Subject's over-valuation is verified by the assessment reduction the property received in 1991 and is further verified by the attached report. Summation: Subject is the Carr Post Office. It is on a long-term lease to the Postal Service and owner pays all expenses. Subject's value as situated in Carr is strictly the value of the income stream. That value was established through appeal in 1991 at $15,000 actual value. As this lease has been in place a long time, the value would have been the same last assessment period.
