The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, August 3, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter - EXCUSED
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Hall moved to approve the minutes of the Board of Social
Services meeting of July 29, 1998, as printed. Commissioner Webster seconded
the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for
approval by the Board in the amount of$222,820.66. Commissioner Webster
moved to approve the warrants as presented by Mr. Warden. Commissioner
Hall seconded the motion, which carried unanimously.
BUSINESS:
NEW: CONSIDER AMENDMENT TO COLORADO WORKS IN WELD COUNTY
POLICIES AND PROCEDURES MANUAL AND AUTHORIZE CHAIR TO SIGN:
Judy Griego, Director of Social Services, requested approval of revisions to the
Weld County Notice of Proposed Sanction which supplements the State notice,
Ms. Griego explained the State notice does not currently meet Weld County
standards and this is a temporary measure until the State Department upgrades

its notice. She added Exhibit H is a notice of proposed sanctions and stated the
format will be corrected in the final draft. Ms. Griego stated Section 6.011.12
advises the Board to approve a notice that is issued prior to each reduction in
sanctions, which is a loss of 25 percent of a family's cash benefit. Ms. Griego
stated an additional notice will be sent if the applicant does not correct its
behavior for sanction. Mr. Barker clarified the index should read "notice of
proposed sanction" not "notice to proposed sanction", and explained Exhibit H
will show the County language included in the State notice. Commissioner Hall
moved to approve said amendment. Seconded by Commissioner Webster, the
motion carried unanimously. Commissioner Hall commended the Department
of Social Services for going above the standards required by the State.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:45 a.m.
