RESOLUTION RE: APPROVE AREA AGENCY ON AGING'S JOB TRAINING PARTNERSHIP ACT TITLE II-A OLDER WORKER GRANT APPLICATION TO GOVERNOR'S JOB TRAINING OFFICE AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Area Agency on Aging's Job Training Partnership Act Title II-A Older Worker Grant Application to Governor's Job Training Office, commencing July 1, 1993, and ending June 30, 1994, with the further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Area Agency on Aging's Job Training Partnership Act Title II-A Older Worker Grant Application to Governor's Job Training Office be, and hereby is, approved. PROGRAM ABSTRACT: The Weld County Area Agency on Aging Seniors in Industry Program was established in 1983 to meet the needs of the 55+ population in Weld County. The Program has grown slowly but successfully in the last ten years. With the hiring of a full time Older Worker Specialist in May of 1990, the program has experienced its greatest growth, due in part to the new Older Worker Specialist finding new sources for training and job placements. In the past year, positive results have been realized from coordination with Rocky Mountain SER, Larimer County Employment and Training, and the Title V Green Thumb Program. This last program year, the Weld County Job Service Learning Center Lab was also used to train twelve of the eligible older workers in the use of the computer. The Learning Lab is a great resource center because it allows the eligible participant to start training in a low-key environment. The Learning Lab also provides individualized GED instruction. The target group for the program are those individuals who meet the age and income requirements for the IIA 5 % JTPA Older Worker Program. Goals for project year 1993-1994 are to enroll twenty five JTPA eligible individuals into the program. Of these twenty five, eighteen will be placed in quality full-time or part-time employment of not less than twenty hours per week, for a placement rate of seventy percent. The placement wage will not be lower than $4.25 per hour, with an anticipated average placement rate of $5.50 per hour. We will enroll eighteen JTPA eligible older worker participants in hard skills training at Aims Community College, Front Range Community College, or the Weld County Job Service Learning Center Lab. We will enroll three JTPA eligible older workers in on-the-job training activity. We will coordinate with the Green Thumb Program to place four eligible participants in short-term subsidized training. We will provide work experience opportunities for four JTPA eligible older workers. The goals will be met with the following objectives. Aims Community College, Front Range Community College, AARP Works Program, the Job Service Learning Lab, the On-The-Job Training Program , and the Work Experience Program will be utilized for training. There will be a continued effort to coordinate with the Title V Green Thumb Program for short term subsidized training. We will use an employability development plan that will give us the opportunity to develop the best possible plan for the client. We will update the employability development plan whenever necessary to assure that the plan agreed upon is working for the best interest of the client. We will continue recruiting new clients through advertising in newspapers, weekly church newsletters, agency brochures, and word-of-mouth advertising by satisfied clients. We will continue the job development effort to assure that employers are aware of the Older Worker Program in Weld County. We will do desk-side counseling for those JTPA participants in need of counseling. Counseling will be limited to job search and job placement problems only. It is believed that the success of the past three years will continue into the 1993 - 1994 program year. The Weld County Area Agency on Aging Seniors in Industry Program is requesting $50,000 to continue the work of training and placing the Older Worker into quality employment in Weld County. The funds will allow the program to offer more training options and allow for a more aggressive job development effort. The funds should also give us the resources to market the older worker program more effectively. Taking into consideration the sluggish job market in Weld County and the difficulty in working with the Older Worker, we believe that the goals and objectives set for the coming year can result in a positive outcome. 930.176 D. PROGRAM NARRATIVE: 1. Statement of Need: The 1990 U.S. Census shows a 21.6 percent increase in the 60+ population in Weld County. According to Weld County Service Delivery Area sources, 12.4% of the poverty population in Weld County consists of those individuals who are 55+. This computes to 2,480 people who are 55+ and in need of assistance. The unemployment rate in Weld County is still about seven percent. Because of this depressed economy, it is very difficult to find quality employment for the 55+ individual. These statistics show that there is a definite need for an older worker program to continue operating in Weld County. The applicants served by the Seniors in Industry Program fall into the following categories: displaced homemakers with few marketable skills; men who require less strenuous work for health reasons; workers 55 years of age and older who have been laid off due to economic conditions; workers with outdated job skills; and workers who need extensive counseling to help build up their confidence and self-esteem. The Area Agency on Aging Seniors in Industry Program has consistently worked with over one hundred of the 55+ individuals in a program year that are in need of employment or training services. Many of these individuals are not always determined to be eligible for JTPA older worker assistance. In the last three years, we have worked with an average of thirty eight JTPA eligible individuals per program year. The average placement rate for the program the last three years has been about seventy percent. Having the option to offer training and job search support to these applicants through the JTPA Older Worker Program is critical in maintaining the quality of service these people need. Rocky Mountain Ser in Greeley has worked primarily with the older worker Hispanic population. Approximately eleven percent of the total older worker participants served by the Seniors in Industry Program are from the minority population of Weld County. This arrangement has worked very well in serving the needs of the total older worker population in Weld County. Weld County does not have any other older worker programs that can serve the need for unsubsidized employment or training for the 55+ population. 