Preliminary Submittal . The Subdivider shall submit ten (10) copies of the following materials to the Town Clerk: a . Maps 1 . Location Map. A location map or maps (drawn to a scale of not less than 1 inch = 600 feet) showing : a) The general location of the project and its property boundaries . b) True north and scale of map. c) All significant natural and man made features on the site. d) All adjacent land uses within one half mile of the site. 2. Existing Conditions Map. An existing conditions map showing the following information if applicable : a) All existing structures, roads , and railroads. b) All existing uses on the site . c) Existing zoning districts, taxing districts , or any other special districts . d) Perimeter outline of the project and abutting property lines . e) A survey plat description of the perimeter of the proposed subdivision including ties to existing section monuments or records and a description of monuments (the survey plat shall have an error not greater than one part in 10 , 000 , and monuments shall conform to the requirements of Colorado Revised Statutes , 38- 51-101 , 1973 . f) The location and identification of all existing public and private easements, right— of—ways , streets, alleys , bicycle paths , section lines within and adjacent to the proposed subdivision and the names of existing streets. 16048 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS g) The location and identification of all existing public and private utilities on the property and within two hundred (200) feet of its boundaries . h) The name and location of abutting subdivisions or owners of abutting unplatted property. 3 . Topographic and Vegetative Map. A topographic and vegetative map showing the following information and may be shown in overlay form: a) Lot and street layout of all proposed land uses. b) The existing contours at two (2) foot intervals for predominant ground slopes on the property under fifteen (15) percent grade and five (5) foot contours for predominant ground slopes on the property over fifteen (15) percent grade. Elevations shall be based on National Geodetic Survey sea level data . In cases of predominantly level topography throughout the project, one (1) foot contour intervals are required; c) Slopes shall be broken into the following categories and clearly illustrated on the map: 1) 0 — 5% 2) 5 — 8% 3) 8 — 15% 4) 15 — 30% and 5) greater than 30%. d) The type and location of the site ' s major vegetative features , including the general location of all trees over six (6) inches in diameter measured at six (6) feet above the ground . In cases of heavily wooded sites indicate the outline of wooded areas and location of trees that are to remain. (It is the intent of this requirement to determine the approximate location of trees for design evaluation rather than to require surveying of exact tree location. ) 16049 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 4. Soils, Geology and Natural Hazards Map. A soils, geology and natural hazards map to accompany the professionally prepared reports listed in Section 16-4-2—c-19 of the Platteville Code of Ordinances. This map shall show the following information and may be presented in overlay form. a) Lot and street layout and location of proposed land uses as in Section 16-4-2—b of the Platteville Code of Ordinances. b) Soil types reflecting the information provided in the soils report submitted. c) Significant geologic and natural features and characteristics of the site subject to natural hazards including ( if applicable) . 1) 100 year floodplain and the floodway. 2) unstable soils. 3) expansive soils. 4) subsidence areas. 5) wetlands. d) The location of areas on or adjacent to the property which are considered to be important wildlife areas. b. Plans 1 . Preliminary Site Plan. A preliminary site plan showing : a) General Layout of the Subdivision. 1) The name of the subdivision. 2) General layout of all proposed lots. 3) Circulation systems (auto , bicycle, and pedestrian) . 4) Points of access to public rights—of—way. 5) Proposed names of streets. 6) Major off—street parking and loading areas. 16050 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS b) Land Use . 1) General location of all land uses including areas planned for development. 2) The respective net densities and total dwelling units of each land use. 3) Areas to remain as open space. 4) Sites , if any to be reserved for parks , playgrounds , schools , or other public use. 5) Sub-areas for phased development; c) Lot and Block Identification. 1) Lettering or numbering of blocks and numbering of lots (all blocks shall be lettered in alphabetical order or numbered consecutively, and all the lots in each block shall be numbered consecutively) . 2) The dimensions of all lots shall be given to the nearest foot ( these may be scaled values) . d) General Architectural Style of the Subdivision. Illustrations of the proposed architectural type of all buildings if required by the Planning Commission or the Board . e) Acknowledgements. The name and address of: 1) The Subdivider. 2) The designer of the subdivision. 3) The engineer and surveyor , both of whom shall be licensed by the State of Colorado Board of Registration for Professional Engineers and Land Surveyors. 16051 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 4) The date of preparation of the plan, the plan scale, and a north arrow. 2. Preliminary Utilities Plan. A proposed utilities plan showing: a) Proposed utilities and proposed tie—ins to existing utilities (this shall include the proposed locations of all fire hydrants) . b) Proposed utility easements and tie—ins to existing utility easements. 3 . Preliminary Road Plan. A preliminary road plan to include graphic: a) Alignments . b) Dimensioned right—of—way widths. c) Curve radii and tangent lengths. d) The proposed typical structural and geometric cross sections . e) The locations, type, and approximate size of appurtenant structures such as bridges, major culverts, traffic control devices, lot lines , and other controlling design features . f) Alignments, right—of—way dimensions , and cross sections for bicycle paths . g) Percent grades on roads and bicycle paths. 4. Preliminary Hydrology, Drainage and Grading Plan. A preliminary hydrology, drainage and grading map to accompany the professionally prepared report listed in Section 16-4-2—c-18 of the Platteville Code of Ordinances, this shall show the following information and may be shown in overlay form. a) Lot and street layout and location of all proposed land uses . b) Existing and proposed major hydrologic features on the site, including lakes , streams , marshes and wet areas. 