The Weld County Council met in regular session in full confokhi'ty-with the Weld
County Home Rule Charter at the Lochbuie Town Hall, 0152 Poplar, Brighton,
Colorado, on Wednesday, May 5, 1993, at 7:30 p.m.
ROLL CALL:
The meeting was called to order by President Young, and the following members
were present, constituting a quorum of the members thereof: President Young,
Vice President Campbell, Councilman Gardner and Councilman Orr. Councilwoman
Janda was absent.
Also present were Clara E. Schweitzer, Lochbuie Town Clerk; Erich Wachsmann,
Mayor of Lochbuie; Sharon Wachsmann; Ivan Oster, Trustee of Lochbuie; Sandra
Sauers, Trustee of Lochbuie and the Council Secretary.
President Young welcomed those in attendance, thanking representatives from the
Town of Lochbuie for the use of their facilities, introducing the members of the
Council and briefly explaining the function of the County Council.
APPROVAL OF MINUTES:
Councilman Orr made a motion to approve the minutes of the April 7, 1993 meeting.
Vice President Campbell seconded the motion. Vote was taken and the motion to
approve the minutes carried unanimously.
APPOINTMENTS:
President Young noted the appointments listed and mentioned that he would be
unable to attend the Elected Officials' Meeting on May 10, 1993. He also
mentioned that he would follow up with Commissioner Constance Harbert on the Weld
County strategic plan.
ADDITIONS TO AGENDA:
There were no additions to the Agenda at this time.
CORRESPONDENCE:
The correspondence received was duly noted by President Young and was
subsequently circulated among the Council members.
REPORTS:
COORDINATOR REPORTS
Councilman Orr reported on the Planning and Zoning Task Force set up to hear
concerns of any interested citizens, realtors, landowners and surveyors regarding
planning processes. Action stemming from the outcome of the first meeting has
already been taken by the Commissioners, in rescinding the requirement that

surrounding mineral owners must be notified to report exemptions, except in the
case of special use permits. At the Task Force's second meeting, additional
input on the process of recording exemptions, along with associated fees, was
received. Councilman Orr will report on the reasons for the high cost, along
with the breakdown of fees, at the Council's next meeting. In response to Mr.
Oster's remark that it would help this area of the county if 35 acres were not
required for building a home, Councilman Orr replied that this is flexible and
the Commissioners have the ability to waive any ordinance.
Vice President Campbell remarked that he was pleased and excited to see a Memo
from the Personnel Department regarding a suggestion box with incentive goals for
Weld County employees. President Young agreed, and suggested the Council keep
an observation on the progress of this program.
Councilman Gardner spoke on the background of the Sunnyvale, California agenda
item. He had been in California this past month, but his appointment with the
Assistant City Manager had been cancelled. Since he plans another trip there in
November, another attempt to meet with City officials and present specific
questions regarding the operation of their government will be made. Vice
President Campbell suggested that a general observation of the condition of the
city, including streets and parks, would be helpful in evaluating the success of
their program. Councilman Orr thought informal talks with taxpayers regarding
their impressions of their government would add to Council's assessment.
President Young explained "Reinventing Weld County" and the strategic planning
sessions and felt that noting Sunnyvale employees' morale, what is rewarded and
what is important to the citizens would prove valuable.
OLD BUSINESS:
INVESTMENT RECOMMENDATION FOLLOW-UP
President Young provided some background on this issue and reported that no
response to Council's requests to attend meetings had been received from Weld
County Treasurer, Mike Loustalet. He had been unable to attend Council's March
3 meeting and had stated that he would not come to either the April 7 meeting or
this evening's meeting but would articulate his concerns regarding the
recommendations and errors contained therein in a letter to the Council. Said
letter has not yet been received by the Council. President Young expressed
concern that there has been no dialogue with the Council regarding the
recommendations, and a letter formally requesting Mr. Loustalet's presence at the
June 2 Council meeting will be sent next week. The Commissioners will receive
a copies of the letter with Council's Investment Recommendations attached.
President Young will contact Commissioner Harbert regarding Council's concern on
this issue. He added that if Council receives no response from the Treasurer
then he intends to write a letter to all County media as a concerned citizen of
Weld County.
Councilman Orr had spoken with Joe Tennessen of KFKA radio. A call-in program

featuring local elected officials is broadcast on that station every Tuesday from
9:00 a.m. until 11:00 a.m. , and the second Tuesday of each month has been
dedicated to the County Council. The first program will air on May 18, 1993,
with Councilman Orr available for questions and comments. Councilman Gardner
agreed to attend the June show, with President Young attending in July and
August.
NEW BUSINESS:
PAYMENT OF THE BILLS
Vice President Campbell made a motion to approve the payment of the bills as
amended. Councilman Orr seconded the motion. Vote was taken and the motion
carried unanimously.

SECRETARIAL RESEARCH REQUESTS
Vice President Campbell requested that the Council Secretary find out when the
NCMC Board meetings are held.
PUBLIC COMMENTS:
Mayor Wachsmann expressed concern regarding the protection of his town's water
supply from agricultural contaminants. A protection ordinance has been adopted
by the town but has not been complied with. Nitrate levels have reached 13, with
ten being borderline. Councilman Gardner referred the Mayor to the Special
Districts Association. In response to additional concerns regarding the County's
commitment to clean water, Councilman Orr alluded to the National Hog Farm
monitoring by the Weld County Health Department. Vice President Campbell also
provided Cooperative Extension resources.

The meeting was adjourned at 10: 15 p.m.