930476 2. Goals and Objectives: While considering the needs of economically disadvantaged people in Weld County who are 55 years of age and older, we offer the following goals and objectives. We will continue recruiting new clients by advertising in newspaper, weekly church bulletins, and agency brochures, as well as by word- of-mouth advertising from satisfied clients. This program year, we are adding to our recruitment efforts. We are planning to coordinate with Aims Community College to have an area set aside during quarterly registration to explain the program services to those people that are 55 years of age and older that are registering for classes at Aims. We are also planning to mail information to companies in the Weld County area explaining the services we offer and furnishing mini-resumes on the clients that we have enrolled. This will allow companies that might be down-sizing their workforce the opportunity for additional training resources. The company then can plan training for those employees affected by the down sizing. It will also allow for job development to be done at the same time. The Area Agency on Aging has implemented a quarterly newsletter that will allow the older worker program the opportunity to inform the older worker population in Weld County what is happening in the area of older worker employment. We will use Aims Community College, Front Range Community College, the Weld County Job Service Learning Center Lab, the AARP Works Program, and the Title V Green Thumb Program as the resources for our training needs. The Weld County Job Service Learning Center Lab gives us the opportunity to offer individualized GED instruction to those clients who need to obtain their GED. This service greatly improves the chances for gainful employment for those clients lacking a high school education. Our partnership with the AARP Works Program in upgrading the job search skills of JTPA eligible clients has been very successful. We plan to continue this relationship with HARP because there is little or no cost to the JTPA Program. We will use the Adult Basic Learning Examination (ABLE) as one of the assessment tools. Utilizing Aims Community College as another source of assessing clients who are interested in taking classes at Aims will also be continued. Desk side counseling will continue to be done for those JTPA eligible 9;30176 clients in need of counseling. Counseling will be limited to job search and job placement problems only. The Employability Development Plan will be used more efficiently this program year to assess the needs of the JTPA client. This will include monitoring of the original plan plus modifying the plan, if necessary, to give the best service to the JTPA client. The effort to place JTPA eligible clients into quality full time or part time employment will be one of the major goals for this program year. This will be done with a more aggressive job development plan. The attitude of the employer toward the older worker is changing. Older workers are no longer looked at as a liability. We believe that, with the right marketing strategy and aggressive job development, quality employment can be obtained for the older worker. Retraining of the older worker will play a big part in the job development effort. In order to meet the above goals, the following objectives are being set. * Enroll twenty five JTPA eligible older worker clients in a JTPA activity by June 30, 1994. * Enroll eighteen JTPA eligible clients in hard skills training at Aims Community College, Front Range Community College, or the Weld County Job Service Learning Center Lab by June 30, 1994. * Enroll three JTPA eligible clients in an on-the-job training activity by June 30, 1994. * Coordinate with the Title V Green Thumb Program to enroll four JTPA eligible clients in a short-term subsidized training site by June 30, 1994. * Provide work experience opportunities for four JTPA eligible clients by June 30, 1994. Of the twenty five JTPA eligible clients enrolled eighteen will be placed in quality full-time or part-time employment of not less than twenty hours per week, for a placement rate of seventy percent. The placement wage will not be lower than $4.25 per hour, with an average placement wage of $5.50 per hour. We will be serving only those JTPA eligible applicants who are residents of Weld County. 930476 3. Administrative Capability The Seniors in Industry Program is part of the Weld County Area Agency on Aging. The Seniors in Industry Program has been a part of the 3% JTPA Older Worker Program since 1983. We are aware of all the requirements necessary to implement the JTPA Older Worker Program. Being co-located with the Service Delivery Area in Weld County has also given us the opportunity to tap into their resources. The Fiscal Officer for the Service Delivery Area oversees the financial activities of the Seniors in Industry Program. Because of the many JTPA programs within the Service Delivery Area, the Fiscal Officer is knowledgeable of the JTPA fiscal requirements. The Director of the Area Agency on Aging supervises the Older Worker Specialist, who is responsible for implementing the JTPA Older Worker Program. The Older Worker Specialist has had this responsibility for three years. He can relate to the needs of the older worker and has shown that he is capable of coordinating the training and job search activities necessary for a successful older worker program. The