In accordance with the solid waste statute (30-20-109 et seq.) a preliminary completeness review of such application is required within 30 days of receipt. The Division has completed its initial review of the application. In the judgement of the Division, your application is incomplete. The Division will not begin its formal review until the following items are clarified: 1. Pursuant to section 3.2 of Colorado's solid waste regulations 6 CCR 1007-2 (the Regulations), all portions of the facility design must be reviewed and sealed by a Colorado professional engineer. 2. Pursuant to section 3.2.3(d) of the Regulations;the location,dimensions and grades of all surface water control features shall be provided. All surface water control structures shall be designed in accordance with section 2.1.6 of the Regulations. 3. Please provide a site map which illustrates the location and dimensions of the composting staging and storage areas, and raw material stockpiles. 4. Piease show surface water run-on and run-off control features and their relationship to item #3. 6. Pursuant to section 3.2.2 (A) of the Regulations, all surface water features within a two mile radius of the site boundary shall be identified (ie. lakes, rivers, springs, etc.). Please provide a map which illustrates these features. 7. Pursuant to section 3.2.2 (C) of the Regulations, all ground water wells within one mile of the site boundary shall be identified. Provide the following information on each well:well depth,depth to water, screened interval, aquifer taped and use of water. 8. Please provide a map which shows the local geologic formation(s) and structures. Include a written description of each geologic/soil layer at the proposed site. Provide geotechnical information on the permeability of the onsite material and its effectiveness as a liner. 10. Solid waste sites and facilities shall not be located in a floodplain. Please provide information which shows the proposed facility does not lie within a floodplain. 11. The application states an evaporation pond will be constructed onsite to collect and hold surface water. Please provide construction specifications for the evaporation pond. 12. The Division only received one copy of the application. Per section 1.6.2 of the Regulations, five (5) copies of the application shall be forward to the Division by the governing body, in this case Weld County. If the appropriate number of copies were not provided to Weld County, please submit the correct number. If you did provide the required number, please contact Weld County and have them forward four (4) additional copies to the Division. These conclude the Division's comments regarding the completeness review of the proposed Highway 66 Composting Facility. The Division will continue its technical review of the application after it receives this additional information. Please note that it is not the intent or purpose of a preliminary completeness review to imply anything concerning the final approval of a proposed site and facility. Also, the Division may request additional information in order to clarify aspects of your proposal. If you have any questions regarding this matter, please call me at 303-692-3437.
