Todd Hodges and 1 went on a site visit to the Martinson esidence to get a decibel reading of the dogs
barking. We mapped out the noise levels on the property tin : There is a fence around part of the property
and we found the decibel levels were acceptable in those loc ions. The levels were a bit high where there
wasn't a fence. The Colorado Revised Statutes state the rea ' gs should be taken 25 feet outside the property
line so the levels would have been lower if we took the re gs further away.
We feel that when the fence is completed,the noise levels 4ill decrease and be acceptable.
Todd also repommended the planting of trees to help buffer the noise.
Also,the owner plans to de-bark the one high pitch barking,dog and possible others.
Please note: The property to the south has a rooster that has alcrow >60 db and 2 black labs that also barked
>60 db. c

Subject: USR-1178 Martinson Use by Special Review
Dear Todd:
The City of Greeley Planning Commission recommended approval for the proposed dog
kennel to raise and train toy breeds with the proviso that the use be approved for no more
than 5 years. The Planning Commission considered the location of the proposed kennel,
within the City's Long Range Expected Growth Area, as well as the relative impact of
the kennel to the existing and proposed uses in arriving at their decision. The Planning
Commission felt the use is appropriate at the current time, but since this is an area that
Greeley anticipates growing into, that a time limit for the use be set. Other possibilities
which could be considered to meet this goal would be to make the use non-transferable.
Considering the impact of the proposed use, the decision was to recommend approval
with the noted condition.

Environmental Protection Services has reviewed this proposal;the following conditions are recommended to
be part of any approval:
1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects
against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance condtions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the residential limit of 55db(A) as measured
according to 25-12-102, Colorado Revised Statutes.
6) Adequate toilet facilities shall be provided for the public.
7) The facility shall utilize the existing public water supply.
8) The facility shall receive a permit from and comply with the United States Department of Agriculture
Rules&Regulations Pertaining to the Administration and Enforcement of the Pet Animal Care and
Facilities Act.
9) The application material indicates that in the future an additional room is planned to be added on to
the existing house to serve as a garage and kennel. The septic system shall be reviewed by a
Colorado Registered Professional Engineer. The review shall consist of observation of the system
and a technical review describing the system's ability to handle the proposed hydraulic load. The
review shall be submitted to the Environmental Protection Service Division of the Weld County
Health Dept. In the event the system is found to be inadequately sized or constructed the system
shall be brought into compliance within current I.S.D.S. Regulations.
10) The installation of any septic system within the 100-year flood plain shall comply with the Weld
County I.S.D.S. flood plain policy(attached). In accordance with the Colorado I.S.D.S.Regulations,
no septic systems shall be installed within the floodway.
11) Animal and food wastes,bedding,debris and other organic wastes shall be disposed of so that vermin
infestation,odors,disease hazards, and nuisances are minimized. Such wastes shall be removed at
least weekly, or more frequently, from the facility and hauled by a commercial hauler.

I visited the site which is located off East 18th Street (WCR 58). There is a 70-foot access easement to the
existing facilities. The entire residential area is fenced to accommodate animals. There is adequate room for
additional parking, if necessary.
I have no conflict with this proposed kennel operation.