Older Worker Specialist does the assessment and the Individual Service Strategy for each of the individual older worker participants. The Administrative Assistant for the Area Agency on Aging, who is bilingual, helps with outreach in the Hispanic older worker community in Weld County. Personnel within the Service Delivery area assist with intake and registration of the older worker when necessary. Currently there are no employees working directly with the older worker program who are 55 years of age or older. Copies of the bonding certificates for Weld County employees are attached. The Fiscal Officer from the Service Delivery area is responsible for all the fiscal activities of the Seniors in Industry Program. The Older Worker Specialist has access to the VAX management information system network, and he uses a terminal on his desk for client tracking. He makes all the necessary entries and updates for the older worker participants. The Older Worker Specialist also does all the reporting of the activities associated with the older worker program, including the quarterly report sent to the Governor' s Job Training Office, the report to the local Private Industry Council, and a monthly activity report to the Director of the 930476 Area Agency on Aging. 4. Current and Past Performance The idea for an older worker program in Weld County was first discussed in 1980. After three years of studying and planning, the Seniors Serving Industry Program began working with the 55+ population of Weld County in 1983. The local Area Agency on Aging unit was chosen to administer the program. Because the Area Agency on Aging is involved with aging issues, it was believed that they would be the logical choice to administer the older worker program. The Area Agency on Aging is also co-located with the Weld County Job Service. This has played a big part in the success of the older worker program in Weld County. The Area Agency on Aging was able to tap into the expertise and resources available within the Job Service. The original name of the program was changed a few years later to the current name of Seniors in Industry. In the ten years of its existence, the older worker program in Weld County has served hundreds of clients. The typical client has been the displaced homemaker with few marketable skills; men who, because of health reasons, require less strenuous work; workers 55 years of age and older who have been laid off due to economic conditions; workers with outdated skills; and workers who need extensive counseling to build up their self-esteem and confidence. In the last three years, the average age of the older worker client has been sixty and has had an average annual reportable income of $1,580. The average demographic breakdown has been eighty-nine percent non-minority, eleven percent minority, fifty-nine percent female, and forty-one percent male. The older worker program provides initial desk-side counseling to the eligible client. If needed, the client is enrolled in a job club activity that will teach job search skills, resume writing, and interviewing skills. The AARP Works Program has been a very valuable resource for this type of training. Job search assistance is provided to those people who are in need of the service. Job development is also provided as part of the job search effort. Being co-located with the Weld County Job Service offers the opportunity to share job orders that are placed by phone. Since 1983 the older worker program has stressed retraining as an important part of placing the older worker 930476 into employment. Aims Community College has been available for classroom training since the program began. They have offered classes that are formatted strictly for the older worker. Aims has been able to offer vocational training, computer training, and technical skills training to those clients who have chosen to use their services. Last year another training resource, the Weld County Job Service Learning Center, was made available for use by the older worker client. This has proven to be a very beneficial resource center, because it allows the older worker to learn in a low-key environment. This last program year saw twelve JTPA eligible clients take advantage of computer classes offered through the learning center. The learning center also offers clients the opportunity for individualized GED training. We continue to offer on-the-job training to those clients who want to participate in this training activity. The Title V Green Thumb Program is used for those clients who need training but, because of economic hardships, also have to work to survive. As a short-term training program, the Green Thumb Program fits the needs of many of the older worker clients. The other training component used for the older worker program is the work experience program. In the last three years, we have placed a total of seventy-one older worker clients into classroom or vocational training. There were six clients placed in on-the-job training activities and one client placed into a work experience position. The Green Thumb Program accounted for six subsidized training slots with local host agencies. Of the one hundred and eight JTPA eligible clients served in the last three years, sixty-seven have been placed into employment, for a placement rate of sixty-two percent. The placements have been for an average of 30 hours per week at an average hourly wage of $5.84. The average length of enrollment for the JTPA eligible client has been four months. For the past three years, Colorado Community College and Occupational Education System (with money provided by the Governor's Job Training Office) has been the funding source for the Weld County Area Agency on Aging Seniors in Industry Program. For the program year 1990-1991, the program was granted $19,475, for the program year 1991-1992 we were granted $35,000, and for program year 1992-1993 we were granted $31,500. Our coordination efforts with Rocky Mountain SER, Larimer County Employment & Training, AARP, Aims Community College, and the Green Thumb Program has worked well in strengthening the older worker programs in northern Colorado. Our actual performance versus the planned performance is within the acceptable levels set by the funding source. In the last three program years, we have been able to meet or exceed the goals set forth for those years. We have worked hard to make the older worker program as successful as possible in Weld County. Taking into consideration the depressed economic conditions in Weld County and the difficulty in working with the older worker, we believe that we have done well in serving the needs of the older worker population in Weld County. 