RE: PRELIMINARY HEARING TO CONSIDER CREATING LOCAL IMPROVEMENT
DISTRICT - BASSWOOD AVENUE
A public hearing was conducted on October 3, 1990, at 10:00 A.M. , with
the following present:
Commissioner Gene R. Brantner, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C.W. Kirby
Commissioner Gordon E. Lacy
Also present:
Acting Clerk to the Board, Shelly Miller
Assistant County Attorney, Bruce Barker
Director of Engineering Department, Drew Scheltinga
The following business was transacted:
I hereby certify that a public hearing was conducted to consider
creation of a local improvement district along Basswood Avenue. Bruce
Barker, Assistant County Attorney, made this matter of record. Mr.
Barker said the Board should accept the draft Resolution declaring the
intent to create a local improvement district. He said two additional
hearings would be required, one to create the district; and one to
assess the costs. Drew Scheltinga, Director of Engineering, said it is
proposed to construct a roadway with 12' travel lanes with 4'
shoulders. He said construction will include approximately 2" of
aggregate basecourse, 32' wide; 2" of asphalt pavement, 24' wide; and
2" of aggregate shoulders, 4' wide. The estimated cost of the paving
is $5,400.00; with the total cost of the street improvements, excluding
administrative costs, but including base work and paving, estimated not
to exceed $11,212.50. The costs to be assessed to the property owners
will not exceed $12,000.00, with the County to provide any amount in
excess. Mr. Scheltinga also commented on the drainage problem brought
to his attention by Mr. Moore. He said a survey was done, and he
recommends that no corrective drainage improvements be done. No public
comment was offered concerning the proposed local improvement district.
Commissioner Lacy moved to set the hearing concerning the creation of
said District for November 14, 1990, at 10:00 a.m. The motion was
seconded by Commissioner Kennedy. Mr. Barker suggested that the
approval of the Findings in the Resolution declaring the County's
intent to create Weld County Basswood Avenue Local Improvement District
No. 1990-2 be included in the motion. Commissioners Lacy and Kennedy
agreed to amend the motion to include Mr. Barker's verbiage. The
motion carried unanimously.
