HomeMy WebLinkAbout931687.tiff HEARING CERTIFICATION DOCKET NO. 93-52 RE: ANNUAL MEETING - BEEBE DRAW LAW ENFORCEMENT AUTHORITY A public hearing was conducted on November 17, 1993, at 9:00 A.M. , with the following present: Commissioner Constance L. Harbert, Chairman Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Also present: Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated June 30, 1993, and duly posted June 30, 1993, the annual meeting of the Beebe Draw Law Enforcement Authority was conducted on July 14, 1993, at which time said hearing was continued to November 17, 1993. Don Warden, Director of Finance and Administration, explained the philosophy behind the creation of law enforcement authorities was to make them pay their own way as far as the provision of urban-type services. He explained Beebe Draw had budgets set the first few years, but development has not taken off as expected; therefore, none have been set the past few years. All three law enforcement districts have technical problems caused by Amendment One, which calculates allowable growth beginning with a base year. With zero budget set for the base year, there cannot be an increase; therefore, any future budget request would have to be approved by vote of the taxpayers within the district. Mr. Warden recommended no budget be set for the year 1994 and discussed the option to retain the Law Enforcement Authority so that in the future a budget could be obtained by vote of the members living within the District. He suggested the annual meeting for 1994 be set for the first Monday in May to allow time for staff to determine the approach to be taken. No public testimony was offered concerning this matter. Commissioner Hall moved to set a budget of zero, with no mill levy for the year of 1994. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. Mr. Warden presented an Amendment to the Intergovernmental Agreement for Establishment of the Weld 911 Emergency Telephone Service Authority Board and explained the deletion of Sections V and VIII. Commissioner Hall moved to approve said amendment and authorize the Chairman to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
