Subdivision
Lake Arrowhead Homeowners, at their annual meeting on
April 6, 1992, authorized the initiation of an effort to
proceed with the county on the possible formation of a
special improvement district for paving purposes.
An appointed committee proceeded on April 17 to secure
signatures of interested property owners. The attached
letters of interest represent 92 lots. I believe there
are 168 lots in Arrowhead of which approximately 45-50 are
vacant. A large majority of residents are interested in
more information on paving. Your assistance is requested
in scheduling and conducting a public meeting to discuss
the details of paving the remaining 2. 8 miles of road.
Please advise as to how we can help move the process
forward.

Arrowhead Subdivision Improvement District: Drew Scheltinga, George Goodell, and
Don Warden
The board agreed to proceed with the Arrowhead Subdivision improvement district.
This will be a project for the 1993 construction year. The district will pay all
construction costs and the county will bear administrative expenses. All
drainage problems will be carefully documented and corrections will be paid for
by the district. The property owners will determine how to assess charges for
property located on paved roads in the subdivision as opposed to property on
unpaved roads. The county will help with the mechanics of the decision by
suggesting several options.
Weld County/City of Greeley Joint Projects: Drew Scheltinga, George Goodell, and
Don Warden
Drew Scheltinga outlined Weld County/City of Greeley Joint Projects tentatively
agreed on. (See attached list) The board agreed to these projects plus the
following: 1) Consider paving 20th Street between 71st and 83rd Avenues in
1993, 2) estimate the cost of paving 59th Avenue from 20th Street to 10th Street
and from 20th Street to 4th Street and present the figures to the city for
consideration and, 3) at the end of this year's paving season, discuss paving
47th Avenue south of Highway 34.
Advisory Board Vacancies: Chuck Cunliffe and Vicky Sprague
The commissioners discussed several ways of finding applicants for various
advisory boards that have vacancies.

Brief description of the problem/issue:
We have received a letter from the residents in Arrowhead Subdivision
requesting us to proceed with an investigation into the possibility of creating
an improvement district to pave the gravel roads in Arrowhead Subdivision.
There are 168 lots in Arrowhead Subdivision, and 92 of the lots are represented
in the letter requesting us to proceed.
As the commissioners are aware, I attended the Arrowhead Homeowners Association
meeting on Monday, April 6. At that time I gave them a very brief run down
regarding improvement districts. I made it perfectly clear that a district
must pay 100 percent of the cost for road improvements within subdivisions
because they serve only the lot owners and not the county as a whole. I
explained the commissioners have never wavered from this policy and that we had
paved several subdivisions through improvement districts.
There are 2.8 miles inside Arrowhead Subdivision that are not paved. I
estimate the cost to run between $160,000 and $180,000. In certain areas the
drainage and existing ditches are a problem. Fixing drainage problems could
increase the cost slightly.
In my discussions with everyone, I have indicated this would be a project for
the 1993 construction season.
What options exist for the Board? (Include consequences , impacts, costs, etc.
of options) :
The option is to proceed or not proceed with the district.
Recommendation to the Board:
The only negative side to this project is it would take between $160,000 and
$180,000 out of our cash flow for paving next year.
I recommend we proceed with the district on the basis 100 percent of the
construction costs are paid by the district with the county bearing the
administrative expenses. That would be consistent with all subdivision
projects in the past.
