RE: APPROVE GRANT APPLICATION TO THE MARCH OF DIMES BIRTH DEFECT FOUNDATION
FROM WELD COUNTY HEALTH DEPARTMENT AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a March of Dimes Grant
Application to be submitted to the Birth Defect Foundation from the Weld County
Health Department, commencing January 1, 1993, and ending December 31, 1993, with
the further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said
application, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the March of Dimes Grant Application to be submitted to
the Birth Defect Foundation from the Weld County Health Department be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 17th day of June, A.D. , 1992.

MARCH OF DIMES GRANT APPLICATION
ABSTRACT
To address the issue of teen pregnancy, the Weld County Health Department's
(WCHD) Health Education Program will work with the WCHD teen advisory board to
develop a peer education program. A team of 10 peer educators, recruited from
the teen advisory board and other youth programs, would be trained in the basic
tools of behavior change: problem identification, goal setting, problem solving,
identification of barriers and appropriate reward systems. The peer educators
would then focus their outreach efforts on teaching behavior change skills to at
risk teens. The goal of teaching these skills is to reduce teen pregnancy and
alcohol and other drug use. This in turn promotes the March of Dimes goal of
healthier babies.
QUESTIONS AND STATEMENTS
1. NEED Weld County has a population of 131,821. Nearly 29% of the county is
under 18 years of age. Slightly over 20% is Hispanic. In 1989 there were 11,000
students enrolled in Middle, Junior and Senior High Schools in Weld County. The
1990 teen (15-19 yr old) fertility rate for the county was 55.7. This is above
the state of Colorado's rate of 54.8. The Colorado Youth Risk Behavior Survey
indicates 55% of Weld County teens have had sexual intercourse in their lifetime,
53% did not use a condom and over 25% were using alcohol or another drug at last
intercourse. This behavior places Weld County youth at increased risk for
unintended pregnancy and STD and HIV infection. In addition, unplanned teen
pregnancy and drug and alcohol abuse are strongly correlated with inadequate
prenatal care and birth defects.
A recent community health needs assessment among Greeley residents indicates that
teen pregnancy and substance abuse are among the top three concerns facing area
youth. While there are currently a number of teen programs targeted at high risk
youth in Weld County, there is not a program designed to provide peer education.
The nearest peer education program is based in Thornton and was invited to Weld
county frequently last year. Area programs serving youth include First Steps,
a prenatal case management program promoting increased access to the health care
system for women of reduced means. Over 50% of First Steps' clients are under
19 years of age. The Boys and Girls Club of Greeley is a primary gathering place
for low income Greeley youth with limited access to health care. The Rodarte
Center, a community recreation center, serves the predominantly Hispanic North
Greeley community through recreational and cultural awareness programs. The Weld
County DA's office Juvenile Diversion Program has a case load of 120 - 200 high
risk youth at any given time. These programs have indicated that they would
welcome a peer education program in the community.
2. OBJECTIVES
To decrease the risk of low birth weight, infant mortality and birth defects
which result from inadequate prenatal care and/or the use of alcohol and other
drugs during pregnancy by:
1. Reduce teen pregnancy in Greeley, Colorado to less than 28 per 1000
adolescents by the year 2000.
2. Program participants will demonstrate the ability to make healthy
and appropriate choices about sexual activity and drug and alcohol
use.
3. Program participants will demonstrate increased knowledge of
resources available to them in the community for family planning and

alcohol and other drug intervention.
Target groups would include the following: Rodarte Hispanic Cultural Center in
North Greeley, Island Grove Sumner Youth Program, Our Lady of Peace Catholic
Church Youth Group, Boys and Girls Club of Greeley and the Weld County DA's
Juvenile Diversion Program.
BUDGET JUSTIFICATION
The project director will be employed 12 hours per week to recruit, train and
coordinate the peer educators. A part time health educator is currently in place
at the Weld County Health Department and is paid an hourly rate of $10.83. This
would continue for the 12 month period of the grant.
Additional program expenses will include: t-shirts for each peer educator ($12.00
each) intended to identify them with the program during community outings and to
give the educators some sense of identity with the program.
$420.00 for snacks to be provided during training and regular meetings.
In order to be competitive with other employment opportunities in the area, peer
educators will be reimbursed $4.35/hr during training and presentation times.
We are requesting $1200.00 for the purposes of hourly reimbursement for peer
educators. This will pay for 276 hours of peer educator time. Additional funds
will be sought from the community to further fund the peer educators.
Mileage expenses will be reimbursed at a rate of $.25 per mile. It is
anticipated the program will require travel nearing 170 miles per month for a
total of $510.00.
We are requesting $9,008 to fund the project director position, peer educator
reimbursement for presentations and peer training expenses.

Enclosed for Board approval is a grant application to the March of Dimes Birth
Defect Foundation from the Weld County Health Department.
This grant application is a request to continue addressing the health care needs
of adolescents in Weld County. These objectives will be met by collaborating
with the teen advisory board to develop a peer education program.
The project period of the grant will be January 1, 1993 through December 31,
1993. The total amount of funding requested from March of Dimes is $9,008.
