Dear Commissioners:
The Hazardous Materials and Waste Management Division (the Division) of the Colorado Department of
Health has completed its review of the East Weld Sanitary Landfill December 10, 1992 letter which
summarized recommendations made by the Division (on August 11, 1992). The landfill, approximately 3.5
miles north of the Town of Keenesburg, is located in Section 27, 34, 35, Township 3 North, Range 64 West
and Section 2, 3, 10, 11, Township 2 North, Range 64 West. The review is made under the authority of the
"Solid Waste Disposal Sites and Facilities Act," Title 30, Article 20, Part 1 of the Colorado Revised Statues,
as amended (the Statute), and the"Regulations Pertaining to Solid Waste Disposal Sites and Facilities." The
Regulations were adopted for the implementation of the Statute and are contained in the Colorado Code
of Regulations, 6 CCR 1007-2 (the Regulations).
In the August 11, 1992 letter, the Division incorrectly identified MW1 to be retained in the ground water
monitoring network. The Division intended that MW3 be retained for monitoring and not MW1. Documents
that reference this well should be revised accordingly.
Based on the information contained within the December 10, 1993 letter submitted by Industrial Compliance
on behalf of Waste Services Corporation,the Division finds that the recommendations set forth in the August
11, 1992 Division letter have been adequately addressed and that the site meets the minimum standards of
the Solid Waste Statute and Regulations.
