REQUEST: Site Application for construction of a lift station
LEGAL DESCRIPTION: Part of the N2 of Section 18, TIN, R68W of the 6th P.M., Weld County, Colorado.
LOCATION: North of Weld County Road 8 and east of Weld County Road 1.
Gloria Dunn, Department of Planning Services, spoke for the applicant. She stated that there had been no
objections from any of the surrounding property owners or any of the referral agencies.
The Chairman asked if there was anyone in the audience who wished to speak for or against the application,
no one wished to speak.
Ron Sommer moved that the site application be forwarded to the Board of County Commissioners with
Planning Commissions recommendation for approval. Shirley Camenisch seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron
Sommer, yes; Curt Moore, yes; Judy Yamaguchi, yes; Jack Epple, yes; Marie Koolstra, yes; Shirley

CASE NUMBER: Z-494
APPLICANT: John and James Martin
REQUEST: Change of Zone from A (Agricultural) to E (Estate)
LEGAL DESCRIPTION: Located in the SE4 NW4 and SW4 of Section 12, Ti N, R66W of the 6th P.M., Weld
County, Colorado.
LOCATION: North of and adjacent to Weld County Road 10 and approximately 1/2 mile west of Weld
County Road 37.
Gloria Dunn, Department of Planning Services, spoke for the applicant. She asked that the case be continued
to the July 6, 1995, meeting due to concerns from both property owners and referral agencies. There were
no objections from the applicant on the request.
Judy Yamaguchi moved that Case Z-494 be continued to July 6, 1995. Jack Epple seconded the motion.

APPLICANT: Quinlan Construction, Inc.
REQUEST: Change of Zone from C-3 (Commercial) to PUD (Planned Unit Development) for C-3
(Commercial) uses
LEGAL DESCRIPTION: Lot 2 of RE -1201 located in part of the W2 SW4 of Section 11, T2N, R68W of the 6th
P.M., Weld County, Colorado.
LOCATION: North of Weld County Road 22 and east of and adjacent to I-25 Frontage Road.
Gloria Dunn, Department of Planning Services, gave an overview of what the property owners had planned
to do with the commercial lots. There is presently six acres that would be split into four separate lots to be used
for commercial use.
Gary Shaw, applicant, spoke in favor of the application. At the present time they do not have definite plans on
what they will be building on the lots, he stated that there is currently a building on site along 1-25 which is a
nice architect building with nice looking landscaping. Mr. Shaw stated that they did not intend on building
anything that would be a distraction along the 1-25 highway. The applicant was in agreement with staff
recommendations, but had concerns with the Department of Transportations reply of the uncertainty of the I-25
alignment and the effects that it may have on the development, but felt that it may have none.
The Chairman asked if there was anyone in the audience who wished to speak for or against the application,
no one wished to speak.
Curt Moore moved that Case Z-495 be forwarded to the Board of County Commissioners with Planning
Commissions recommendation for approval. Jack Epple seconded the motion.

CASE NUMBER: USR-1083
APPLICANT: David and Barbara Wilson
REQUEST: A Site Specific Development Plan and a Special Review permit for the erection of five (5) 140
foot radio masts in the A (Agricultural) zone district.
LEGAL DESCRIPTION: Lot A of RE -224; located in Section 15, T3N, R66W of the 6th P.M., Weld County,
Colorado.
LOCATION: Approximately 1/2 mile south of Weld County Road 34; west of and adjacent to Weld County
Road 33.
Todd Hodges, Department of Planning Services, gave an overview to the application stating that the applicant
wanted to place five radio towers on the back portion of their lot and recommended approval with no concerns
from any surrounding property owners.
David Wilson, applicant, spoke in favor of the application. Mr. Wilson stated that the property was purchased
with building the radio towers in mind and chose the site with few neighbors that may be bothered, and not alot
around them but a chicken farm, oil wells, and grassland. Mr. Wilson was in agreement with staff
recommendations.
The Chairman asked if there was anyone in the audience who wished to speak for or against the application.
Gaylord Pinton, surrounding property owner, spoke in opposition of the request. Mr. Pinton feels that the radio
towers will be an obstruction to his view.

Marie Koolstra moved that Case USR-1083, be forwarded to the Board of County Commissioner with Planning
Commissions recommendation for approval. Judy Yamaguchi seconded the motion.

CASE NUMBER: S-378
APPLICANT: McStain Enterprises, Inc.
REQUEST: A Site Specific Development Plan and a Planned Unit Development Final Plan for a 401 unit
double wide module home units.
LEGAL DESCRIPTION: Located in the E2 SW4 of Section 5, T2N, R68W of the 6th P.M., Weld County,
Colorado.
LOCATION: North of and adjacent to State Highway 119; west of and adjacent to Weld County Road 3-1/2.
Todd Hodges, Department of Planning Services, gave a overview of the application. He stated which utility
companies would be providing services for the development. Mr. Hodges also addressed concerns from the
Town of Mead and the Weld County Sheriffs office. Staff feels the concerns of the Town of Mead have been
addressed through the conditions of approval, and the they are currently working on plans with the Sheriffs
department.
Curt Moore asked Mr. Hodges on the concerns of St. Vrain School District. Mr. Hodges stated that there has
not been an actual agreement at this time, but before a final plat is recorded, an agreement must be made
between McStain and the school district. Mr. Hodges also hopes to have the same from the Sheriffs
Department.
Tom Hoyt, applicant, spoke in favor of the application. Mr. Hoyt gave brief background information on McStain
and the developments they have done. Mr. Hoyt stated that their plan was for affordable housing.
Steve Hanson, applicant, spoke in favor of the application. Mr. Hanson gave a slide presentation along with
explanations to each slide of what they are proposing to do.
Mr. Hanson stated that the property had originally been proposed for a 530 single residence homes and is now
proposing 401 modular home spaces. There will be one entry way to the development with an emergency
entry that will be closed. There will be two school bus stops within the development, recreational facilities, a
cluster of postal boxes, landscaping which will include four to six feet of berms to be used as screening. A
community lodge will also be built at the entrance of the development which will include an outdoor pool, a play
area, meeting rooms, locker rooms, a kitchen area, gazebos, open space, a pedistrian trail system and a
parking area.
The lots will include a double wide home, a single or double size garage, a deck that will be required on the
front of the homes, and optional for a second deck. Off street parking shall not be allowed. There was much
emphasis on how much open space will be dedicated to the development. They will also be doing the
development in eight different phases.
The applicants were in agreement with the staff recommendations.
Questions from the board included what was going to be done with the vacant property when it is not being
developed at the same time as another, Mr. Hanson stated that they will be keeping it graded, reseed it and
mowed. Another question was on trash, Mr. Hanson stated that they will contract out to a company to pick up
at each individual home.

Ron Sommer asked about law enforcement and for an explanation on what is going on at this time in the
process. Ed Jordan, Weld County Sheriffs Department, gave a brief overview of where they stand on the
issue. Mr. Jordan stated that they are still working on some type of a plan. Due to lack of revenue, and the
problems with the new jail, they may not be able to provide adequate law enforcement and would not
recommend approval if so.
Judy Yamaguchi moved that Condition of Approval #7 be added to say: The Planned Unit Development Final
Plan shall comply with the requirements of the Colorado Department of Transportation as listed in the letter
from Teresa Jones dated May 31, 1995. Jack Epple seconded the motion.
