The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, January 13, 1993, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:

Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer

MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board
of County Commissioners meeting of January 11, 1993, as printed.
Commissioner Baxter seconded the motion, and it carried
unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Webster moved to approve the consent agenda as
printed. Commissioner Kirkmeyer seconded the motion, and it
carried unanimously.
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Chuck Cunliffe, Planning Director, summarized the activities of
his department for 1992, as compared with 1991.
Curt Probert, Extension Director, presented a list of user fees
charged now and those proposed for future use. He also
presented a Colorado Farm Show brochure.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General Fund $ 378,938.60
Handwritten warrants:
General Fund $ 30,300.00
Payroll Fund $ 289.87
Commissioner Hall moved to approve the warrants as presented by
Mr. Warden. Commissioner Webster seconded the motion which
carried unanimously.
BIDS: There were no bids to be considered today.

BUSINESS:
NEW: CONSIDER AGRICULTURAL BURNING GRANT APPLICATION WITH FEDERAL
ENVIRONMENTAL PROTECTION AGENCY AND AUTHORIZE CHAIRMAN TO SIGN:
Jeannie Tacker, Health Department, explained that agricultural
burning is not regulated. She said this grant would provide
educational funds to increase awareness of the ramifications.
It requires a 25% local match, which is available in their
budget at present without an additional appropriation. Jeff
Stoll, Environmental Services, discussed the program in more
detail. In response to Commissioner Webster's question, Mr.
Stoll said this grant period ends in June of 1994. Ms. Tacker
pointed out an application can be made at that time for an
additional year. Commissioner Webster moved to approve said
application and authorize the Chairman to sign. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.
CONSIDER RENEWAL OF TAVERN LIQUOR LICENSE, WITH EXTENDED HOURS,
FOR LUCKY STAR CORPORATION, DBA LUCKY STAR BAR AND GRILL, AND
AUTHORIZE CHAIRMAN TO SIGN: Chairman Harbert read the report
which was received from the Sheriff's Office stating no
violations have been recorded on this establishment.
Commissioner Hall moved to approve the renewal of said license
and authorize the Chairman to sign. Seconded by Commissioner
Webster, the motion carried unanimously.
PLANNING: CONSIDER RESOLUTION RE: VIOLATIONS OF THE ZONING ORDINANCE -
SULLIVAN, EICHLER, HANSON, UNDERHILL, HOWARD, ET AL, YOCOM,
ABERLE, AND HELLE: Commissioner Baxter moved to approve this
Resolution authorizing the County Attorney to proceed with legal
action against Harley Sullivan, Haiko H. and Monika Eichler,
Charlotte Hanson, Robert Underhill, Carol C. and David E.
Howard, et al, M. M. Yocom, Vincent J. and Patricia A. Aberle,
and Benny J. and Rita Helle for violations of the Weld County
Zoning Ordinance. Commissioner Hall seconded the motion, and it
carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:30 A.M.

1992 SUMMARY OF ACTIVITIES
CURRENT PLANNING
The department received and processed a total number of 247 land-use cases that
required public hearings. This figure is a 29.3% increase from the total number
of cases processed during 1991. The department processed 191 cases during 1991.
The department also reviewed a total of 54 staff-issued applications. This
figure is an 11.5% decrease in the total number of applications reviewed in 1991.
The department reviewed 61 during 1991.
The staff reviewed and approved a total of 140 different applications utilizing
the administrative review process for reviewing recorded exemptions, subdivision
exemptions, and zoning permits for mobile and manufactured homes. This figure
represents 56.7% of the total cases submitted that required public hearings.
PUBLIC ASSISTANCE
Planning personnel responded to a total number of 11,406 public inquiries. These
included 9,220 telephone calls and 2,186 interviews. This compares with a total
number of 12,070 inquiries in 1991 and represents a 5.5% decrease. These figures
. do not include inquiries .with the Director, administrative support staff, or
building inspection personnel.
BUILDING PERMITS. INSPECTIONS. AND COMPLIANCE
The department issued 2,020 permits. These included 863 building permits, 712 oil
and gas permits, 279 electrical permits, and 166 mobile home permits. These
figures reflect a 5.0% increase when compared to the number of permits issued in
1991. (1,923 permits issued during 1991.) Total valuation of permits increased
29.1% when compared to the valuation of permits issued during 1991.
($42,051,597) in 1992 and $32,565,285 in 1991.)
The department conducted 11,659 construction inspections. This figure is a 15.1%
increase in the number of inspections compared to those conducted in 1991.
(10,127 in 1991). Building Inspection vehicles traveled a total of 127,534 miles
in 1992. This figure is a .7% decrease from the total miles traveled in 1991
(128,431 in 1991). As of December 31st, there were 4,018 active permits. This
figure includes 2,027 town permits, 109 mobile home permits, and 1,882 county
permits. An active permit is any permit issued after January 1, 1990.
The department processed 130 building code violations. This figure is a 13.9%
decrease when compared to the number of violations processed during 1991. (151 in
1991). As of December 31st, there were 61 building code violation cases in
progress.
ZONING COMPLIANCE
The department investigated 123 zoning complaints and processed 100 zoning
violations. This is a 43.3% decrease in the number of complaints investigated
and a 51.7% decrease in violation cases when compared to those investigated and
processed during 1991 (217 complaints and 207 violation cases in 1991). As of
December 31st, there were 119 zoning violation cases in progress.
The priorities established for responding to zoning complaints are: called-in
complaints from the public, active violation cases in progress, and staff
initiated complaints found on routine field inspections.
WELD COUNTY COOPERATIVE EXTENSION
REPORT TO THE WELD COUNTY COMMISSIONERS
JANUARY 13, 1993
Following the passage of Amendment 1 , we were asked by the Board of Weld
County Commissioners in November, 1992, to prepare a listing and report of ways we
have to raise funds to assist with our budget limitations.
The Federal Extension policy regarding "user fees", states "it is permissible to
charge fees for incidental costs, if the proceeds are used in furtherance of Extension
work". It also notes that "users fees may not be charged for educational services - if the
proceeds are to be used to augment the operational cost of the Cooperative Extension
Services in substitution of state or county appropriations for that purpose."
With that noted, our Weld County Cooperative Extension staff has compiled the
following listing of services provided that we will charge users for to expand and improve
the quality of education we provide.
WELD COUNTY 4-H YOUTH PROGRAM
Members (ages 8-19) currently enrolling in 4-H, pay a fee of $6/member or
$7/horse project member. These funds pay for literature received and medical insurance
coverage.
In 1994 (enrollment in fall of '93) we will propose to the 4-H leader/parent council
to raise this enrollment fee to $10/member. The additional funds will be used for the
increased cost of literature and for 4-H leader training costs.
The Weld County Fair Board has approved an increase in a "late entry fee" to $5
vs. $1 previously charged. The primary purpose is to encourage exhibitors to meet the
entry deadline. It may also result in some increased revenue for the County Fair.

The need to pursue donations and grant monies for both youth and adult
educational programs is necessary.
Monies obtained from grant proposals and other income estimates listed above will
be placed in our non-appropriated funds account. It receives an annual audit by Colorado
State University appointed auditors.
These funds come from individuals who directly utilize our educational
services.
Income derived from these and other means outside of our county, state and
federal budgets will be documented and reported annually.
Federal, state and county funds are utilized to provide our facilities, personnel and
resources necessary to serve the public on a non-discriminatory basis.

the amount of $230,510.00. Commissioner Hall moved to approve
the warrants as presented by Mr. Warden. Commissioner Kirkmeyer
seconded the motion, which carried unanimously.