5. Collaboration and Coordination Strategies We are planning to utilize all the supportive services that are available to the older worker program in Weld County. Aims Community College will continue to be our main source for classroom and vocational training. Aims has been an asset to the older worker program in Weld County. Aims has tailored classes just for the older worker participant. They have offered classroom space for the AARP Works Program at no charge to the older worker program. Aims personnel have been more than happy to share their expertise whenever called upon. We have been able to utilize the Geriatric Aide Program at Aims to train those participants who wanted to become certified nurses aides. Front Range Community College in Fort Collins has been used on a few occasions, but because of the distance, many participants in the older worker program in Weld County choose not to attend classes at Front Range, even though Front Range has been very supportive of the older worker program in northern Colorado. We will also continue to utilize the Weld County Job Service Learning Center. This learning center allows for low-key instruction in computers as well as individual GED instruction. The Learning Center is a valuable, low-cost training resource for the older worker program. Being co-located with the Service Delivery Area has been very beneficial to the success of the Seniors in Industry Program. It gives us the opportunity to share in the job orders that are placed through the agency. It also provides the needed resources to effectively operate a successful older worker program. The Service Delivery Area has allowed the older worker program to share in the use 96304'76 of Employability Development Plans, the MIS Vax System, OJT contracts, and many other useful resources used by Service Delivery Area personnel. We will continue to co-enroll participants with the Title V Green Thumb Program. The Green Thumb Program has provided short-term subsidized training for the older worker participant unable to attend training without a job. This cooperative effort with the Green Thumb Program was effectively used for the first time during the 1992 - 1993 program year. Rocky Mountain SER has also been a good cooperative partner. We have been able to coordinate the two older worker programs into an effective support group for all the older worker participants in Weld County. We have referred participants from one older worker program to another to better serve the needs of a particular participant. Being a direct part of the Weld County Area Agency on Aging has given the Seniors in Industry Program the opportunity to keep updated on the aging issues that can affect the older worker. It has also been another good employment resource. Case managers with the Area Agency on Aging have been able to make job referrals to the Older Worker Specialist for families in need of in-home health care or general maintenance to their clients ' homes. We plan to continue to work closely with Social Services, Weld Mental Health, United Way, Meals on Wheels, American Red Cross, and many other local agencies that have helped make the older worker program in Weld County so successful. Letters of support and commitment to the older worker program are attached. 6. Budget The overall budget request is $50,000. Of that request, 10% or $5,000 is Administrative, 60. 1% or $30,066 is Direct Training and 29.9% or $14,934 is Training Related. The following breakdown shows all estimated costs budgeted within each cost category. All personnel percentages are estimates of time staff will spend on activity benefiting this grant. The Director of the Weld County Area Agency on Aging is given a monthly summary report on the Seniors in Industry Program activities. The Area Agency on Aging Director and the Older Worker Specialist meet on a regular basis to discuss activities of the Seniors in Industry Program. These staffing meetings have helped to provide timely information to the Area Agency on Aging Director and have allowed for evaluation changes to be made to the program. The required state reporting is submitted on a quarterly basis. b. Continuation: In the event these funds are exhausted we will explore other sources of funding for our older worker program. We would work with the Service Delivery Area for possible funding through their IIA Adult Program. There are also private sources available that will often fund older worker programs. Througn a series cf eight workshops Participants go through self assessment activities; explore job options considering transferable skills; take responsibility for their job search; and, develop for implementation a job search plan. =ARP :CRRB has proven to be a very effective and highly successful program, working ecually well for the displaced worker, the homemaker or the career transitional professional. A survey conducted in 1992 of participants who had taken the Program curing 1991 revealed that over 50 percent of those contacted had accepted new employment within four months after completing the WORMS Program. Additionally, 63 percent had received interviews and 93 percent would recommend the program to others. The real success of AARP :FORKS lies in volunteer support of this Program. Individuals trained by AARP facilitate all of the workshops while human service agencies sponsor and refer many prospective participants to the Program.