16052 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS c) A storm water drainage plan designed by a licensed professional engineer experienced in open channel hydrology according to the standards listed in Section 16-5-8 of the Platteville Code of Ordinances, showing : 1) Existing drainage facilities and structures , including irrigation and drainage ditches, gutters, and culverts. 2) The overall drainage area boundary and drainage sub-area boundaries . 3) The location of proposed culverts and other drainage structures indicating the method of moving storm runoff water through the subdivision. 4) The proposed outfall point for runoff from the study area . 5) Runoff concentrations in acres of drainage area on each street entering each intersection. 6) For storm drainage facilities not on or adjacent to the tract , the direction and distance to , size and invert elevation or nearest extension of such utilities . 7) The plan shall show the routing and accumulative flows at various critical points for runoff from a two (2) year storm and from a one hundred (100) year storm. 8) Details of drainage facilities, including sizes and grades of culverts, drain inlets, and storm drainage sewers, quantities of flow at each pickup point, and a demonstration of the adequacy of drainage outlets through plans or cross sections.. 16053 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS d) Grading Plan. A generalized grading plan identifying areas of cut and fill and proposed street gradients. Proposed contours shall be shown as dotted lines at the same interval required for existing contours . c. Written Material . 1 . Application Form. One copy of an "Application for Preliminary Submittal Review. " 2. Statement of the Concepts and Objectives of the Proyosal . A statement outlining the basic objectives and concepts of the proposal including but not limited to : a) All proposed land uses and total area devoted to each within all areas scheduled for development. b) The percentage of total project area devoted to each type of land use. c) The overall density proposed . d) The total number of dwelling units proposed. e) The estimated total number of square feet of nonresidential floor space proposed. f) The total number of off—street parking spaces listed separately by use type . 3. Legal Description of the Property. A legal metes and bounds description of the property and acreage performed by a registered land surveyor . 4. Open Space. A statement regarding the location and function of common open space , common buildings, and other common structures , including both common open space and facilities reserved or dedicated for public use and common open space and facilities not so reserved or dedicated . 16054 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 5. Restrictive Covenants , Special Conditions and Easements . A statement regarding the substance of any existing or proposed covenants , special conditions , grants of easements , or other restrictions applying to all or any portion of the proposed site, including a statement of how such restrictions will ensure compliance of subsequent development and use with Town policies . 6 . Ownership of Common Facilities. If applicable , a discussion of the substance of the proposed legal treatment of ownership and maintenance of any streets , paths , or ways , common open areas , common buildings , or other common structures within the development. 7 . Water Supply and Water Rights. a) New Public Water Supply. Where a public water system separate from the existing municipal system is proposed, adequate evidence must be presented indicating that the water supply is sufficient in terms of quality, quantity, and dependability to ensure an adequate supply of water for the type of land use proposed. Such evidence may include but not be limited to : 1) Evidence of ownership or right of acquisition of or use of existing and proposed water rights and what rights are senior to the source. 2) Historic use and flow of water and estimated yield of claimed water rights. 3) Amenability of existing rights to change in use . 4) Environmental impact assessment concerning diversion of water from existing source . 5) Evidence that public or private water owners can and will supply water to the proposed project stating the amount of water available for use within it and the feasibility of extending service to that area . 16055 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 6) Type of treatment to be used . 7) Laboratory report on raw water showing : (a) physical quality. (b) chemical quality. (c) bacteriological quality. b) Existing Water Supply. If water is to be obtained from an existing public or private supplier , the following information shall be supplied by the supplier : 1) A statement of willingness to extend service. 2) The estimated total gallons per day of water requirements , including a breakdown by land use type . 3) The quantity of water to be furnished . 4) The quantity of water available to the supplier . 5) The existing commitments to be served. 6) The feasibility of extending service into the subdivision. 7) A copy of a contract with the proposed subdivision providing for public water supply by the supplier. c) Individual Water Supply. Where individual on— lot water supply systems are proposed , a geologic report shall be submitted and shall contain a specific section on ground water geology which indicates: 1) The probability of success of wells or systems . 2) The expected long term yield of such wells or systems. 16056 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 3) The expected depth of usable water . 4) The expected quality of the anticipated water . 5) Any expected significant problems of long term supply, pollution, or long term maintenance of such wells or systems. 8 . Water Distribution System. A statement outlining the proposed distribution of water including but not limited to the following : a) Location and size of pipes. b) Storage facilities to be provided. c) The number and size of proposed taps. d) The number and size of proposed fire taps. e) The manner of connection to the present Town system. 