RE: GRANT MOBILE HOME PERMIT NO. 1856 - LARRY STEPHENS
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, on the
12th day of May, 1993, considered the request of Larry Stephens for a mobile home
to be used as a principal dwelling, and
WHEREAS, at said meeting of May 12, 1993, the Board deemed it advisable to
continue said matter to May 17, 1993 at 9:00 a.m. , and
WHEREAS, at said meeting of May 17, 1993, Larry Stephens, applicant, was
present, and
WHEREAS, said mobile home is to be occupied in an A (Agricultural) Zone
District on a parcel of land being more particularly described as follows:
Part of the Si of Section 9, Township 2 North, Range 66
West of the 6th P.M. , Weld County, Colorado
WHEREAS, the Board of County Commissioners, having heard the testimony,
finds that said request should be granted subject to the following conditions:
1) The applicant shall obtain a building permit for the
mobile home prior to locating the mobile home on the
property.
2) The existing dwelling located on the property shall be
removed or demolished within 30 days of locating the
mobile home on the property. If the existing dwelling
is to be demolished, the applicant shall obtain a
demolition permit before demolition occurs.
3) A demolition permit shall be obtained to remove the
foundation of the existing residence. The foundation
shall be removed from the property within 60 days of
locating the mobile home on the property.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request of Larry Stephens for permission to place a
mobile home to be used as a principal dwelling on the above described parcel of
land, which was found to be in compliance with Section 43 of the Weld County
Zoning Ordinance, be, and hereby is, granted subject to the hereinabove listed
conditions.

This request is for one mobile home to be used as a Principal Dwelling.
Legal Description of Parcel: Part of the S2 of Section 9, T2N, R66W of the 6th
P.M. , Weld County, Colorado.
Location: 14627 Weld County Road 22.
The Department of Planning Services staff has reviewed this request and
recommends that the request be approved for the following reasons:
WILL WILL NOT
X Be compatible with the Weld County Comprehensive
Plan.
X Be compatible with the surrounding area.
X Be in harmony with the character of the
neighborhood.
X Adversely affect the immediate area.
X Be adequately served by water and sewage disposal
facilities.
X Adversely affect the general health, safety, and
welfare of the inhabitants of the area and the County.
COMMENTS:
Our office has received one letter of objection from a surrounding property
owner. A copy of the letter is attached.
The Department of Planning Services' staff recommendation for approval is
conditional upon the following:
1. The applicant obtaining a building permit for the mobile home prior to
locating the mobile home on the property.
2. The existing dwelling located in the property shall be removed or
demolished within 30 days of locating the mobile home on the property. If
the existing dwelling is to be demolished, the applicant shall obtain a
demolition permit before demolition occurs.

Dear Mr. Cunliffe,
As property owners within five hundred (500) feet of the property
which Mr. Larry Stephens has requested a Principal Dwelling Zoning
permit for a mobile home (legal description: Part of the S2 of
Section 9, T2N, R66 W of the 6th P.M. , Weld County, Colorado) , my
wife and myself have strong objections. We feel that a mobile
home should not be allowed in this area. There are no other
mobile homes in this area & it would be of beneficial consequences
for the county not to allow a mobile home to be placed there.
There seems to be fewer small acreages available for single family
dwellings and an increasing demand for people to move to a rural
setting. With the influx of new people into the state, there is a
tremendous amount of construction of new single family dwellings.
It would better serve the county through increased tax revenue to
disallow a mobile home to be placed in areas outside mobile home
parks and in areas such as Aristocrat Ranches and have permanent
structures built on these small acreages. We have a new all brick
home to the south of this location. We feel that allowing a
mobile home to be put on this property will reduce the value and
aesthetic nature of our location.
We strongly urge the Weld County Department of Planning Services
to deny this request.

ISSUANCE OF THIS PERMIT DOES NOT CONFER A WATER RIGHT
CONDITIONS OF APPROVAL
1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuance of the
pemiit does not assure the applicant that no injury will occur to another vested water right or preclude another
owner of a vested water right from seeking relief in a civil court action.
2) The construction of this well shall be in compliance with the Water Well Construction and Pump Installation Rules
2 CCR 402-2, unless approval of a variance has been granted by the State Board of Examiners of Water Well
- Construction and Pump Installation Contractors in accordance with Rule 17.
3) Approved pursuant to CRS 37-92-602(3)(c) for the relocation of an existing well, permit no. 1sa 'ut The old well
must be plugged and abandoned according to the Water Well Construction and Pump Installation Rules within
ninety (90) days of completion of the new well. The enclosed well abandonment report form must be completed
affirming that the old well was plugged and abandoned.
4) The depth of this well shall not exceed 125 feet.
5) The use of ground water from this well is limited to ordinary household purposes inside one single family dwelling,
fire protection, the watering of poultry, domestic animals and livestock on a farm or ranch, and the irrigation of not
more than 2,500 square feet of home gardens and lawns.
6) The maximum pumping rate shall not exceed 15 GPM.
7) The average annual amount of ground water to be withdrawn shai: not exceed 1 acre-foot.
8) This well shall be constructed not more than 200 feet from the location specified on this permit.

on a parcel of land described as part of the 52 of Section 9, T2N, R66N of
the 6th P.M. , Weld County, Colorado, located at 14627 Weld County Road 22.
Dear Mr. Stephens:
I have scheduled a meeting with the Board of County Commissioners on Wednesday, May
12, 1993, at 9:00 a.m. to consider your application. This meeting will take place in
the County Commissioners' Hearing Room, first floor, Weld County Centennial Center,
915 Tenth Street, Greeley, Colorado. It is recommended that you or a representative
be in attendance to answer any questions the Board of County Commissioners might have
with respect to your application.
It is the responsibility of an applicant to see that a sign is posted on the property
under consideration at least 10 days preceding the hearing date. Sometime prior to
April 28, 1993, you or a representative should call me to obtain a sign to be posted
on the site not later than April 30, 1993. The sign shall be posted adjacent to and
visible from a publicly maintained road right-of-way. In the event the property under
consideration is not adjacent to a publicly maintained road right-of-way, the
applicant shall post one sign in the most prominent place on the property and post a
second sign at the point at which the driveway (access drive) intersects a publicly
maintained road right-of-way. Your sign posting certificate must be returned to the
Department of Planning Services' office on or before the date of the hearing.
The Department of Planning Services' staff will make a recommendation concerning this
application to the Board of County Commissioners. It is the responsibility of the
applicant to call the Department of Planning Services' office a few days before the
date of the Commissioners' hearing to obtain the recommendation.
