HomeMy WebLinkAbout920673.tiff RESOLUTION RE: GRANT MANUFACTURED HOME ZONING PERMIT NO. 90 - BEMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado, on the 22nd day of July, 1992, considered the request of Greg Bement for a manufactured home to be used as a principal dwelling, and WHEREAS, said manufactured home is to be occupied in an A-Agricultural Zone District on a parcel of land being more particularly described as follows: Lot A of RE-781 located in the NW* of Section 4, Township 5 North, Range 67 West of the 6th P.M. , Weld County, Colorado WHEREAS, the Board of County Commissioners, having heard the testimony, finds that said request should be granted subject to the following conditions: 1. The applicant shall apply for a building permit for the manufactured home prior to locating the manufactured home on the property; 2. A septic permit shall be obtained from the Weld County Health Department prior to the issuance of the building permit for the manufactured home; 3. Prior to the issuance of a building permit, the owner shall submit evidence that the cistern is supplying water in such a manner as to be adequate in quality, quantity, and dependability for the proposed use; 4. The manufactured home shall not be occupied until such time that the applicant has complied with Conditions 1, 2, and 3 above. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request of Greg Bement for permission to place a manufactured home to be used as a principal dwelling on the above described parcel of land, which was found to be in compliance with Section 46 of the Weld County Zoning Ordinance be, and hereby is, granted subject to the hereinabove listed conditions. 920673 hoioa cc. . gen , PL. Legal Description of Parcel: Lot A of RE-781 located in the NW4 of Section 4, T5N, R67W of the 6th P.M. , Weld County, Colorado. Location: Approxmately 2 miles south of Windsor; south of Weld County Road 62 and approximately 1/4 mile east of Weld County Road 17. The Department of Planning Services' staff has reviewed this request and has concerns about the adequacy of the proposed water supply for the manufactured home. The applicant requests that he be allowed to use a 1500 gallon cistern. The Weld County Health Department has recommended that a cistern be used only as a last resort and that the size of the cistern be based on 75 gallons per person per day. The septic system is permitted for a 3 bedroom home and 5 persons. This would require 375 gallons per day. At this rate of consumption, the cistern would have to be refilled every four days. It is the opinion of the staff that the applicant has not exhausted other means of acquiring an adequate water supply. A well permit has been issued for the subject property by the State of Colorado, Division of Water Resources. The applicant has not supplied documentation that an attempt has been made to drill a well on the property. The applicant has submitted a petition in favor of the request. We will be using a cistern for our main water supply. A well was tried to be put in by a previous owner. A copy of the permit is attached. The owner went down 700 ft and hit air. All the surrounding families have cisterns in this area. We were told that in order to hook up to City of nree?eys water and sewer supply, all the _surrounding _families would have to do it together and it would cost $15,000.00 per hook up. So this does not seem to be an option for us at this time and we will be using a cistern.
