HomeMy WebLinkAbout931241.tiff RESOLUTION RE: APPROVE NONTRADITIONAL OCCUPATION TRAINING PROPOSAL INTERAGENCY AGREEMENT BETWEEN EMPLOYMENT SERVICES, SOCIAL SERVICES, AND AIMS COMMUNITY COLLEGE AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Nontraditional Occupation Training Proposal Interagency Agreement between Weld County Employment Services, Weld County Social Services, and Aims Community College, commencing September 1993, and ending June 1995, with further terms and conditions being as stated in said agreement, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Nontraditional Occupation Training Proposal Interagency Agreement between Weld County Employment Services, Weld County Social Services, and Aims Community College be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said agreement. Kirkme er 931241 FWD() ' (IA : HA_ , `S : •41 /IV NONTRADITIONAL OCCUPATION TRAINING PROPOSAL INTERAGENCY AGREEMENT This agreement outlines the responsibilities for implementing the NonTraditional Training and Employment Proposal for Females in Maintenance Mechanic Occupations. The proposal is being funded through Colorado Community College and Occupational Education System,the Governor's Job Training Office and State Social Services to provide training and employment of a female client population in the nontraditional occupation of maintenance mechanic. Agencies responsible for the proposal, development and implementation, are Weld County Department of Social Services, Employment Services of Weld County and Aims Community College. Following are clarified roles and responsibilities each agency agrees to assume in the implementation of the proposal: Employment Services of Weld County 1. Provide outreach, recruitment, applications and enrollments of eligible Job Training Partnership Act and Job Opportunities and Basic Skills participants. This activity will be completed by February 1994. The grant will provide the SDA $5,000 for client identification and $3,000 in JTPA eligibility and enrollment. The SDA match in these areas will be $4,000. 2. Complete an objective assessment and implement a job shadowing program for all potential enrollees prior to participation in classroom training component. The assessment and showing will be conducted through January 1994. The grant will provide the SDA with $3,500 for skill assessment. The SDA will provide a match of $1,000. 3. Complete an Individual Service Strategy Plan for each participant and coordinate the provision of services with Aims Community College, the JOBS Program and other agencies. The grant provides no funds for ISS development. The SDA contribution will be $2,500. 4. Provide case management services in collaboration with Social Services and Aims Community College. The grant provides no funds for SDA case management. The SDA contribution will be $1,800. 931241 2 5. Enroll all participants in the JTPA MIS State-wide Data Base. The grant will provide the SDA $2,850 for MIS administration. 6. Provide short-term on-the-job training after completion of the classroom training. The SDA will contribute $7,500 to this activity. 7. Provide job development, placement, and other employee outreach activities. The grant provides $3,000 for these activities and the SDA will provide $1,000 match. 8. Provide follow-up services. The SDA will receive $1,000 for this activity and will provide $1,500 match. 9. Participate in the provision of supportive services. The SDA will receive $3,500 from the grant for dependent care, $2,000 for transportation and $1,500 for uniforms, equipment and tools. The SDA match will be $500 for dependent care and $200 for transportation. 10. Provide administrative services. The SDA will receive $5,050 for administrative support staff and $3,200 for administration related to the grant. 11. Bill Aims Community College for reimbursable expenses and provide supporting documentation for all expenses requiring reimbursement. 12. Provide Aims Community College with monthly progress reports on clients. 13. Make in-kind reports quarterly. 14. Participate in advisory committee and activity planning meetings. Weld County Department of Social Services 1 . Assist in providing outreach and recruitment for potential JOBS participants. DSS will receive $550 from the grant for client identification. 2. Participate in skill assessment. DSS will receive $1,000 from the grant for this activity. 3. Participate in case management. DSS will receive $2,200 for the purpose of ISS case management. 931241 3 4. Participate in Individual Service Strategy Plan development and coordinate the provision of services with Aims Community College and Employment Services of Weld County. DSS contribution will be $4,000. 5. Participate in the provision of supportive services. DSS will receive $6,000 from the grant to provide transportation and $2,250 for uniforms, equipment and tools. The DSS contribution will be $62,000 for dependent care and $9,500 for transportation. 6. Provide services through OJT contracts. The DSS contribution will be $3,000. 7. Contribute to administrative services in the amounts of $500 for administrative support services and $500 for administration. 8. Bill Aims Community College for reimbursable expenses and provide supporting documentation for all expenses requiring reimbursement. 9. Reimburse Aims Community College for local JOBS clients expenses under NTO Training (item II. A. 9) and fees, books, and supplies (item II. A. 10). These will be up to $4,000 county match on JOBS clients for training. 10. Serve as fiscal agent for county funds. 11 . Provide Aims Community College with monthly progress reports on clients. 12. Make in-kind reports quarterly. 13. Participate in advisory committee and activity planning meetings. Aims Community College 1 . Participate in skill assessment. Aims will receive $2,000 from the grant for this activity. Aims will provide a $2,000 match. 2. Develop and provide programs of study that represent (1) employer identified competencies necessary for maintenance mechanic occupations, (2) parenting, and (3) $2,000 allowance for books, fees and supplies. The grant provides a total of $33,050 for these activities. The Aims match is $3,000. 3. Provide tutorial services. Aims will receive $3,900 for this activity. 931241 4 4. Provide a support services manager and group for participants. The grant will provide Aims with $8,300 to coordinate and conduct the activity. 5. Provide administrative services. Aims will receive $2,250 for administrative support staff and $1,350 for administration related to the grant. Aims will match $2,500 for this activity. 6. Establish and provide staff support for the advisory committee and participate in activity planning meetings. 7. Act as fiscal agent for the grant. Speckman, Executive Director, Human Resources Subject: Non-Traditional Occupation Training Proposal Enclosed for Board approval is an Interagency Purchase of Service Agreement between Employment Services of Weld County, the Weld County Department of Social Services and Aims Community College. This Purchase of Service Agreement describes funding and agency responsibilities for the implementation and operation of the Non Traditional Training and Employment for Females in Maintenance Mechanic Occupations Grant. The major target group is welfare clients. Of the total grant, Employment Services will receive $26,600 to provide for outreach recruitment, assessment, case management, and other program services. There will be $7,000 available for supportive services for JTPA clients. Regular JTPA funds will be used to provide support for the program. Social Services will receive $3,750 for program services and $8,250 for supportive services for welfare participants. JOBS funds will be used to provide support for the program.
