Dear Mr. Cline:
Pursuant to your request I have examined the Colorado
law with reference to the legality of using the payroll system
to disburse payments to the following recipients:
1. Foster homes carrying for children.
2. TB hospitals caring for TB patients.
3. Drug stores regularly furnishing drugs.
There appears to be no legal objection to the above
system being used instead of having individual vouchers
signed by said recipients as long as the payroll is duly
authorized and verified in accordance with the law.
