BOX 758 GREELEY, CO 80632 356-4000, EXT. 4780 PRESS RELEASE The Weld County Council elected new officers for 1994 during the December 1, 1993 meeting. Councilman Ralph Campbell , representing District III , was elected President, and Councilman James Gardner, representing District II , was elected Vice President. In addition, new Assignment Areas for the Council members were determined at the January 5, 1994 meeting. They are as follows : Councilman Ralph Campbell--Department of Finance, General Services & Personnel Councilman James Gardner--Department of Health Services Councilman Clair Orr--Department of Planning Services Councilman David L. Young--Department of Engineering Services Councilwoman Barbara Janda--Department of Communications Services In accordance with the Weld County Home Rule Charter, the Council will hold its next regular meeting on Wednesday, February 2, 1994, at 7:30 p.m. in the First Floor Assembly Room of the Centennial Center, 915 Tenth Street, Greeley. The Council will approve its 1994 meeting schedule, continue discussion of the Coroner' s Office, discuss performance audits and begin salary-setting discussion. The public is invited to attend the Council meeting and provide input on these or any other issues they may have pertaining to County government. -30- MINUTES WELD COUNTY COUNCIL December 1, 1993 Tapes #17-93 & 18-93 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Centennial Center, 915 Tenth Street, Greeley, Colorado, on Wednesday, December 1, 1993, at 7:30 p.m. ROLL CALL: The meeting was called to order by President Young, and the following members were present, constituting a quorum of the members thereof: President Young, Vice President Campbell, Councilman Gardner, Councilwoman Janda and Councilman On. Also present were Patrick Armijo and the Council secretary. APPROVAL OF MINUTES: Vice President Campbell made a motion to approve the minutes of the November 3, 1993 meeting. Councilman Gardner seconded the motion. Vote was taken and the motion carried unanimously. APPOINTMENTS: President Young noted the appointments listed and mentioned that he would be unable to attend the Elected Officials' Meeting on December 13, 1993. • Councilman Gardner will make an effort to attend. ADDITIONS TO AGENDA: There were no additions to the agenda at this time. CORRESPONDENCE: The correspondence received was duly noted by President Young and was subsequently circulated among the Council members. Weld County Council Minutes Page 2 December 1, 1993 REPORTS: COORDINATOR REPORTS Councilman On reported that the Commissioners are considering an ordinance limiting the growth zone of minor subdivisions (2-1/2 to 20 acres with maximum lot size of 6) to within 1/2 mile of any municipality. There is currently a 3-mile growth zone. No decision has been made yet, as two addditional hearings are required. Councilman On plans on attending the next hearing and will keep Council informed on the issue. He has had several telephone calls from constituents regarding this matter. SUNNYVALE, CALIFORNIA FOLLOW-UP Councilman Gardner provided an in-depth report on his trip to Sunnyvale, California on November 22. He had the opportunity to meet with the City Manager, the head of the Department of Public Safety and the head of the Budget Department. It is the opinion of these persons that reinventing government is not reorganization, but rather an attitude starting at the top level of management. Since 1970, there have been no bureaucrats or civil servants, but a business with employees. Although the budget has been cut 25%, there have been no layoffs and no privatization of services. The form of government is city council and city manager, with everyone under the city manager. Salary does not appear to be an issue, with department heads setting goals for the year under the approval of the city council. If these goals are met, bonuses are received. Management turnover is minimal. All line employees are unionized with pay being negotiated by the union. Santa Clara County is a Home Rule Charter county with all department heads under an elected county executive director. The only other elected positions are those on the board of supervisors, a policy-setting board. All other county positions are hired or appointed. The salary of the board members (similar to county commissioners) is tied to a percentage of Federal judges' pay, and they set their own perks. Councilman On stated for the record that the only cost to the taxpayers of Weld County for this first-hand information was one night's motel stay ($49) for Councilman Gardner. President Young felt that copies of the department heads' goal-setting information would be useful; Councilman Gardner will attempt to obtain samples. Weld County Council Minutes Page 3 December 1, 1993 OLD BUSINESS: CORONERS OFFICE FOLLOW-UP Vice President Campbell had nothing new to report on this item. It was postponed indefinitely. NEW BUSINESS: DISCUSSION OF WELD COUNTY'S AMENDED PERSONNEL POLICY Councilman Gardner suggested moving this item to the Council's January agenda. Council members agreed to be prepared to discuss the issue at that time, particularly pages 12, 13 and 19 of the amended policy. ELECTION OF OFFICERS FOR 1994 Councilman Orr nominated Vice President Campbell as President of the Council for the year 1994 and moved that he be elected by unanimous consent. Councilwoman Janda seconded the motion. Vote was taken and the motion carried unanimously. Councilman Orr nominated Councilman Gardner as Vice President of the Council for the year 1994 and moved that he be elected by unanimous consent. Councilwoman Janda seconded the motion. Vote was taken and the motion carried unanimously. PAYMENT OF THE BILLS Councilwoman Janda made a motion to approve the payment of the bills. Vice President Campbell seconded the motion. Vote was taken and the motion carried unanimously. Mileage for Ralph Campbell $32.00 Mileage for James Gardner $16.00 SECRETARIAL RESEARCH REQUESTS Council members requested copies of various documents obtained from Sunnyvale, California by Councilman Gardner. ADJOURNMENT: The meeting was adjourned at 9:18 p.m. �5�'9� r tl'ffi Cl C✓ Lew ,rg Date Approved Ralp t'Campbell, Presi nt Sandra Nagel, Secretary WELD COUNTY COUNCIL REPORT TO THE PEOPLE JANUARY 5, 1994 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado to report to the people the events that have shaped the previous quarter. This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 1993. At the October meeting held in Greeley, members discussed Councilman Gardner's upcoming trip to Sunnyvale, California and determined which information regarding that city' s "reinventing government" program would be useful for him to obtain from officials there. The town of Firestone hosted the November Council meeting, during which a special presentation was given by John Pickle, director of the Weld County Health Department. Councilman Gardner provided an in-depth report concerning his trip to Sunnyvale at the December meeting. Members then elected Ralph Campbell as President and James Gardner as Vice President of the Council for the year 1994 . Items appearing on the agenda but postponed until the January meeting were the Coroner' s Office follow-up and a discussion of Weld County's Amended Personnel Policy. During the course of the fourth quarter of 1993 , the Council has met periodically with the Commissioners and various Elected Officials and Department Heads in an attempt to keep the lines of communication open. Weld County Council Report to the People Page 2 January 5, 1994 This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is, however, an attempt to communicate with the voters on our activities . The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
