RE: Application for Certificate of Designation
Snowy River Tire Recycling Facility
Town of Mead, Weld County
The Hazardous Materials and Waste Management Division (the Division) of the Colorado Department of
Health has completed the review of the"Application for Certification of Designation for the Snowy River Tire
Recycling Center" located in the Town of Mead, Weld County. The review is made under the authority of
the "Solid Waste Disposal Sites and Facilities Act," title 30, Article 20, Part 1 of the Colorado Revised
Statues, as amended (the Statute), and the "Regulations Pertaining to Solid Waste Disposal Sites and
Facilities." The Regulations were adopted for the implementation of the Statute and are contained in the
Colorado Code of Regulations, 6 CCR 1007-2 (the Regulations). The intent of the document was to provide
the design and operations report for the Snowy River Tire Recycling Center.
Though the document is generally complete, the Division requests clarifications and modifications in the
areas identified below.
1. As a general comment, a number of pages are out of order and mis-numbered. Upon receipt of
approval for a Certificate of Designation,the Division requests that a revised document be submitted
that incorporates all agreements and that properly numbers and arranges all pages.
2. P.4: Section 9.1 of the Solid Waste Regulations state that "All scrap ties in existence prior to May
1, 1988, that were not disposed of at approved solid waste disposal facilities or recycled, must be
disposed of at approved solid waste disposal facilities or recycled by May 1, 1993." Were any tires
at this facility prior to May 1, 1988? If so, please state how many tires there were and their
disposition.
3. P.4: The text (section 9.2) references two 300 x 300 x 17-foot dirt pits. A figure shall be provided
that shows the location or these pits and their relationship to the tire piles and other site structures.
4. P.15: Section 9.2.8 does not identify the facility emergency coordinator. The figure on p.34 does
not specify the required 40-foot fire lane between piles and the restriction of locating tires within
either 10-feet or 20-feet of the property line, depending on the height of the pile. An operable fire
hydrant must be located in the area. The plan shall specify the deadline for installing the hydrant

as required by the Mountain View Fire Protection District. The text and figure shall be revised to
reflect the requirements set forth in the April 28, 1992 letter from the Mountain View Fire Protection
District.
Section 9.2.9 shall be revised to state that the immediate notification of the agencies shall be made •
in the event of fire or other emergency, and further, within two weeks of the notification, a report
shall be submitted on the emergency to the agencies.
5. P.16: Section 9.2.3 shall reference the figure that shows the all weather access roads for the facility
and the size of the poured concrete area.
6. P.21: Section 2.2.2 for the Solid Waste Regulations state that surface water shall be diverted from
and around the site. The text on P.21 references diversion of ground water. This is incorrect. The
text shall be revised to reference surface water, and further, a map shall be provided detailing the
'operational techniques and diversion structures that will be employed to control surface water at
the site.
7. P.24: The Division understood that the Snowy River facility is located within the incorporated Town
of Mead, and if not, then certainly within Weld County. Page 24 states that the applicant intends
to apply to the Boulder County Commissioners for a Certificate of Designation. The Solid Waste
Statute requires that the governing body having jurisdiction review the application and issue the
Certificate of Designation. According the real estate instrument, the property resides within the
Town of Mead, Weld County. Please provide an explanation for the discrepancy.
8. P.27: The Division notes that some of the site activities are below the natural ground surface, such
as the two pits excavated to a depth of 17 feet. General information may be readily obtained on
the geology and hydrology of the area from resources such as the United States Geological Survey
and the Colorado Geological Survey. Please provide this information for the site and the
surrounding land.
9. P.36-2: A picture is shown of tires being cleaned. The text shall provide a description of tire
cleaning process, cleaning fluids used (if any) and how the run-off from the wash process will be
handled.
10. P.42: It is the governing body having jurisdiction that issues the Certificate of Designation, which
in this case, should be the Town of Mead. The text shall be revised to reflect that fact.
11. P.43: For your information, Section 6 of the Solid Waste Regulations are meant for the regulation
of liquid waste impoundments and are not applicable to a tire recycling facility described in the
application.
11. P.44: The rate for solid waste review is$72.47/hour. A revised copy of the Solid Waste Regulations
(revised Nov. 1991) are attached for your information.

This concludes the Division's comments on the Application for Certification of Designation for the Snowy
River Tire Recycling Center located in the Town of Mead, Weld County. Please respond to the issues
detailed above in a comprehensive document. Until such time that the amendment to the application has
been received,the Division review for the Certification of Designation will temporarily cease. If you have any
