RE: APPROVE EXPENDITURE AUTHORIZATION REQUEST FOR 6% PERFORMANCE INCENTIVE
FUNDS, TITLE II-A PROGRAM ENHANCEMENT, AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization
Request for 6% Performance Incentive Funds, Title II-A Program Enhancement, with
the Governor's Job Training Office, commencing April 1, 1993, and ending June 30,
1994, with the further terms and conditions being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said
request, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorization Request for 6% Performance
Incentive Funds, Title II-A Program Enhancement, with the Governor's Job Training
Office be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said request.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 11th day of January, A.D. , 1993.

IV: SCOPE OF WORK
A. Purpose/Goal
Weld County will use the award of $53,030 in PY 92 Program Incentive
Funds to enhance the Title II-A Programs.
The Weld County SDA will continue to serve the planned number of
clients applying for services under the Title II-A Programs. The
targeting of other groups of clients with addtional barriers has
resulted in changes in program delivery and more intensive case
management services to clients. Weld County sees more intense
staff services necessary to work with clients, due to changes in
serving more out of school youth and a higher percent of clients
with barriers.
B. Additional Services to be Provided
Weld County does not anticipate additional services that have not
been discussed in the Job Training Plan (JTP) .
C. Projected Number of Participants to be served
The participants to be served are included in the Title II-A Job
Training Plan.
D. Expected Outcomes
Not applicable. The expected outcomes are described under Weld
County's Title II-A Job Training Plan.
E. Coordination With Other Agencies
Coordination with other agencies has been described in Weld County's
Title II-A Job Training Plan.

V. BUDGET INFORMATION SUMMARY
The $53,030 requested will be split between Administration (307.) and
Training (70)% cost categories as follows:
o The $15,909.00 (30%) in the Administration category will be used
for pro rata share of administrative salaries and costs.
o The $37, 121 (70%) in the Training category will be used
primarily for staff support to implement the employment and
training programs described under the JTP. These activities will
include outreach, recruitment, application, activity development
and case management.
The budget is located on page 3.
VI. SPECIAL CONDITIONS
A. The Weld County SDA agrees to comply with Section 141(c) of the
JTPA, The text of which follows" "No funds may be used to
assist in relocating establishments, or parts thereof, from one area
to another unless the Secretary determines that such relocation will
not result in an increase in unemployment in the area of original
location or in any other area."
B. For the purposes of the EA, the Weld County SDA agrees to comply
with all Assurance contained in its Job Training Plan/Master
Contract for the program year.
