RE: APPROVE APPLICATION FOR EXISTING HOUSING SECTION 8 HOUSING ASSISTANCE
PAYMENTS PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Existing
Housing Section 8 Housing Assistance Payments Program between U.S. Department of
Housing and Urban Development and Weld County Housing Authority, with the terms
and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said
application, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Housing Authority Board, that the Application for
Existing Housing Section 8 Housing Assistance Payments Program between U.S.
Department of Housing and Urban Development and Weld County Housing Authority be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said application.

C. Need for Housing Assistance, Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals for
meeting the housing needs of Lover-Income Families or,in the absence of such a Plan,that the proposed project is responsive to the condition of the housing stoat in cane commun,
and the housing assistance needs of Lower-Income Families(including the elderly,handicapped and disabled,large families and those displaced or to be displaced)residing in or
expected to aside in the community. (If addidonal space is needed,add separate pages.)
The proposed distribution is consistent with the most current Housing Assistance plan
and various housing surveys completed for Weld County. The survey demonstrates a need
for one bedroom units for elderly, disabled and handicapped families, and two and
three bedroom family units in order to meet the needs of the client population.
Currently we have 387 applicants on our recently purged waiting list. The distribution
reflects the bedroom composition of our waiting list.
During the past seven years we have seen a significant increase in the number of homeless
families applying for Section 8 assistance. The increase, although due in part to the

present or potential management capability for the proposed program.
The Weld County Housing Authority has administered the HUD Section 8 Existing Program
since 1981. The executive director has administered Section 8 Programs since 1976.
Since 1985, the Housing Authority has administered the Section 8 Voucher Program.
The Housing Authority currently administers a combined program of 376 units of Section 8
Existing Housing.
There are no outstanding audit or management review findings. During the implementation
of our Section 8 Programs, we have achieved a certain degree of success in placing the
units under contract in a timely manner. Recent reviews of the program have concluded
rhar our Section 8 Program is administered in an efficient manner.

CERTIFICATIONS IN CONNECTION WITH THE OPERATION
OF A SECTION 8 EXISTING HOUSING PROGRAM
/nstrurtiun.i: The applicant agency must provide assurances and certify to all of the following items.
The applicant agency hereby assures and certifies that:
(i) It will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88-352)and regulations pursuant thereto
(Title .t CFR Part ()which states that no person in the United States shall, on the ground 'If race, color, or
national origin, be excluded from participation in. be denied the benefits of. or be otherwise subjected to
discrimination under any program or activity for which the applicant receives financial assistance; and will
immediately take any measures necessary to effectuate this agreement. With reference to the real property
and structures) thereon which are provided or improved with the aid of Federal financial assistance extended
to the applicant, this assurance shall obligate the applicant, or in the case of any transfer of property, the
transferee. for the period during which the real property and structurefs) are used for a purpose for which the
Federal financial assistance is extended or for another purpose involving the provision of similar services
or benefits.
(ii) It will comply with Title VIII of the Civil Rights Act of 1968 (P.L. 90-284)as amended, which prohibits
discrimination in housing on the basis of race, color, religion. sex or national origin, and administer its
programs and activities relating to housing in a manner to affirmatively further fair housing.
(iii) It will comply with Executive Order 11063 on Equal Opportunity in Housing which prohibits discrimination
because of race. color, creed. or national origin in housing and related facilities provided with Federal
financial assistance.
(iv) In establishing the criteria for the selection of tenants, the PHA or Owner will not utilize preferences or pri-
' orities which are based on (1) the identity or location of the housing which is occupied or proposed to be
occupied or (2) upon the length of time the applicant has resided in the jurisdiction. The PHA or Owner
shall treat non-resident applicants who are working, or have been notified that they are hired to work,
in the jurisdiction as residents of the jurisdiction.
iv) If the proposed project is to be located within the area of a local Housing Assistance Plan (HAP), the
applicant will take affirmative action to provide opportunities to participate in the program to persons
expected to reside in the community as a result of current or planned employment.

NARRATIVE OF SELECTION CRITERIA
PHA ADMINISTRATIVE CAPABILITY
The Weld County Housing Authority currently administers 376 Section 8 units.
During the past year our leasing rate has been maintained at a level exceeding
95% for both the Section Certificate and the Voucher programs.
The Weld County Board of Commissioners serve as the Housing Authority of Weld
County. Weld County Housing Authority, due to the relationship with Weld County,
has developed a rather sophisticated management and financial system which
provides on-going controls and monitoring of it's programs. Virtually all
services available to the County are available to the Housing Authority. Among
these services are personnel, accounting, procurement and legal services. Also
provided are computer services, insurance coverage, telephone services and
receptionist services.
The Section 8 staff consists of the Director of WCHA, a Community Services
Specialist and a Community Services Technician. The Director has been involved
directly with the Section 8 program since 1976 and has directed the WCHA since
1981. The WCHA has been viewed as a leader among small housing authorities in the
field of utilizing computer automation in implementing it's programs. It's
systems, although simple in design, have been used as models in the development
of Region-wide computer applications. In essence, our approach to computer
automation has made it possible to develop a much more complex management system
than many other small housing authorities of our size.
There are no outstanding management reviews or audit findings under the auspices
of the WCHA. Our most recent financial and internal review by ascertained a well
managed Section 8 program.
UNDERFUNDING OF HOUSING NEEDS
The Housing Authority does not administer any Low-Rent Public Housing units
within our jurisdiction. Our units are predominantly family units. The only other
family units in our jurisdiction area are located in Ault, Milliken, Ft. Lupton,
Keenesburg and Kersey. Since our application primarily focuses on family units
there continues to be a tremendous shortage of Section 8 housing for very low
income families in Weld County.
Due to the currently tight rental market, especially for larger families, our
Section 8 program tends to be the only viable alternative for larger families
within our jurisdiction.
HOMELESS PROGRAM
Homelessness continues to be a very serious issue in Weld County based on
information provided by Weld Information and Referral Service Weld Information
and Referral Service maintains a data collection/information system for homeless
families (see attachment A) . During 1991 1,321 households constituting 2,999
individuals were identified as homeless in Weld County. During 1992 nine homeless
families were admitted into our Section 8 program.

