RE: APPROVE EMPLOYMENT SERVICES/GREELEY JOB SERVICE CENTER PLAN FOR 1991-1993
AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Employment Services/Greeley
Job Service Center Plan for 1991-1993, commencing July 1, 1993, and ending June
30, 1994, with the further terms and conditions being as stated in said plan, and
WHEREAS, after review, the Board deems it advisable to approve said plan,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Employment Services/Greeley Job Service Center Plan
for 1991-1993 be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said plan.
The above and foregoing Resolution was, on motion duly made and seconded,

Enclosed for Board approval and signature is the Greeley Job Service Center
Plan for 1991-1993.
The Job Service Plan has a time period of July 1, 1993 through June 30, 1994.
The Plan provides the information required of all Job Service Centers.
The Plan does not include any budget information; however, the Job Service
Contract which ties directly into the Plan and contains pertinent budget
information will be forthcoming.

I. Job Service Center Plan Program Years 1991,92,93
The following format is for use in the development and formulation of Job Service Center
Plans for above listed program years.
A. Local Labor Market Conditions
Give a brief view of the local economic condition in the Program Years.
Include outlook for current or new industries, companies, growth rates,
unemployment statistics, etc.
Weld County is an area of approximately 4,004 square miles. There are 28
incorporated towns, the principal city is Greeley and contains approximately
45% of the county's population. The population was approximately 132,6262 in
1991 with a labor force of 17,780. Weld County is expected to continue to
receive a significant share of the state's population increase. Preliminary
1990 Census figures indicate that Weld County's population increased by 6.75%
in the last decade.
Weld County represents a highly diversified economy with a strong and stable
industrial base. Weld County has an abundance of natural resources,
(primarily agriculture of 2.5 million acres] . More than 96% of the County's
area is devoted to farming and live stock. The Economic Development Action
Partnership (EDAP) estimates that 31% of the employment in Weld County has a
relationship to agriculture. Weld County is also the second highest oil and
natural gas producing county in Colorado.
Weld County has a diversified industry base including firms such as ConAgra,
Eastman Kodak, Hewlett Packard, Norwest Publishing, Greeley Trading/Pronto
Foods, Adolph Coors, Western Sugar, Harsh Hydraulics, State Farm Insurance
Regional Office, Plastic Arts Products, Metal Container, Electronic Fab
Technology Co. , Longmont Foods, R & R Custom Wood Working, Universal Forest
Products and Noffsinger Manufacturing. Since 1988, these and other companies
have invested over $375 million and created more than 1,400 new jobs.
The 1991 EDAP report indicates that of the 445 new jobs tracked, 70% were
created by existing employers. There were 5 new companies announced in 1991.
It is anticipated that approximately 260 new jobs will occur with both new
and existing businesses during the next two years.
In 1992, EDAP reports indicated that the new companies would increase jobs by
25 new jobs, but existing companies would add over 180 jobs during 1992/93.
This report indicated that in 1992 less new jobs were anticipated than
considered in 1991. The potential jobs through expansion remained the same.
The following chart demonstrates Weld County's unemployment rate:

It is anticipated that the unemployment rate will increase slightly for 1993
over 1992.

As indicated, Weld County has a large percent of employment in Trade,
Services and Manufacturing.
Professor Ann Garrison, University of Norther Colorado, Department of
Economics, indicates that the Northern Colorado economy should remain more
active and healthy than the national economy during the next decade. As long
as the agricultural sector in Weld County does well and economic
diversification continues to make the advances it has in the past, Weld
County's economy will also do better than the national economy as a whole.

B. Major accomplishments for Program Year 1991.
Address this year's goals and objectives as well as Departmental Strategic
Plans.
* Employment Services/Greeley Job Service continued to maintain a high degree
of performance. The fill rate for job orders was 94%. The percent of
placement to applicants was 45%.
* All performance indicators were met for the Migrant Seasonal Farmworker
(MSFW) Program.
* The Weld County Private Industry Council established action steps with
Employment Services to encourage better coordination activities with various
employers and agencies in Weld County.
* The LVER continued to have active involvement with the Veterans' Advisory
Committee which is composed of various veteran organizations, Aims Community
College, and other interested organizations. These agencies also hosted a
Veteran's Job Fair.
* Four telephone lines were designated so applicants could telephone to
obtain the latest listing of job openings.
* Outreach efforts included advertising for hard-to-fill jobs, and the use of
one Spanish speaking radio station for recruitment efforts in the MSFW
Program.
* The Employment Services brochure was revised and improved for use in
advertising and information activities.

