RE: Bird Hazard Study at the Denver Regional Landfill (South)

Dear Mr. Hoffman and Mr. O'Sadnick:
The Hazardous Materials and Waste Management Division (the Division) of the Colorado Department of
Health has reviewed your request to evaluate the need for a bird study at the Denver Regional Landfill
(South). The Colorado Division of Aviation believes there may be a hazard to air navigation due to the
expansion of the landfill, while the Federal Aviation Administration does not. Because of the conflicting and
inconclusive evidence regarding bird hazards, the Division requests that Laidlaw Waste Systems, Inc.
proceed with the Bird Hazard Study as planned.
