Dear County Commissioners :
The Berthoud Fire Protection District adopted a "Statement of
Purpose" pursuant to Section 32-1-208 C.R.S . which we assumed was
filed with your office as required. Upon review of our files it
appears that the "statement of Purpose" was not filed with your
office. I have enclosed a copy of the "Statement of Purpose"
which was adopted by the Berthoud Fire Protection District,
pursuant to Section 32-1-208 C.R.S . , as well as an amended copy,
dated December 19, 1997, to provide you with current information
regarding facilities, apparatus, staffing and services provided.

STATEMENT OF PURPOSE
OF THE
BERTHOUD FIRE PROTECTION DISTRICT
1 . Recitals
Section 32-1-208 C.R.S . requires each special district which
was formed prior to the enactment of Section 32-1-201 C.R.S .
to submit on or before July 1, 1986, a Statement of Purpose
to the applicable county or counties in which the district
lies . The Berthoud Fire Protection District was formed by
Order of decree of the Larimer County District Court on June
19, 1950 . At the time of organization, the "service plan"
requirement had not been enacted. Accordingly, the
Statement of Purpose is submitted in accordance with Section
32-1-208 C.R.S .
2 . General Statement of Purpose
The Berthoud Fire Protection District was organized pursuant
to Section 32-1-101 et seq. , C.R.S . as a special district
for the purpose of providing fire protection and related
services to its residents and taxpayers and the public in
general . By law, it is empowered to provide firefighting
services, fire prevention and inspections, ambulance
services, emergency medical services, rescue services, and
diving and grappling services . It is governed by a five-
member board of directors elected by the qualified voters of
the District as provided by statute.
3 . Services and Facilities Provided
The Berthoud Fire Protection District provides the following
services and facilities :

3 . 1. 1 Station One
The Berthoud Fire Protection District, established on June
26, 1950, evolved from the Berthoud Hose Company No. 1 which
was established in 1888 . It is governed by a board of five
(5) publicly elected officials . Emergency and non-emergency
services are provided to an area of 98 square miles and a
population of 12, 500 people, with a commuter population of
70, 000 people daily.
The Berthoud Fire Protection District provides the following
services :

intergovernmental agreement advanced life support
3 . First responder hazardous materials response
4 . Rescue to include
a. Confined space
b. High and low angle rope rescue
c . Dive rescue
d. Ice rescue
e . Extrication
5 . Fire Prevention/Code Enforcement and Public Education
a. Pre-fire planning
b. Inspections
c. Plan review
d. Public education
6 . Non emergency services
The Berthoud Fire Protection District staffs the
District with a combination career, part-time, intern
and volunteer firefighters . In addition, our staffing
levels are increased by the utilization of
paramedic/firefighters assigned to our station from
Thompson Valley Hospital District, by an
Intergovernmental Agreement .
The District provides service to the community with the
following apparatus :

1976 Ward LaFrance/Engine 1, 000 GPM W/Foam
1985 Four Guys/Tender 1, 800 gallons & 400 GPM
1994 Ford 4X4 One Ton Quick Attack Engine
300 gallons @ 250 GPM W/Foam
1997 Dodge 4X4 One Ton Quick Attack Engine
300 gallons @ 400 GPM W/Foam
1998 E-One Trident Quick Attack Engine
200 gallons @ 250 GPM W/Foam
1974 Ford 4X4 3/4 ton EMS/Rescue
1991 Jeep 4X4 Passenger Command Vehicle
1991 Dodge staff vehicle
3 .2 Fire Prevention Services
The position of Fire Marshall is currently filled by the
Fire Chief who administers the duties of the Fire Prevention
Bureau. Pre-fire planning, inspections, plan review and
public education services are provided by career, part-time,
intern and volunteer firefighters .
3 . 3 Ambulance Services
Currently through an intergovernmental agreement with the
Thompson Valley Hospital District, the Berthoud Fire
Protection District shares in the provision of ALS ambulance
services . However, the District has reserved the right to
the sole provision of ambulance services in the future to
the Berthoud Fire Protection District as set forth in
Section 32-1-1002 (1) (C) C.R.S . , at the discretion of its
Board of Directors .
3 .4 Emergency Medical Services
The District continues to provide basic life support
services including the utilization of Automatic External
Defibulators .
3 .5 Rescue Unit
The District currently provides the following rescue
services :
1 . Extrication
2 . Light Rescue
3 . Confined Space Rescue
4 . High and Low Angle Rope Rescue
5 . Ice Rescue
6 . Dive Rescue
The District is committed to the continuation of these
services by appropriate staffing and the training and
education of its firefighters .
The District reserves the right to provide rescue services
by means of a specialized rescue unit in the future, as set
forth in Section 32-1-1002 (1) (C) C.R.S . , at the discretion
of its Board of Directors .
3 . 6 Dive Rescue And Grappling Services
The District has provided dive rescue services since 1996 .
The District reserves the right to continue to provide dive
rescue services and to provide in the future grappling
services as set forth in Section 32-1-1002 (1) (C) C.R.S . ,
at the discretion of its Board of Directors .
4 . Area Served
The Berthoud Fire Protection District serves an area lying
mostly in the southeast corner portion of Larimer County to
include the incorporated Town of Berthoud; and approximately
28 square miles in Weld County, east of Berthoud; and 10
square miles in Boulder County. The District boundary
description is as follows :
North Boundary: Colorado Hwy. 60 from 1-25 west to Weld
County Road 1, south 1 mile then straight west, one mile
west of Carter Lake.
South Boundary: Weld County Road 36 from 1-25 west into
Boulder County continuing west on Yellowstone Road, 7 M
miles west of U.S . Hwy. 287 .
East Boundary: The center line of the east frontage road
(Hwy. 185) of I-25
West Boundary: One mile west of Carte Lake .
A current map of the District's boundaries is attached
hereto as exhibit A and is incorporated herein by reference.
Exclusions and inclusions may be effected as provided by
law.
5 . Automatic/Mutual Aid Agreements
The Berthoud Fire Protection District has entered into both
automatic and mutual aid agreements with the Mountain View Fire
Protection District, the Loveland Fire Rescue Department and
Lovelend Fire Protection District . The Berthoud Fire Protection
District has entered into Mutual Aid Agreements with the City of
Longmont, the Johnstown Fire Protection District and the Lyons
Fire Protection District . These agreements enhance service
levels in addition to the provision of assistance during major or
multiple events .
6 . Future Development
It is anticipated that the District will experience growth;
residential, commercial and industrial development . The District
is experiencing growth along the I-25 corridor, U.S . Hwy. . 287,
the Town of Berthoud and areas west . The District currently
services portions of the Town of Johnstown and Town of Mead
through annexation into the District . Future services needed may
require the building of additional fire stations, the purchase of
additional fire/rescue and ambulance apparatus as well as
associated equipment, the increase of staffing and the services,
the District has reserved in accordance with Colorado Revised
State Statutes .