9 . Sanitary Sewer System. A statement outlining a) The type of sewer system proposed. b) The method of wastewater disposal . c) The estimated quantity of sewage to be generated , including an estimate of the average number of pounds of BOD per day that will need treatment. d) A study showing the feasibility of extending services to the project. e) Alternative waste water disposal methods including , but not limited to septic systems and the establishment of new districts, may be presented to the Town for its. consideration. 16057 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 10 . Electric, Telephone , Gas , Cable TV Utilities. A statement outlining : a) The type of utility sources to be used . b) When appropriate , a letter from the appropriate utility companies or special districts indicating their ability and willingness to serve the proposed subdivision. 11 . Storm Drainage System. A statement outlining the proposed storm drainage system and how it connects with the Town' s existing storm drainage system, if applicable. a) Location and approximate size of pipes, culverts and bridges. b) Location and capacity of storm drainage detention facilities. c) Location of major above ground storm drainage facilities such as swales and ditches. 12. Recipients of Storm Drainage Releases. A letter from each owner of property to be affected by the release of stormwater from the site beyond historic flows , indicating their acceptance of the proposed storm drainage plan, or the areas of conflict with the proposed storm drainage plan. 13 . Solid Waste Generation and Disposal . A statement concerning : a) The estimated amount of solid waste generated by the project. b) The proposed method of disposal . c) When applicable , a letter from the appropriate collection company or special district indicating their ability and willingness to serve the proposed subdivisions. 16058 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS 14. Fire Protection. A statement concerning the type of fire protection to be provided, including , when appropriate , a letter from the appropriate special district or entity indicating their ability and willingness to serve the proposed subdivisions. 15 . Notice of Service Approval . A letter from each special district, utility company, or other entity involved , including the Town, addressed to the Planning Commission, stating that specific services and/or utilities are available and stating that they have reviewed the plan and are forwarding their comments concerning the extent of services and the design of utility easements . 16. Public Use Areas. A statement outlining in general terms the anticipated need within the project for public use areas such as school sites , municipal buildings, parks , or other forms of open space. 17 . Low and/or Moderately Priced Housing . If applicable, a statement regarding the provisions for low and/or moderately priced housing. 18. Potential for Radiation Hazard . If applicable, a statement pertaining to the potential for radiation hazard to the proposed land use . 19 . Ownership of the Land , Mineral Rights and Water Rights to be Subdivided. An affidavit that the applicant is the owner , equitable owner , or authorized by the owner in writing , to make application for the land proposed to be subdivided. A disclosure statement of any mineral rights or irrigation water rights appurtant to the land (name of source and quantity) shall be included with the ownership affidavit. 20. Professional Reports. Professionally prepared reports or statements which adequately portray the physical characteristics of the property as deemed necessary by the Board or Planning Commission, including : 16059 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS a) Soil types and a table of interpretations prepared by a registered soils engineer indicating the suitability of soil types on the property to accommodate the proposed land use; b) Geologic investigations prepared by a professional geologist or registered professional engineer experienced in geologic engineering indication the suitability of the property for the proposed development and those characteristics significantly affecting the uses of the property and determining the impact of such characteristics on the proposed development; c) Hydrologic characteristics of the property including water tables , streams , lakes, 100 year floodplain, existing and proposed drainage system for storm runoff , etc. prepared by a registered professional engineer experienced in open channel hydrology according to the standards listed in Section 16-5-8 of the Platteville Code of Ordinances. d) Vegetative characteristics including dominant varieties found on the site. e) Wildlife species found on the site and in the immediate area , including fish species and bird species passing through or over the site, and anticipated effect the proposal will have on them. 21 . Estimated Public Facility Construction Costs and Pro?osed Financing. A statement outlining estimated construction costs and proposed methods of financing of the streets and related facilities, water distribution system, sewage collection system, storm drainage facilities , and such other utilities and improvements as may be necessary. 22. Schedule of Development. Information concerning the proposed schedule of development. 16060 16-4-2 SUBDIVISION REGULATIONS Article 4 SUBMITTAL SPECIFICATIONS a) The approximate date when construction of the project is proposed to begin, number of dwellings and unit mix for each phase , and the general time span of the entire development. b) The stages in which the project will be built and the approximate date when construction of each stage is proposed to begin. c) The common open space, if any, that will be provided at each stage. 23. Additional Information That May Be Required . Any additional information which the Planning Commission or the Board may reasonable requeststo to assist them in the review of the prop subdivision. d. Preliminary Submittal Materials Preparation and Certification Requirements . 1 . Scale of Maps and Plans. a) All maps and plans included with the Preliminary Submittal , except the location map, shall be drawn at the scale of one (1) inch equals one hundred (100) feet or one (1) inch equals fifty (50) feet. b) Some variation from this may be acceptable in the case of unusually large projects provided the maps and plans and design are clearly legible. 2. Quality and Workmanship. a) The prints of the maps and plans shall be black on white or blue on white; reproductions shall be clear and crisp. b) A workmanlike execution of the map or plan shall be made in every detail .
