RE: APPROVE 1994 COMMUNITY FOOD AND NUTRITION PROGRAM APPLICATION WITH
COLORADO DEPARTMENT OF LOCAL AFFAIRS AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 1994 Community Food and
Nutrition Program Application between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the
Department of Social Services, and the Colorado Department of Local Affairs, with
terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said
application, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Board of Social Services, that the 1994 Community
Food and Nutrition Program Application between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Social Services, and the Colorado Department of Local
Affairs be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 18th day of May, A.D. , 1994.

X a: To coordinate existing private and public food assistance resources, whenever such
coordination is determined to be inadequate, to better serve low-income communities;
b: To assist low-income communities to identify potential sponsors of child nutrition
programs and initiate new programs in underserved and unserved areas; and
c: To develop innovative approaches at State and local levels to meet the nutrition needs of
low-income people.
Applicant Program Description:
Weld County has utilized the Weld Food Bank, a not-for-profit agency, as the delivery
vehicle for Community Food and Nutrition funds to Weld County, for the past three
years.
Weld Food Bank accepts food donations from various local producers and suppliers.
Other sources of food are food drives, Second Harvest Food Bank Network, USDA and •
through the direct purchase of food.
In operating an emergency food box program for over seven years, Weld Food Bank
has learned that some low income,who have nutritional needs, do not receive
adequate assistance through established nutritional programs. By working with
the Coordinated Food Box Committee, which is comprised of twenty-five local agency
representatives, a Supplemental Mini Box was designed. This concept has worked quite
well during the past years.
During 1993, 20,761 pounds of food was distributed to clients. With the amount
requested, 1300 persons will be served. The average cost per client per month is
approximately $3.00 per month.
Included in the Supplemental Mini Box would always be a protein item, a dairy product,
soup, and a macaroni and cheese dinner. Weld Food Bank will also attempt to obtain
extra food box items such as fresh eggs, vegetables, bread, sweets, etc. to be
added to the boxes.
Referrals for the Supplemental Mini Boxes come from Weld Information and Referral
Service (WIRS) , Salvation Army and the Red Cross.
The goal of the program is to serve hungry, homeless persons in the County and to
prevent the waste of some sporadic large perishable donations.

SUBJECT: Community Food and Nutrition Application for 1994
DATE: May 16, 1994
The State Department of Local Affairs has invited Weld County to submit an
application for the Community Food and Nutrition Program. For the past three years
the County has been awarded funds through this program and has contracted with Weld
Food Bank for implementation of the program. This arrangement has proved to be
quite workable and is being recommended once again this year. The amount available
through the Community Food and Nutrition program this year is $3,942.
We are therefore recommending that the County approve the application as prepared.
Upon Board approval, the application will be forwarded to the Department of Local
Affairs for processing.
