RE: APPROVE PLACEMENT ALTERNATIVES COMMISSION BY-LAWS
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the Placement Alternatives
Commission By-Laws, a copy of which is attached hereto and incorporated herein
by reference, and
WHEREAS, after review, the Board deems it advisable to approve said
By-Laws.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Placement Alternatives Commission By-Laws be, and
hereby are, approved.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 23rd day of October, A.D. , 1991.

PLACEMENT ALTERNATIVES COMMISSION
BY-LAWS
ARTICF I, Membership
Section 1: The Placement Alternatives Commission shall consist of a maximum of 18
members. Members are appointed by the Weld County Board of County Commissioners for
three-year terms. A member may be appointed for a second consecutive three-year term
by the Board. Any appointment by the Weld County Board of County Commissioners shall
be in accordance with Section 19-1-116,C.R.S. (Children's Cade) and the Weld County
Hone Rule Charter.
Section 2: Any appointed member is eligible to vote at any meeting of the Weld County
Placement Alternatives Commission. All actions or business must be approved by a
majority vote of the membership present.
ARTICT.F II, Meetings
Section 1: Meetings will be held a minimum of eight times per year for the full
membership. The Chairperson may call or authorize any additional membership meetings
upon deeming it necessary. Additional membership meetings may also be called upon a
petitioning of the Chairperson by five or more members. Reasonable notice, along with
agendas of the meetings, shall be provided to all members. The PAC shall only
consider and vote upon those issues presented on the agenda at special meetings called
by the Chairperson or upon the petitioning by five or more members.
Section 2: Minutes of all meetings will be taken and provided for the membership in
advance of the following meeting.
Section 3: If a commission n>enber misses more than three consecutive meetings without
excuse, the Co mission will request that the County Commissioners replace the absent
member.
Section 4: Quorum: At any meeting of the membership, one-half (i) of the duly
appointed members shall constitute a quorum and may conduct business.
Section 5: Voting: Any affirmative vote by the commission shall require an
affirmative vote by the majority o£ those members present at any regular or special
meeting.
ARTICLE III, Officers
Section 1: Officers shall consist of the chairperson and the vice chairperson. All
meetings of the Placement Alternatives Commission Shall be chaired by the chairperson
of the Placement Alternatives Commission or in his or her absence, by the
vice-chairperson. In addition, the chairperson may authorize any member to serve as
temporary chairperson for any given meeting, depending upon the subject matter to be
discussed.
Section 2: Chairperson or the vice-chairperson are elected by a majority vote of the
membership present for a one-year term.
ARTIctn TV, Subcommittees
The chairperson will appoint all subcommittees and subcommittee chairpersons. All
decisions and recommendations of subcommittees are to be forwarded to the Placement
Alternatives Commission for consideration and action.

ARTICTF V, Amendments
The by-laws may be amended through a two-thirds vote of the membership present at any
regular or special meeting of the membership of the Weld County Placement Alternatives
Commission.
APTICmF VI, Confidentiality
All members of the Placement Alternatives Commission shall not violate the
confidentiality of any and all records which they may have access to by virtue of
their membership on the PAC.
