RE: CABLE TELEVISION FRANCHISE APPLICATION - SCRIPPS HOWARD CABLE
COMPANY
A public hearing was conducted on February 26, 1996, at 9:00 a.m., with the following present:
Commissioner Barbara J. Kirkmeyer, Chair
Commissioner George E. Baxter, Pro-Tem
Commissioner Dale K. Hall
Commissioner Constance L. Harbert
Commissioner W. H. Webster
Also present:

Assistant County Attorney, Cyndy Giauque
The following business was transacted:
I hereby certify that pursuant to a notice dated February 12, 1996, and duly published February 15,
1996, in the North Weld Herald, a public hearing was conducted to consider a Cable Television
Franchise Application from Scripps Howard Cable Company. Cyndy Giauque, Assistant County
Attorney, made this a matter of record and reviewed the proposed franchise agreement. She noted
the agreement tracks TCI's agreement with changes to conform with an initial franchise, but with
the same principal provisions. Ms. Giauque referenced her memo to the Board dated February 23,
1996, and addressed various major points concerning said agreement. She also answered various
questions from the Board. Dick Lyons, Attorney for Scripps Howard, presented a brief history of
the company and its proposed merger with CommCast. He referenced his memo to Ms. Giauque
dated February 23, 1996, further clarified the proposed agreement, and answered questions from
the Board. Greg Griffin, General Manager for Scripps Howard, stated he is excited about the
company's potential in Weld County and its intent to extend service to more residents. Mr. Griffin
also responded to questions from the Board. No public testimony was offered concerning this
matter, and Ms. Giauque confirmed the suggested changes are reasonable. Commissioner
Webster moved to approve the agreement, with amendments, and authorize the Chair to sign.
Commissioner Harbert seconded the motion, which carried unanimously.
