HomeMy WebLinkAbout930525.tiff RESOLUTION RE: APPROVE PROPOSAL FOR COMPREHENSIVE JAIL PROCEDURES AND ACCEPT LOW BID FROM VOORHIS/ROBERTSON JUSTICE SERVICES, INC. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a request from the Sheriff's Department to reallocate $42,000 included in the Sheriff's 1993 machinery and equipment account which was allocated for the purchase of a live-scan fingerprinting device, to allow the purchase of a commercial clothes dryer for inmate clothing at an estimated cost of $4,500 and to purchase consultant services to develop and write procedures and post orders for $29,500, and WHEREAS, the Sheriff's Department has, through a competitive bid process, received three Requests for Proposal (RFP) to provide said consultant services, with the lowest RFP being submitted by Voorhis/Robertson Justice Services, Inc. in the amount of $29,500, and WHEREAS, after review, the Board deems it advisable to approve said request, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request from the Sheriff's Department for reallocation of 1993 budgeted funds be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the RFP from Voorhis/Robertson Justice Services, Inc. for consultant services be, and hereby is, accepted. Of that amount, $35,000 was allocated to purchase a live-scan fingerprinting device. The Colorado Bureau of Investigation has since notified us they intend to place a live-scan fingerprinting device at the Sheriff's Office without cost. I am requesting the approved allocation be used to procure a capital item that would be requested in the 1994 budget and purchase consultant services to develop comprehensive jail procedures and jail post orders during 1993. Specifically, the $35,000 would be used to replace the commercial clothes dryer for inmate clothing at an estimated cost of $4,500 and to purchase consultant services to develop and write procedures and post orders for $29,500. The Weld County Jail has never had a comprehensive, objective set of written operational procedures or post orders. These written materials are necessary to insure consistency, set minimum performance standards, and set training competency standards. This is particularly critical with the many facility changes anticipated from the current renovation. We lack the resources to devote to such a comprehensive and technical project. Much less resource, however, would be necessary to maintain procedures and post orders once the base documents have been developed and are in place. Sheriff Jordan and I also believe the use of objective third parties to review current jail practices would provide and excellent opportunity to review the overall operation and have long-term benefit. The project would be coordinated and managed by Suzanne Laznicka, our Training Design expert working with a focus group of correctional officers and jail management. She has experience in nearly the same capacity as an employee of a government defense contractor working on U.S. Air Force projects. The potential benefit to developing competency-based training is significant. 93O525 Reallocation of 1993 Budget RFP Recommendation Three consultants responded to a Request for Proposal to provide these services. The specific proposals are as follows: Voorhis/Robertson Justice Services, Inc $29,500 Voorhis Associates, Inc $29,970 Allied Correctional Services $38,720 If the reallocation is approved, I recommend acceptance of the low bid from Voorhis/Robertson Justice Services, Inc.