C. List major goals and objectives for Program Year 1992.
Include anticipated new procedural changes, program changes, services to
applicants and employers, internal operations, etc. Be sure to include in
your objectives any coordinated activities for economic development within
the community as well as the anticipated benefits of this effort.
* Continue meaningful performance criteria for veteran activities, and
identify (with the assistance of the Colorado Department of Labor and
Employment) alternatives which will help Employment Services to meet all
Veterans Performance Standards.
* Continue to assess the quality of referrals made to employers by Employment
Services and to recommend change to the delivery system if appropriate.
* Continue to increase the awareness of small business through an active
employer relations outreach plan with the assistance and guidance of the Weld
County Private Industry Council.
* Implement the ES-New Direction Program successfully.
* Support economic development efforts that will result in increased
awareness and use of services by new and expanding business.
* Identify strategies to market clients.
* Improve communication, support, and level of understanding among public
officials and the Private Industry Council concerning the modification
support of issues affecting employment, training, and support services.
* To implement and monitor the New Directions-ES strategies.
* Continue to support a single delivery system that results in cost
efficiency and an employer responsive structure.
* Meet all MSFW Equity Indicators and Veterans Performance Standards.
* Develop strategies to educate employers on the benefits of employing
individuals at better wages.
* Implement with the Weld County Private Industry Council a public relations
strategy to increase the awareness of Employment Services/Greeley Job Service
through the utilization of a table display, media kit, radio and newspaper
coverage, presentations to organizations and coordinate with the Economic
Development Action Partnership recognition activities for employers.
* Survey employers yearly to determine the level of satisfaction with our
services.
D. Goals and objectives for Program Year 1993.
Include any anticipated Labor Market impacts.
* Emphasize quality service in 1993 by concentrating on the directions
established yearly by each of the Private Industry Council's committees.
* Develop a strong working relationship with employers in the community.
* Continue to improve on customer service, specifically seeking ways to
ensure that processes and services are convenient and user friendly,
exceeding the expectations of our clients.
* Continue linkages with economic development agencies and other appropriate
employer groups.
* Implement the ES-New Directions program successfully.

* Renew the Job Service contract agreement, beginning July 1, 1993 with the
Colorado Department of Labor.
* Enhance public relations and information flow to our clients, as well as to
all citizens of the State of Colorado.
* Develop an effective integrated planning process, incorporating all
divisions and offices with the department.
* Increase employers awareness through presentations, talk shows, etc. , on
the benefits of accessing services through the agency.
* Participate in activities and functions of EDAP, Chambers of Commerce, etc.
* Develop and monitor the Job Service Contract and the functions within.
* Continue to refine strategies to implement the ES - New Directions Program.
* Develop strategies to determine the effectiveness in the implementation of
the Employment Services New Directions Program.
* Identify with Economic Development Action Partnership opportunities for
Employment Services staff and PIC members to actively participate in meetings
with potential businesses locating in Weld County.
* Continue to emphasize customer service and integrate the use of labor
market information for delivery of services in the office.

Based on analysis of the table above, explain the reason for discrepancies and describe
actions planned to improve the match of applicants and job openings.
An emphasis will be placed on the local job market to solicit Professional/Clerical jobs.
Telephone calls or visits to employers will be made to demonstrate to employers the skills
of our applicant base in professional fields.
The largest number of registered clients (1,304) is shown to be in the area of clerical
occupations. During this time period there were 153 job openings of which 11% of total
applicants registered are finding jobs in this area.
The areas that have decreased in iob openings received are the Service Industry, Benchwork
type occupations and Material Handler positions.

V. Plan for Veterans Service -- Budget Year (to be completed by the LVER)
Briefly describe systems (policies, procedures, processes, etc.) in place, or
planned, in your Job Service Center to assure that veterans preference will
be given as required by Public Law, U.S. code, Title 38 as amended through
P.L. 100-323. Emphasis should be placed on the coordinated efforts of the
Veterans Unit and the rest of the local office staff and how these joint
efforts help to accomplish the overall goals of the agency.
* Staff is required to provide all newly registered veterans some reportable
service before they leave Employment Services of Weld County. Veterans are
also requested to see the LVER before they leave the office for any
additional information, DOT and skill code review, JOB MATCH processing, and
possible referral.
* All job orders will require a one (1) hour veteran hold. Qualified
veterans will be contacted by telephone and referred to all job listings,
without an office visit as directed by New Directions.
* Priority for referral to casual labor positions is given to veterans
before any other individuals are called to fill the temporary employment
listings. Veteran organizations are also contacted directly for casual labor
workers.
* The Veteran's Advisory Council goals are to:
- assist Employment Services in maximizing service to veterans and
meeting performance standards and goals;
- monitor service to disabled and special disabled veterans;
- assist Employment Services in developing its strategies to market
veterans to employers.
* Following normal group registration procedures, veterans are given priority
for individual desk side interviews by the Registration Unit staff, and are
interviewed by the LVER for other specific services.
* A special initiative is in place to identify veterans who are eligible for
Dislocated Worker and Title II-A (Job Training Partnership Act) programs.
The veterans representative also pre-screens veterans and schedules
appointments for eligibility into these programs.
* Special efforts will be made to work with disabled veterans in such areas
as job development, referral to supportive services and follow-up activities.
The DVOP staff person assigned to Weld County from the Ft. Collins Job
Service Center Office, is also a special effort being made by staff
designation through Employment Services.
* The LVER will participate semi-monthly in disabled veteran case management
staffings with agencies serving veterans. The LVER is assigned to the DAV
one day out of the week for outreach services on behalf of the Job Service.
* The LVER will be required to meet specific Job Development and JTPA (Job
Training Partnership Act) goals for veterans. This process will also involve
case management, classroom, and vocational training.
* The LVER will complete EDP's (Employment Development Plans) with Special
Disabled, and Vietnam Era Veterans to meet the obtained employment goals.
* The LVER will attend Private Industry Council Adult Activity Committee
meetings to present veterans views.
