RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF THE FOURIER
SPECTROPHOTOMETER BID -SHERIFF'S DEPARTMENT (FORENSIC LAB)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for the bid for the Fourier Spectrophotometer for the Sheriff's Department (Forensic
Lab), Bid Request No. B9800145, due to the age, wear, and failing condition of the existing
equipment, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for the bid for the Fourier
Spectrophotometer for the Sheriff's Department (Forensic Lab), Bid Request No. B9800145, be,
and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Bio-Rad Digilab
Division, be, and hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 20th day of May, A.D., 1998.

RE: emergency purchase of FTIR
On May 19, 1998, Rose Everett and I opened competitive bids received from four
different manufacturers of Fourier Transform Infrared Spectrometers (FTIRs). All four
manufacturers bid at least one instrument that met the specifications by the Forensic
Lab. The least expensive bid that met these specifications is the Bio-Rad unit with a
total cost of$22,579.
I am requesting that a purchase order be issued for an emergency purchase of this new
FTIR. This piece of analytical equipment is essential for the analysis of controlled
substances and paint. The current FTIR is over 12 years old and is showing signs of
wear. It needs daily manual alignment of the optics to maixmize the energy of the
system. This alignment used to be needed on a once-a-month basis several years ago.
If this FTIR fails it will bring to a halt all paint comparison cases and many types of drug
cases.
This new system will allow analyses to be completed in a fraction of the time the current
system requires. This will allow the lab to more effectively reduce the current case
backlog. The sooner this can happen, the better.
The expected delivery date will still be 45 - 60 days after placing the order. This delay
also adds to the urgency of placing the order as soon as possible.
Your immediate approval of this purchase is very important to the effective operation of
the Forensic Laboratory.
