Pursuant to C.R.S. 39-1-104 (d) , the Subject Property should have
identical valuations for the tax years 1989 and 1990 since these
tax years use the same base years . The valuation of the Subject
property was reduced for the tax year 1990, therefore the same
grounds for that value are applicable for the tax year 1989 and
therefore a portion of the taxes for the tax year 1989 have been
illegally laid and are eligible for an abatement or refund.
