The Weld County Department of Social Services user fee is only $2,100 for the entire year of 1997. The above statement describes the establishment of the fee. It will be figured using the same formula described above in the Spring of 1997 for the 1998 budget year. As this is a user fee it will not be impacted by donations or grants. 2. Since this user fee process was negotiated in good faith by the current users, we did not anticipate noncompliance. If an agency does not pay, the A Kid's Place Committee will have to decide if that agency can continue to access the program. 3. We would prefer quarterly or yearly payment of the fee. Since the fee is based on past not current usage, use of the program will effect only the next year's fee. We also agreed that after this first budget process of user fees, we would amend our contract in 1997 to reflect the formula not actual fees. If you need further clarification, please let me know.
