The Department of Planning Services' staff has reviewed your request to add a 220- square foot prefabricated building and an antenna array to the existing tower on the site. So long as the new antennas do not exceed the height of the existing antenna array located on the tower, the staff does not consider your proposal to be a major change from what was originally approved in the conditional use permit and, therefore, would not require an amendment to the conditional use permit. OneComm's radio equipment will , however, require that an additional 11-foot by 20-foot prefabricated building be installed on the property, adjacent to the tower base, as generally-depicted on Exhibit 4. OneComm's antennas would be installed at about the mid-level on the tower, as depicted on Exhibit 5. The existing building, existing tower and the proposed OneComm's additions will hereinafter be referred to as the Facility. FACILITY OPERATIONAL CHARACTERISTICS Once the Facility is in normal operation there will typically be only 3 or less maintenance, passenger vehicles per month visiting the Facility. The OneComm building will be monitored by telephone for any disruptions in service that would occur due to any failure or accident. Any area disturbed during the addition of the OneComm building will be revegetated with native plant materials, and, as the surface disturbance is small, there will be minimal opportunity for dust or soil erosion. The proposed Facility will not significantly increase the peak stormwater runoff rate above the existing condition since the impervious area will only be increased be the area of the foundation supporting the building. Once the OneComm building is placed, the Facility will continue to not be manned and, therefore, there is no need for water or sanitary sewer services. Electrical and land line telephone services are required and available near the Site. The Facility will have no significant impact on air or water quality and will not generate intrusive noise beyond the Site's boundary. THE REQUESTED ACTION OneComm, through SASI, hereby requests that Weld County grant "administrative approval" for the addition of the above-described OneComm building and its antennas on the existing tower by agreeing that the additions are not a material deviation from what was approved by the Board of County Commissioners in case CUP - 28. 2 Your Department's early response to this request would be greatly appreciated.
