HomeMy WebLinkAbout971133.tiffRESOLUTION RE: APPROVE TRANSITION PLAN FOR SOCIAL SERVICES' EMPLOYEES FROM COLORADO MERIT SYSTEM TO WELD COUNTY PERSONNEL ADMINISTRATION AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, with the passage of SB97-6, counties are now allowed to transition employees currently under the Colorado Merit System to its personnel system, and WHEREAS, the Board has been presented with a Transition Plan for Social Services' Employees from the Colorado Merit System to Weld County Personnel Administration, to be effective July 16, 1997, with terms and conditions being as stated in said plan, and WHEREAS, after review, the Board deems it advisable to approve said plan, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Transition Plan for Social Services' Employees from the Colorado Merit System to Weld County Personnel Administration be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign the Certification of Acknowledgment of Responsibility for a Personnel System for Employees in the Weld County Department of Social Services. The Board of Weld County Commissioners will comply with the Federal and State requirements as outlined in SB97-6. The Weld County Plan will become effective July 16, 1997, unless the State Department of Human Services notifies us of any issues or concerns. It is the Board's understanding that counties will share any moneys saved as a result of eliminating the State Merit System. Weld County would like to request 5% of the total savings. The quality of public service can be improved by the development of systems of personnel administration consistent with such merit principles as -- (a) Recruiting, selecting, and advancing employees on the basis of their relative ability, knowledge, and skills, including open consideration of qualified applicants for initial appointment. (b) Providing equitable and adequate compensation. (c) Training employees, as needed, to assure high quality performance. (d) Retaining employees on the basis of the adequacy of their performance, correcting inadequate performances, and separating employees whose inadequate performance cannot be corrected. (e) Assuring fair treatment of applicants and employees in all aspects of personnel administration without regard to political affiliation, race, color, national origin, sex, religious creed, age or handicap and with proper regard for their privacy and constitutional rights as citizens. Baxter, Chair 971133 TRANSITION PLAN FOR WELD COUNTY DEPARTMENT OF SOCIAL SERVICES' EMPLOYEES FROM THE COLORADO MERIT SYSTEM TO WELD COUNTY PERSONNEL ADMINISTRATION COUNTY NUMBER: 62 EFFECTIVE DATE: July 16. 1997 I. PLAN: On July 16, 1997, all Weld County Department of Social Services' employees who are currently under the Colorado Merit System will be transferred to Weld County under the administration of the Weld County Board of Commissioners. A. COMPENSATION: Employees will be transferred in their same classification and same rates of pay they are currently receiving under the Colorado Merit System and for the remainder of the 1997 year will continue to receive the scheduled increases outlined in the Weld County Department of Social Services 1997 Compensation Plan. B. ANNUAL AND SICK LEAVE BENEFITS: Employees will fall under Weld County Personnel Sick and Annual Leave Policies as outlined in the Weld County Personnel Policy Handbook (attached). 1. Annual Leave - Employees' balances of annual leave will be transferred to the County Personnel System on July 16, 1997. At that time, employees will begin to accrue at the County rate with the following exceptions: Social Services employees who have been with the Department less than five (5) years and are accruing ten (10) hours of vacation will be grandfathered in until their years of service are equivalent to six (6) years. Social Services employees who are currently accruing fourteen (14) hours and have been employed by the Department for sixteen (16) years or more will be adjusted to 13.33 hours accrual per month. Employees will not be allowed to carry over more than two (2) times their annual accrual. Annual leave in excess of allowed accrual will be lost on December 31, of each year. 1 971133 2. Sick Leave - Employees will accrue at the County rate of eight (8) hours per month. Employees' balances of sick leave will be transferred to the County Personnel System on July 16, 1997. Employees who have an accrual of more than 100 days will have the option of being compensated for the leave in excess of 100 days at a rate of 4 to 1 or to transfer all of their sick leave to the County. If employees opt to receive compensation, payment will be made on September 30, 1997. C. SENIORITY: Employees' seniority date will be the date that they were hired under the Colorado Merit System. D. GRIEVANCES/APPEALS: Addressed in the Weld County Personnel Policy Handbook, Section XIII, GRIEVANCE PROCEDURES. E. FEDERAL CODE OF REGULATIONS Section 900.601: 1. Qtibr RE: Transition Plan for Weld County Departm nt of Social Services' Employees From the Colorado Merit System to Weld County Personnel Administration Enclosed for Board approval is a Transition Plan for Weld County Department of Social Services' Employees from the Colorado Merit System to the Weld County Personnel Administration. The major provisions of the plan are as follows: 1. Effective Date: The Transition Plan would be effective July 16, 1997. 2. Compensation: Weld County would transfer employees in their same classification and same rates of pay. 3. Annual and Sick Leave Benefits: Employees will fall under the Weld County Personnel Sick and Annual Leave Policies and will transfer all of their sick and annual leave to Weld County. Weld County will grandfather annual leave accrual for certain employees who have less than five years of service. Employees with an accrual of more than 100 days of sick leave may opt to receive compensation for the leave in excess of 100 days at a rate of 4 to 1 or to transfer all of their sick leave to the County. If employees opt to receive compensation, the Department will pay the employees on September 30, 1997. 4.