Weld County Housing Authority's administrative plan addresses the methodology
which governs our preference policies. Based on federal regulations, 90% of our
Section 8 Certificates and Vouchers must be issued to applicants who meet a
federal preference. Weld County Housing Authority ranks the federal preferences
by assigning a point value. Although our administrative plan provides full detail
of our system, homeless families receive a higher ranking. Moreover, since we
also provide a local preference to residents of our jurisdiction, if a family has
been certified as homeless, it is our policy that they meet the residency
preference, which in effect allows homeless persons more points and the
opportunity to be issued a Certificate or Voucher sooner. We have used this
system since the 1988 Preference Rules were implemented and have found it to be
a workable, fair approach to addressing homelessness within our communities.
Applicants are only awarded the homeless preference if they:
1) Lack a fixed, regular and adequate nightime residence; and
2) Have a primary nightime residence that is:
(a) A supervised publicly or privately operated shelter
designed to provide temporary living accomodations;
(b) an institution that provides a temporary residence for
indivivals intended to be institutionalized; or
(c) a public or private place not designed for or ordinarily
used as a regular sleeping accomodation for human beings.
With approval of our request, it is our intent that a minimum of 75% of our
allocation will be targeted to homeless families. To provide on-going supportive
services to Section 8 participants, casemanagement services will be provided by
Weld Information and Referral Services, Greeley Transitional House and A Women' s
Place. All agencies have provided letters of support for our proposal (see
attachment B) . Our approach to dealing with the homeless issue complements the
Secretary's initiative which encourages local solutions for the homeless.
The Director of the Housing Authority serves as the coordinator of the homeless
funds awarded through to the County. Activities are sub-contracted to the
homeless service providers consisting of Greeley Transitional House, Catholic
Community Services and Weld Information and Referral Service.
LOCAL INITIATIVES
With 4,004 square miles, Weld County has an area greater than that of Rhode
Island, Delaware, and the District of Columbia combined and is the third largest
county in Colorado. The population of Weld County is 131,821. There are 28
incorporated towns in the County. Preliminary census figures show that Weld
County's population has increased 6.5% in the last decade.
Currently, our jurisdiction enables us to execute Housing Assistance Payments
Contracts throughout Weld County including the City of Greeley. This constitutes
a change in our previous application which designated our jurisdiction as being
Weld County exclusive of the city of Greeley. On November 14, 1990, Greeley
Housing Authority and Weld County Housing Authority entered into an
Intergovernmental Agreement allowing the respective housing authorities to enter
into Housing Assistance Payments Contracts in the jurisdiction of the other party
(see attachment C) . The expansion of our jurisdiction permits broader housing
opportunities for our Certificate and Voucher holders in their search for quality
rental housing.
Weld County Housing Authority has had access to the data information system
through the Weld County Department of Social Services and Weld County government
since 1981. This access has been invaluable to the Section 8 programs as a means
of coordinating public resources for the benefit of the low-income population.
Moreover, the system has been beneficial in preventing tenant fraud. We believe
our management structure to be the most unique in the region, if not the nation.
Although originally developed out of economic necessity, due to the limited
initial allocation of units to the Weld County Housing Authority, the structure
has been continued due to the efficiency of the design and the coordinative
benefits of County services.
The Housing Authority, in response to the increasing need for housing in Weld
County has organized a Homeless/Housing Task Force to offer recommendations to
the Board and develop a comprehensive and strategic plan that will respond to the
present and future housing and shelter needs of Weld County's homeless and low-
income populations including migrants, elderly and other special needs groups.
Other participants in the Task Force include United Way and the City of Greeley.
The intent of this initiative will be to address the short term, transitional,
and long term housing needs of our population. The membership consists of
private, public, and non-profit representation.

Attached for Board action is Weld County Housing Authority's Section 8
Application for Existing Housing as discussed at the August 17th Commissioner
Work Session.
The application requests twenty five (25) Section 8 Certificates to augment
our existing program. We are requesting 3 one bedroom units, 10 two bedroom
units, 10 three bedroom units and 2 four bedroom units. If approved by HUD,
this will bring the total number of Section 8 units to 401.
Upon approval by the Board, request that all forms be signed by the Chairman
and returned to our office no later than August 27th in order to meet the HUD
deadline for submission of the application.
