WEBSTER AND CHUCK CUNLIFFE TO POUDRE RIVER GREENWAY COMMITTEE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the City of Greeley is forming a new committee and has asked that Weld County supply two members, and WHEREAS, it has been recommended that Commissioner W. H. Webster and Chuck Cunliffe, Director of Planning Services, be appointed to said committee, and WHEREAS, the Board deems it advisable to appoint Commissioner W. H. Webster and Chuck Cunliffe to said committee, in standing positions. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that Commissioner W. H. Webster and Chuck Cunliffe be, and hereby are, appointed to the Poudre River Greenway Committee, in standing positions. With that research in place we can begin to examine the potential for specific routes. This next step is clearly the most sensitive and critical since it involves working cooperatively with a variety of property owner interests in Greeley, Windsor, and Weld County. To be successful with this effort and mindful of the needs and concerns of property ownership interests throughout this corridor, we feel a more deliberate effort between the three key jurisdictions is required. We'd like to suggest the formulation of an ad hoc Poudre River Greenway Committee comprised as follows: Greeley 2 Members Windsor 2 Members Weld County 2 Members League of Women Voters 1 Member (League of Women Voters has taken a position of support for this project and has been involved consistently with Greeley's research on the project. ) In the development of this committee, Greeley would probably look to recruitment of members from its existing boards, such as the Planning Commission and Water and Sewer or Parks and Recreation Advisory Board, with the hope that related issues may also be kept in focus as the project progresses. Further, it is expected that this committee would then recruit additional members who 9P,0085 / Mr. Gordon Lacy January 10, 1992 Page Two represent property ownership or related interests to balance perspectives on the greenway' s potential development. It is expected that this "blue-ribbon" committee would serve a maximum of one year. At the end of the term, a permanent organization or arrangement should be in place to continue to development of the greenway or trail linkages. Among the committee's charges would be: • Providing general oversight to remainder of Poudre study. • Coordinating and conducting landowner communications. • Establishing a strategy for the immediate and long-range development of the greenway area, including the formulation of a permanent entity to provide perpetual oversight of the project. With this committee in place, we should also be in a better position to complement the efforts currently being pursued with the National Heritage Corridor designation of the Poudre. City of Greeley Planning staff would provide the technical support to this committee. (Such participation or coordination with any of your staff members is also certainly welcome. ) I hope you will give this request careful attention and, of course, if you have any questions, please call.
