HomeMy WebLinkAbout911971.tiff HEARING CERTIFICATION DOCKET N0. 91-23 RE: CREATION OF WELD COUNTY ANTELOPE HILLS LAW ENFORCEMENT AUTHORITY A public hearing was conducted on May 6, 1991, at 9:00 A.M. , with the following present: Commissioner Gordon E. Lacy, Chairman Commissioner George Kennedy, Pro-Tem Commissioner Constance L. Harbert Commissioner C. W. Kirby Commissioner W. H. Webster Also present: Acting Clerk to the Board, Carol Harding Assistant County Attorney, Bruce Barker Director of Finance & Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated April 10, 1991, and duly published April 18 and 25, and May 2, 1991, in The New News, a public hearing was conducted to consider the creation of the Antelope Hills Law Enforcement Authority. Bruce Barker, Assistant County Attorney, made this matter of record and reviewed the procedure to be followed. A draft Resolution has been presented to the Board for consideration, stating the intent to create the Antelope Hills Law Enforcement Authority, as well as setting the election for the date of June 5, 1991. The polling place for the election would be Lot 1 of the P.U.D. , and the election precinct shall be the entire Antelope Hills Planned Unit Development in Weld County, Colorado. The Law Enforcement Authority would go into effect 30 days after the election, or July 5, 1991. In answer to Commissioner Kirby's question, Don Warden, Director of Finance and Administration, explained that the Board of County Commissioners, acting as the Law Enforcement Authority Board, sets the first year budget. In successive years, the budget falls within the purview of State limitations for all local entities, or 5-1/2% increase. Mr. Warden also explained that the Law Enforcement Authority Board would probably contract with the Sheriff's Department for this service. Commissioner Kirby stated his concerns that too many Law Enforcement Authorities might be created, which would have a financial impact on the area. Chairman Lacy asked for public comments. There were none. Commissioner Kennedy moved to approve the Resolution, as drafted by staff, declaring the intent to create the Weld County Antelope Hills Law Enforcement Authority, thereby setting the election for June 5, 1991. Commissioner Webster seconded the motion, which carried unanimously. This Certification was approved on the 8th day of May, 1991.
