Eastin, Current Planner WIlDC SUBJECT: Comprehensive Plan Amendment COLORADO DATE:January 26, 1998 COMPREHENSIVE PLAN AND MIXED USE DEVELOPMENT AMENDMENT RECOMMENDATIONS: The Department of Planning Services recommends that Comprehensive Plan A.Goal 3 and A. Policy 3 be amended as follows: A.Goal 3 Discourage urban-scale residential, commercial, and industrial development which is not located adjacent to existing incorporated municipalities. A.Policy 3 Conversion of agricultural land to urban-scale residential, commercial, and industrial development will be discouraged when the subject site is located outside of an accepted Intergovernmental Agreement area,urban growth boundary area, or I- 25 Mixed Use Development area and urban development nodes. This policy is intended to promote conversion of agricultural land in an orderly manner which is in harmony with the phased growth plans of a municipality and the county. It is further intended to minimize the incompatibilities that occur between uses in the agricultural district and districts that allow urban-type uses. In addition, this policy is expected to contribute to minimizing the costs to Weld County taxpayers of providing additional public services in rural areas for uses that require services on an urban level. The Department of Planning Services also recommends that following verbiage be added to the MUD Development Standards, Section 2.7.3, Design Standards after the first sentence: Consistent with the urban-scale development standards in the MUD area, all parking areas for commercial and industrial development shall be paved according to geometric and road structure design standards. The Department of Planning Services' staff has determined that the following standards have been satisfied as stated in the Comprehensive Plan Amendment Procedure 2.C (1) and (2) as follows: (1) The Comprehensive Plan and Mixed Used Development (MUD) Area Development Standards are in need of revision to ensure that the Comprehensive Plan is consistent with language approved in the Zoning, Subdivision and Planned Unit Development Ordinances and to ensure that the MUD Development Standards are consistent with the intent of having urban development standards in the area; (2) These amendments will be consistent with existing and future goals, policies, and needs of the County. Be it resolved by the Weld County Planning Commission that the application for: Ordinance 147-L, Comprehensive Plan Amendment Planner: Kern Keithley be recommended favorably to the Board of County Commissioners for the following reasons: The Planning Commission recommends that Comprehensive Plan A.Goal 3 and A. Policy 3 be amended as follows: A.Goal 3 Discourage urban-scale residential, commercial, and industrial development which is not located adjacent to existing incorporated municipalities.