STATEMENT OF PURPOSE

1 . RECITALS
Section 32-1-2Q2 C. R.S. requires each special district

as a special district for the purpose of providing fire
protection and related s_.-vices to its residents and
taxpayers and the public in general . By law, it is
empowered to provide firefighting services, fire
prevention services and inspec Lions, ambulance services,

3. SERVICES AND FACILITIES PROVIDED
The 8FPD provides the following services and facilities:

3. 1 . 1 Headquarters Station (Paid/Volunteer Crew)
Two 1 .000 gallon per minute pumper
One 750 gallon per minute reserve pumper
One 1 .800 gallon tanker with 400 GPM pump
One 4X4 wildland fire fighting unit
One equipment truck •
One command vehicle
Three career fire officers working eight hour
shifts
Thirty volunteer firefighters
3.2 Fire Protection Services •
Full-time Fire Marshal for code enforcement,
inspections, and plan review under the fire code.
Public informational programs to heighten
awareness of fire safety are also conducted . •
3 .3 Ambulance Services
The District currently does not directly provide
ambulance services . Various independent
ambulance service companies operate within the
District ' s boundaries. However , the District
reserves the right to provide ambulance services
in the future as set forth in Section 32-1-
10i+2( 1 ) (c ) C. R. S. , at the discretion of its Board
of Directors .
3.4 Emergency Medical Services
The District provides basic life support and
first response to medical emergencies .
3.5 Rescue Unit
The District currently provides light rescue
services, such as auto extrication, etc . The
District has committed its volunteers in numerous
search and rescue operations coordinated by local
law enforcement agencies . However , the District
reserves the right to provide rescue services by
way of a Rescue Unit in the future , as set forth
in Section 32-1-1002( 1 ) (c ) C P S , at the
discretion of its Board of Directors .
3.6 Diving and Sraoalin:g Services
The District currently does not directly provide
diving and grappling services. However , the
District reserves the right to provide diving and
grappling services in the future as set forth in
Section 21-1-1002( 1 ) ( c ) C . R .S. , at the discretion
of its Board of Directors.
4. AREA SERVED
The BFPD serves an area lying mostly in the southeast
portion of Lorimer County to include the incorporated
Town of Berthoud ; and approximately 28 square miles in
Weld County, east of Berthoud :• and 10 square miles in
Boulder County. The District boundary description is as
follows:

to Weld County Road 1 , south 1/2 mile then
straight west , one mile west of Carter Lake.
SOUTH BOUNDARY: Weld County Road 36 from I-25
west into Boulder County continuing west on
Yellowstone Road , 7 1/2 miles west of U.S. Hwy.

EAST BOUNDARY: 1-25 to include both north and
south bound lanes.
WEST BOUNDARY: One mile west of Carter Lake.

reference. Exclusions and inclusions may be effected as
provided by law.
5. MUTUAL AID AGREEMENTS

The BFPD has mutual aid agreement: , providing for back—
up and/or first response , with the following entities:
City of Longmont
City of Loveland
Longmont Fire Protection District
Johnstown Fire Protection District
Loveland Fire Protection District
6. FUTURE SERVICES
It is anticipated that development and growth will
continue in and around the Tor -: of Berthoud . Certain
portions of the District are being transformed by zoning
and/or special use permits from agricultural use to
residential and commercial , especially along U.S. Hwy.
287 and Larimer County Roads 4 and 21 . It is
foreseeable that the District will meet the demand for
services by _xpandi'ng its crews of paid and volunteer
firefighters , constructing additional stations ,
acquiring additional equipment , and creating ambulance,
rescue and diving units.
