RESOLUTION RE: DECLARATION OF DISASTER EMERGENCY AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Weld County has been severely impacted by recent flooding of a number of watercourses throughout Weld County, caused by heavy precipitation, all during the period inclusive of April 29, through May 4, 1999, and WHEREAS, said disastrous flood events caused extensive damage and losses to homes, businesses, farms, ranches, livestock, and the County's road and bridge transportation system, including culverts, roads, bridges and emergency services, with damage estimated in excess of $2,288,750, and WHEREAS, pursuant to C.R.S. § 24-32-2101, et. seq., (the "Colorado Disaster Emergency Act of 1992"), and Title VI of PL 93-288, as amended, The Robert T. Stafford Disaster Relief and Emergency Assistance Act, Weld County may qualify for Federal Disaster Relief as long as the Board declares that there exists in Weld County a disaster emergency. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that a state of disaster emergency is in effect within Weld County, Colorado. BE IT FURTHER RESOLVED by the Board that the Chair is authorized to sign any and all documents necessary for the purpose of defining and communicating the existence of said disaster emergency. SITUATION A. See para I-A, Basic Plan. B. An emergency or disaster, regardless of type of hazard, requires an accurate assessment of the actual impact on the population and property. Such an assessment defines the severity and magnitude of loss and directs attention to the mobilization of human and material resources necessary to cope with the existing situation. Additionally, any State technical and financial assistance, if such assistance becomes necessary, must be based on a firm, aggregate county damage/loss estimate. II. ASSUMPTIONS A. See Para I-B, Basic Plan. B. While the initial response to an emergency or disaster will come from resources within this county, State and Federal disaster assistance may be required at some time during any given incident. III. PURPOSE A. To provide a timely, comprehensive damage assessment system with procedures which can provide a reasonably accurate aggregate estimate of ccunty damage/losses soon after a disaster, responsive to the needs of the county, and when necessary, meet disaster declaration requirements consistent with State and Federal criteria and the impacts resulting from any emergency or disaster. IV. CONCEPT OF OPERATIONS A. Departments and agencies of county government must evaluate the extent and nature of physical damage to public and private facilities immediately at the onset of an emergency or disaster, Also, they must begin collecting, recording, and reporting information on the utilization of manpower, materials, equipment, i.e. , disaster related costs. This information will: 1. Serve as the basis for evaluating the need for disaster declarations at county, state and federal levels should such action become necessary. 2 . Identify response, relief, and recovery needs, to insure such needs are integrated and coordinated into timely and cost efficient action. 3. B. Information/data compiled by all jurisdictions will be provided to Sand consolidated by the Emergency Operations Center and reported to the Colorado Office of Emergency Management (COEM) on a scheduled basis. V. PROCEDURE A. At the onset of an emergency or disaster, the Emergency Management Director, as directed by the Emergency Executive Board, will initiate implementation of the appropriate hazard related portions of the County Emergency Operations Plan. B. The Emergency Operations Staff and Emergency Supporting Agencies will receive and consolidate initial reports for the departments/agencies with information, as applicable, on: 1. Type and location of the emergency or disaster. 2. Time or estimated time of onset. 3. Number of persons killed, injured, missing, or in danger. 4. Special assistance, manpower or equipment which may be needed to save lives. 5. Location and means of communications, e.g. , telephone, radio, for follow up on information reports. 6 . Persons in charge (department or agency) . C. The administration section of the Emergency Executive Board will receive the initial reports from the Emergency Operations Staff and Emergency Supporting Agencies, consolidate the information/data received, and provide the results to the Emergency Executive Board. D. Based on the initial information/data received, the Emergency Executive Board will evaluate the situation in terms of magnitude of the incident, 'resources available to deal with the emergency or disaster, and outside assistance (if any) required immediately or at a later time. E. Based on the initial evaluation by the Emergency Executive Board, the Emergency Management Director will notify the state (COEM) by telephone of the activation of the County Emergency Operations plan using the format at APPENDIX 2 . F. After submission of the initial reports, the Emergency Operations Staff and Emergency Supporting Agencies will continue to collect, record and periodically report updated, accurate information/data to the Administrative Section using the format at APPENDIX 3 . Staff and Agencies will retain the documentation supporting the information/data gathering will continue through the emergency and recovery phases of the emergency or disaster. The Emergency Management Director will provide the state (COEM) with a consolidated .County Damage Assessment Report update every 24 hours following submission of the initial report notifying the State of emergency operations plan operation. G. Disaster Declarations. The effect of a County Disaster Declaration is to activate the response and recovery aspects of all applicable • local and interjurisdictional emergency plans, and to authorize aid and assistance under such plans. (See APPENDIX 4) . 1. Such a declaration will be made only by the chairman of the board of County Commissioners, or in the Chairman's absence from the County, the next senior executive officer present. 2. The Declaration cannot be extended or continued in excess of seven (7) days without the consent of the Board of the County Commissioners. 3 . All orders or proclamations referencing a disaster/emergency in the county will be given prompt and general publicity, and will be filed promptly with the County Clerk and two copies forwarded to the State (COEM) . VI. RESPONSIBILITIES A. The Emergency Executive Board will: 1. Appoint and maintain current composite roster of primary/alternate disaster assessment personnel knowledgeable in information/data collection, recording, and reporting requirements during emergencies or disasters. 2 . Appoint the County Assessor (or someone with similar expertise) as the principal official in the Administration Section to direct initiation of damage assessment operations when an emergency or disaster occurs in the county requiring activation of the Emergency Operations Plan. 3 . Continually evaluate an emergency or disaster in terms of the need for a disaster declaration, and advise the Chairman of the Board of County Commissioners, when such a declaration. becomes necessary. B. The Emergency Operations Staff and Emergency Supporting Agencies, as applicable, will : 1. Collect and report initial information/data received from their reporting departments and agencies (see APPENDIX 2) ; maintain updated information/data throughout the emergency or disaster ensure supporting documentation is safeguarded for the final detailed damage assessment. 2. Provide a periodic consolidated report to the Administrative Section of the Emergency Executive Board, when requested (see APPENDIX 3) . 3 . Provide evaluations of present and projected resource impact in responding to the emergency or disaster to the Emergency Executive Board, when requested or when deemed appropriate. C. Departments and Agencies will: 1. Ensure a primary and alternative individual is identified, knowledgeable of disaster assessment information/data collection, recording and reporting requirements; and maintain a current county composite appointment roster contained in APPENDIX 5 to this Annex. 2. Ensure the appropriate Emergency Operations Staff or Emergency Supporting Agency Representative in the EOC receives timely reports on information/data gathered throughout the emergency and recovery phases of the emergency or disaster. D. The Emergency Management Director will: 1. Ensure the timely receipt of initial information/data by the Emergency Executive Board at the onset of an emergency or disaster. 2. Provide advice/recommendations to the Emergency Executive Board on activation of the County Emergency Operations Plan. 3 . When the Emergency Executive Board directs activation of the Emergency Operations Plan , notify the State Colorado Office of Emergency Management using the format at APPENDIX 2; provide follow-on reports every 24 hours, thereafter using the format at APPENDIX 3.
