Dear Ms. Wiley :
We are in receipt of your letter of October 5, 1992 which
addresses the use of safety lighting at our South Landfill .
It is appropriate to clarify misconceptions in your letter
before addressing the actual issue .
( 1 ) Lighting is displayed over the active landfill area for
safety reasons during landfill operations. Lights are
currently operating at the top of the current fill area.
As we begin to fill in the new landfill area , however ,
lighting will be below ground level .
(2 ) No lights are used to support construction activities
that occur between 7:3O am and 7:3O pm.
(3) The safety lights used in our operation (see attachment )
are operated with visors to minimize the potential for
off-site illumination thus maximizing compliance with
applicable regulations.
The floodlights noted above are necessary to maintain a safe
working environment for our employees , trash haulers and
members of the public that use our site. However , we are
sensitive to the issue outlined in your letter and in
maintaining good relations with our neighbors. We will
continue to make sure that lights are set up and focused on
the work area.

Independent laboratory tests* prove Maxi-Lite fixtures expose the entire
side of the arc tube and elliptical reflector to the work zone instead of
just the tip of the lamp as with co-axial designs featuring conventional
cone-shaped fixtures. The result is an increase in total beam efficiency
from 16.48% to 33.75% over various competitors. None of the
competitors come close to Maxi-Lite's beam efficiency.
Testing was conducted using the identical 1,000
watt metal halide lamp. These tests do not consider
addition of Saf-7-Visor-see back page.

i Official tests of Maxi-Lite equipped with and without Saf-T-Visor at a 30' mounted
height. aimed at approximately 20 degrees below the horizon (typical working
'attitude), average illumination at the worksite increased 13.5%. These tests were also
conducted by Independent Testing Laboratories, Inc. of Boulder, Colorado.
